Youth follow in the footsteps of first Aboriginal police officer

The Edmonton Police Service is hosting the Alex Decoteau Run for over 200 school kids in Rundle Park to commemorate Canada’s first Aboriginal police officer and to help celebrate National Aboriginal History Month.

“At school, Alex Decoteau learned he had a special gift for running that helped him become a police officer in Edmonton, a soldier, as well as an Olympic athlete,” says Const. Lisa Wolfe with the EPS Recruiting Unit.

“We want to encourage youth to have the same dedication and healthy lifestyle as Alex Decoteau, so they can run faster toward their goals and play a more positive role in their community.  For many Aboriginal police members, his legacy has been an inspiration, and we want others to continue to follow in his footsteps and consider a career in policing.”

For many years school children have taken part in the Alex Decoteau Run to honour the heroic legacy of a remarkable young man who accomplished many firsts for the Aboriginal community, served his city and his nation, and helped blaze the trail for others.  The Run also helps promote physical fitness and inspires a new generation of athletes and police officers for the future.

Over 200 kids, ages 12 to 16 years from five north Edmonton schools (Abbott, Ben Calf Robe/St. Clare, Rundle, St. Alphonsus, St. Bernadette), are participating in this year’s Alex Decoteau Run through Rundle Park from 9:30 a.m. to 12:30 p.m. on Monday, June 1, 2015.  The route is approximately three kilometres long.  All participants receive a t-shirt, water bottle, recreation pass, and an Alex Decoteau commemorative coin and comic book.

Izola Mottershead, Métis Elder and great niece of Alex Decoteau, is bringing greetings and saying an opening prayer for the students prior to the start of the Run.  The EPS Aboriginal Relations Unit is also setting up their tipi as well as an Alex Decoteau educational display (weather permitting).  Partnering to help make the event a success are the Edmonton Police Foundation, the City of Edmonton, and the Edmonton YMCA.

Alexander Wuttunee Decoteau was born on the Red Pheasant Indian Reserve in Saskatchewan, Canada, on Nov. 19, 1887.  He attended the Battleford Industrial School and was a good student and an exceptional athlete.  Alex moved to Edmonton to work in his brother’s machine shop in 1909.  In 1911, he joined the Edmonton Police Service (becoming Canada’s first Aboriginal police officer), and made Sergeant in 1914.  In 1916, he enlisted with the Canadian Army, and served until his death in the battle at Passchendaele, Belgium, on Oct. 30, 1917.

Throughout his lifetime, Alex Decoteau excelled at running and other sports.  Alex competed and set records in many local, national, and international sporting events such as the 1912 Olympic Games in Stockholm, Sweden, and is still considered one of Canada’s greatest marathon runners.  In 1967, he was inducted into the Edmonton Sports Hall of Fame.

In 2014, a new downtown park and new southeast residential area in Edmonton were named in honour of Alex Decoteau.  That same year, EPS released the Alex Decoteau Legacy of Heroes Comic Book, the first in a series created to tell the remarkable stories of the people and events that are part of the Edmonton Police Service’s history.  Today, many of Alex’s trophies, photos, and other personal effects are still on display in the EPS Headquarters.

Although Alex Decoteau’s life was short, he triumphed over adversity and continues to serve as a positive role model for what young people can accomplish with their lives.

Police warn online shoppers following stolen property investigation

The Edmonton Police Service is warning the public to be mindful when shopping online following an investigation into stolen electronics for sale on Kijiji.

On May 19, 2015, Edmonton Police Service officers were conducting proactive searches for stolen property on Kijiji and located advertisements selling a number of items officers believed to be stolen.

Contact was made with the seller, a 20-year-old man from Whitecourt. Investigation led to the discovery of more than $10,000 worth of electronics stolen from the man’s place of employment.

“Stealing electronics and other items and reselling them online at a lower price, often advertised as brand new and in the box, is a recurring problem,” says Const. Mike Walkom with Downtown Division. “Online shoppers need to be wary of prices that seem too good to be true, and of sellers that cannot provide an explanation for the discount. Contact police if you see something suspicious – what seems like an online bargain isn’t worth the risk of being in possession of stolen property.”

The 20-year-old man has been charged with possession for the purpose of trafficking property obtained by crime over $5000, trafficking property under $5000, possession stolen property under $5000 (x4) and theft over $5000.

Southeast officers spring into action with community barbecue

Southeast Division officers are inviting all citizens to join them for a spring barbecue this week in Mill Woods.

“We’re committed to keeping our neighbourhoods safe,” says Sgt. Claus Penno with Southeast Division.  “This week, the Edmonton Police Service will be working with several community partners to educate the public about crimes reoccurring in the area including theft of vehicles, theft from vehicles and daytime break and enters with the Community Action Team deployment.”

The Community Action Team (CAT) is part of the ongoing EPS Violence Reduction Strategy. It is a unified, focused, policing concept, with an organized mobile police unit created for maximum contact, enforcement and education. The CAT deployments are highly visible and have been successful in addressing a wide range of criminal and social issues.

“Officers will be patrolling in the community, focusing on crime suppression by conducting curfew checks,” says Sgt. Penno. “We will also be following up on individuals with outstanding warrants.”

Southeast Division is the only area with active community patrols that regularly volunteer their time to observe and report crime to the Edmonton Police Service.

The Mill Woods, Southeast Central Community Patrols and the Citizens Patrol Radio Network (CPRN) will be participating in this week’s CAT initiative. They patrol neighbourhoods by driving around and reporting suspicious vehicles, persons and incidents to police. The community patrols consists of about 25 dedicated volunteers who help EPS patrol over 12 communities within southeast Edmonton about two to three times every month.

Southeast Division will be hosting a community barbecue over the four-day CAT deployment in the Mill Woods Town Centre parking lot (near Starbucks). Police officers and members from the Neighbourhood Empowerment Team (NET) will be on hand to serve free hamburgers and distribute crime prevention materials to the public and will give away free anti-theft license plate screws for vehicles.

EPS officers will be focused on reducing crimes through high-visibility policing, proactive foot patrols in hot spots, management of prolific offenders, and traffic enforcement.

Some of the targeted areas will include: Wild Rose, Silver Berry, and Mill Woods Town Centre.

Enforcement units will be targeting criminal activity in the area and social agencies will provide support to vulnerable persons. Traffic STAT teams, patrol and bylaw officers, Public Safety Compliance Team, EPS Cadets, Mill Woods Community Patrol, Southeast Central Community Patrol, Community Police Radio Network, NET, Edmonton Transit Security, Lake Wood Hall Community League, Youth Emergency Shelter, Hope Mission and Boyle Outreach will target crime “hot-spots” in the neighbourhood.

Media and the public are invited to join EPS officers for a chance to discuss and witness first-hand how CAT works within the community:

EPS out on city roadways for Canada Road Safety Week

Responsible driving and safer roadways are top priority for the Edmonton Police Service and the City’s Office of Traffic Safety as motorists get ready for the May long weekend.

May 12-18, 2015 marks Canada Road Safety Week, a national campaign aimed at making Canada’s roads the safest in the world. Law enforcement agencies throughout the country will be out on roadways promoting safe driving practices.

Canada Road Safety Week is an initiative that reminds drivers to make conscious safe driving decisions. The education and enforcement-driven campaign is designed to increase public awareness of behaviours that put drivers, passengers and other road users at risk.

Targeted enforcement during Canada Road Safety Week will focus on impaired driving, seatbelt use, aggressive driving and distracted driving.

“Traffic safety is a shared responsibility,” says Sgt. Bill Krull with the EPS Specialized Traffic Apprehension Team. “Make conscious, safe decisions every time you get behind the wheel.”

“In 2014, 23 people died on Edmonton’s roads. This year, we’ve already seen seven people lose their lives,” adds Gerry Shimko, Executive Director of the City of Edmonton’s Office of Traffic Safety. “We’re working with the Edmonton Police Service to reduce traffic collisions and we are seeing results, but we need citizens to do their part. Collisions are preventable.”

In 2014, there were 177 collisions involving cyclists (including one fatality) and 319 collisions involving pedestrians (including nine fatalities) in Edmonton. The Office of Traffic Safety statistics indicate that drugs and alcohol were a factor in 513 collisions.

From May 13-19, 2014, there were 3,963 tickets issued by EPS officers (manned enforcement) during Canada Road Safety Week. Of those, 2,415 were for speeding, 106 for other aggressive driving offences, 51 for seatbelt violations and 106 for distracted driving. There were 64 arrests for impaired driving and 48 roadside suspensions. The Office of Traffic Safety recorded over 15,835 speeding violations and 817 red light violations during the same period of 2014.

Canada Road Safety Week is sponsored by the Canadian Association of Chiefs of Police and Transport Canada and is part of Canada’s Road Safety Strategy 2015.

Edmonton police and fire cadets host challenge event

Police and fire cadets from Edmonton and Calgary are participating in the first of its kind Police & Fire Cadet Challenge Games on May 8th, 9th and 10th at Birch Bay Ranch near Sherwood Park.

These four cadet groups will spend the weekend experiencing new challenges, and best of all, making new friends. Promoting leadership, teamwork and camaraderie among cadets is the purpose of the challenge event, and a variety of competitive activities are planned over the weekend to achieve these goals.

“This event gives us an opportunity to work together and learn from each other,” said Leeanne Harvey, Edmonton Police Youth Educator. “Our cadet programs operate very differently in some respects, and an event like this raises the bar for everyone because we all go home with new ideas about how to do things.

Some of the activities planned for the weekend include: police and fire-related challenges; high ropes; orienteering; archery; and an extreme obstacle course (car push, dummy rescue, wall challenges).

The event kick-off will take place on Friday, May 8th at 7:00 p.m. at Birch Bay Ranch with greetings from Edmonton Police Service, Calgary Police Service, Edmonton Fire Rescue Services and Calgary Fire Department. Cadets will be presented with an event t-shirt at the kick-off, and will participate in a tug o’ war as an ice-breaker.

“This idea of a cadet challenge is truly inspiring,” said Ashton Sykes, a firefighter with Calgary Fire Department. “Bringing these four groups together and blending their skills can only encourage personal growth in all of them. I am without a doubt excited about the cadet challenge and can’t wait to see the bonds these cadets will build throughout the weekend.”

Members of the media are invited to attend the event kick-off on Friday evening at Birch Bay Ranch (directions and site map are attached) as well as any of the activities taking place over the weekend.

  • Regarding Friday’s kick-off event, contact Lisa Kaye-Stanisky at 780-914-9662.

Threat of deportation lands thousands of dollars in fraudsters’ hands

The Edmonton Police Service has received several reports of scams targeting the Indo-Canadian community and immigrants by threatening them to pay thousands of dollars or face deportation since April 2015.

Complainants reported that they have received calls from people claiming to work with Canada Revenue Agency, Canadian Security Intelligence Service, Immigration Canada or a police service. The fraudulent calls state that individuals have not filed their taxes appropriately or have not registered themselves as alien immigrants. Fraudsters allegedly make threats of issuing warrants for arrest, jail time, loss of immigration status and deportation.

“If you suspect you have been a target of fraud or if you have already send funds, you are not alone,” says Const. Pritpaul Bhui, a Community Liaison Constable with Southeast Division. “Many of the complainants are not familiar with Canadian law and are afraid of deportation threats.”

Criminals are providing specific instructions to purchase PayPower Visa prepaid cards or gift cards in various amounts. Gift cards have been purchased from various retailers around Edmonton including grocery stores and gas stations. Complainants are told to provide the information from the back of the gift cards to the fraudsters over the phone.

“Retailers selling gift cards should also be aware of these types of scams,” says Const. Bhui. “In one incident, a retailer informed the complainant they were being scammed and advised them to report the occurrence to police.”

If you are suspicious about a call from a federal agency, ask for more details and call the agency back to confirm the request is genuine. You can also call police to advise them of the potential fraud.

If you have already sent funds to a potential fraudster, or have been contacted by a suspicious person, contact the Edmonton Police Service at 780-423-4567 or #377 from a mobile phone. Anonymous information can be submitted to Crime Stoppers at 1-800-222-8477 or online at http://ift.tt/1az8Eve.

One citizen’s “spidy” sense leads police to about $150,000 in stolen property

A citizen looking to buy a trailer from an online classified website reported an ad to police after he thought the deal was too good to be true.

On June 24, 2014, a man called the EPS to report a suspicious ad for a trailer that he was interested in purchasing. The man became suspicious after meeting the seller and looking at the vehicle. The VIN number did not look legitimate so he called police to further inquire about the trailer.

Southeast Division officers investigated the complaint and found that the seller had multiple warrants for his arrest and was known to police. Later that day, police executed the outstanding warrants and found the suspect was in possession of a stolen truck with the trailer attached that was listed for sale.

Further investigation revealed that the trailer that was posted for sale was stolen and had its VIN identifiers altered.  Multiple search warrants were executed which revealed more evidence of stolen property worth more than $150,000.

The EPS worked in conjunction with 12 RCMP detachments in Alberta and Saskatchewan, along with the Saskatoon Police Service, and Calgary Police Service to recover and return almost $85,000 worth of stolen property to their rightful owners.

After a lengthy investigation, two suspects were charged on April 15, 2015.

Warren Sticker, 32, has been charged in Alberta with theft of motor vehicle (x4), trafficking stolen property over $5,000, possession of stolen property over $5,000 (x7), theft under $5,000, breach of recognizance.

Joshua Sticker, 41, has been charged in Alberta with alter VIN (x2), trafficking stolen property over $5,000, possession of stolen property over $5,000 with the purpose of trafficking(x2), failed to comply with probation (x2), breach of recognizance (x2), break and enter (x2), theft of motor vehicle (x6), possession of stolen property over $5,000 (x8), theft under $5,000, possession of stolen property under $5,000 (x3), fraudulent concealment, and possession of identity document.

Further charges are pending in Saskatchewan.

Police lay charges in relation to stolen trailer and special needs ski equipment

The Edmonton Police Service has laid charges in relation to a trailer and special needs ski equipment that was reported stolen in November 2014.

In December 2014, Leduc RCMP recovered three pieces of the specialized ski equipment from a dumpster in Calmar, AB and returned it to the owner.

An in-depth investigation led EPS members to execute a search warrant on February 17, 2015, in Devon, AB with the assistance of the RCMP which resulted in the recovery of the stolen cargo trailer. The trailer was returned to the rightful owner in February.

Jason Noel, 37 of Calmar, AB, has been charged with trafficking stolen property under $5,000, VIN tampering, and possession of stolen property under $5,000, breaching a condition of a recognizance.

Province-wide warrants were issued on Tuesday, May 5, 2015 for the arrest of Noel.

Background

EPS Northeast Division officers are investigating the theft of a cargo trailer filled with special needs ski equipment, and are asking for the public’s help in locating the stolen property.

Sometime during the evening hours of Tuesday, Nov. 25, 2014, an unknown suspect approached a cargo trailer parked on the rear driveway of a house at 119 Avenue and 44 Street.  The suspect allegedly cut several locks that were securing the trailer, hitched it up to what is believed to be a truck, and drove off in an unknown direction.  The owner noticed the trailer missing on Wednesday, Nov. 26, 2014, and reported the theft to police.

The trailer is described as a 2011 Mirage Cargo Craft Trailer, with single axle, 10’ long, and white in colour.  There is no licence plate on the trailer.  The trailer’s value is estimated at $3,000.

The trailer contained cross-country ski equipment for disabled athletes worth approximately $12,000, and V-boards for making trails in the snow valued at approximately $25,000.

Michael Neary, Sport Manager for Cross Country Alberta, adds “This ski equipment is used by para-nordic participants or individuals with spinal injuries and other conditions that require the use of a wheelchair. It’s very specialized and unique to the participants that use it.  This equipment is also used by school children so that all students can enjoy the thrill of skiing.  It’s very sad and unfortunate that our para-nordic participants will be deprived of their equipment.  I would be very grateful to get this equipment back so that the kids we work with can participate this winter.”

Reduce the risk of prescription drugs falling into the wrong hands

The Edmonton Police Service and police agencies across the country are encouraging the public to properly dispose of their unwanted, expired, or unused prescription drugs at their local pharmacy as part of National Prescription Drug Drop-off Day.

National Prescription Drug Drop-off Day provides an easy way for people to dispose of prescription drugs as well as provide awareness on the serious public health and safety impacts of prescription drug abuse in Canada.

“Youth are increasingly using prescription drugs for recreational purposes, and the majority are getting these drugs from family medicine cabinets,” says Det. Guy Pilon with the EPS Drug and Gang Section.  “It’s reported that youth who misuse opioid prescriptions are getting them from their home about 70 per cent of the time, and from friends about six per cent of the time.  We can reduce the risks of accidental poisoning by returning unused prescriptions to the pharmacy.”

Certain prescription drugs, like opioids, stimulants, sedatives, and tranquilizers are associated with serious harms such as poisoning, addiction, overdose, and death if they fall into the wrong hands and are used without proper medical supervision.  The recreational use of prescription drugs also contributes to criminal behaviour such as drug-impaired driving, health care fraud, pharmacy robberies, and drug-trafficking.  Moreover, pharmaceuticals thrown into the trash or flushed down the drain can make their way into the water supply and have harmful effects on the environment.

Tod Prochnau, President of the Alberta Pharmacists’ Association, says “Many people simply don’t know what to do with their old medications.  By bringing your old medications back to the pharmacy they can be disposed of safely, and it also provides an opportunity to touch base with the pharmacist about your prescription.”

The public can return any unwanted or outdated prescription medications to their local pharmacy at any time. The Alberta Pharmacists’ Association (APA) administers the ENVIRx program that promotes the proper use of medications and their safe and environmentally-friendly disposal.  To find a participating pharmacy to dispose of your medications, please visit the APA website.  Prescription drugs are not accepted at police stations.

Through National Prescription Drug Drop-off Day, approximately 1.5 tons of drugs were collected in 2014, and approximately 2.5 tons in 2013.  The initiative is supported by the Canadian Association of Chiefs of Police (CACP), the Alberta Association of Chiefs of Police, Partnership for a Drug Free Canada, Health Canada, and Public Safety Canada.  To learn more, please watch the CACP video on YouTube, or visit the Government of Canada website.
