Police lay charges in 1994 sexual assault case

The EPS Historical Crimes Section has charged a 47-year-old man in relation to a break-and-enter sexual assault reported in November 1994.

Around 3 a.m. on November 26, 1994, it was reported to police that an unknown male suspect broke into an apartment in the area of 65 Avenue and 172 Street. The male suspect approached the 28-year-old female resident with a knife, who was asleep in her bed at the time. The suspect then bound the complainant and sexually assaulted her. The woman was able to free herself after the suspect left her suite, at which time she contacted police and attended hospital for an examination.

The evidence collected from the complainant’s examination had been considered for forensic testing but was ultimately deemed to be unsuitable for further testing at the time.

In January of this year (2020), the file was reassigned to a Cold Case Sexual Assault investigator for review. In consultation with the RCMP lab, various exhibits were identified as being suitable for DNA testing. The subsequent analysis identified a DNA profile that matched a convicted offender on the National DNA Data Bank.

On Tuesday, Oct. 27, 2020, Dean Walter Moore, 47, was arrested with the assistance of the Medicine Hat Police Service and is charged with house breaking with intent, sexual assault with a weapon, unlawful confinement and theft under $5,000.

In 2016, the EPS Sexual Assault Section initiated a review of Cold Case Sexual Assault files to identify those that would be suited for further investigation. It was through this process that Cold Case Sexual Assault Unit’s caseload was generated. The Unit’s two detectives are assigned to Historical Crimes and they have the mandate to review the files from their caseload to identify where modern technology or investigative approaches may be able to shed light on a previously unsolved case.

Police arrest, charge man in connection to animal cruelty investigation

A four-month investigation has culminated with multiple charges being laid against an Edmonton man in connection to a puppy selling operation out of his northeast Edmonton garage.

Edmonton Police Service investigators became involved in an animal welfare investigation after being contacted by peace officers with the City of Edmonton's Animal Care and Control unit.

It was reported to police that a 45-year-old male was advertising various breeds of puppies for sale online. Following appointments to view the puppies, several prospective buyers lodged formal complaints regarding the animals’ living conditions and overall health.

On Oct. 25, 2020, EPS members and Animal Control peace officers
executed a search warrant at the suspect residence near 83 Street and 138 Avenue in northeast Edmonton. Upon arrival, officers found 10 puppies at the address; five dogs living in distress in the garage and another five in the suspect’s residence. Officers noted an overpowering odour of feces and urine emanating from the unheated garage, dogs tethered and covered in urine spots on their bellies, as a result of standing in their own excrement. The animals also appeared dehydrated, as a result of having no water readily available nearby.

Officers subsequently seized 10 dogs: four
Border Collie puppies and one Blue Heeler inside the garage and two Yorkshire Terriers, two Shih Tzus and one Chihuahua inside the residence. The animals were transported to the Animal Care and Control Centre where they were to be examined.

Oluseyi Babatunde Farombi, 45, is facing numerous animal cruelty charges under the Criminal Code and Animal Protection Act including cruelty to animals, causing distress to animals, failure to provide adequate shelter and failure to protect from injurious cold.

Police believe there may be other complainants who either purchased sick puppies from Farombi or witnessed the dogs’ living conditions. As such, investigators are encouraging anyone who engaged Farombi for the potential purchase of puppies, at the 138 Avenue address or possibly another residence in northeast Edmonton to contact the Edmonton Police Service at 780-423-4567 or #377 from a mobile phone. Anonymous information can also be submitted to Crime Stoppers at 1-800-222-8477 or online at www.p3tips.com/250.

Arrest made in historical homicide

The Edmonton Police Service Historical Crimes Section has charged one man in a 2002 homicide.

On May 9, 2002, police responded to the report of a body that was found under a bed in a home in the area of 99 Street and 86 Avenue. The following day, an autopsy confirmed the deceased male, Michael Thomas Longmore, 59, was the victim of a homicide. At the time, investigators lacked evidence to lay charges.

In January 2019, the EPS Historical Crimes Section opened a review of the file and resubmitted exhibits to the RCMP laboratory for forensic testing. The results of this testing identified a DNA profile that led police to a suspect.

On Thursday, Oct. 15, 2020, police arrested Denis Laframboise, 66 and charged him with second degree murder in relation to Longmore’s death.

“This is exactly why we review historical homicide files,” says Staff Sergeant Ryan Tebb with EPS Historical Crimes Section. “While DNA testing at the time wasn’t sophisticated enough to identify a suspect, today’s technology has made it possible to do so, and hopefully bring a sense of resolution to the victim’s family.”

The EPS Historical Crimes Section was established in 2018 and consists of approximately ten officers who investigate historical homicides, missing persons and cold case sexual assaults. The four homicide detectives in the Section currently have a caseload of 202 unsolved homicides dating from 1938 to 2017. A full review of all historical files was initiated when the Section was formed to identify files where modern technology or investigative approaches may be able to shed light on a previously unsolved case.

Fraudsters continue to prey on unsuspecting victims

The Edmonton Police Service is cautioning citizens against providing bank or identity information to anyone over the telephone, on the heels of multiple fraud investigations in recent weeks.

In late August, an 80-year-old female complainant was contacted by a male claiming to be an investigator with her financial institution. It was reported to police, the suspect advised the elderly woman that there appeared to be suspicious activity involving her bank credit card and SIN number. Her involvement, she was told, was critical to the bank’s alleged investigation into similar frauds.

The woman was initially directed to send gift cards including Sephora and Google Play, then was subsequently instructed to send shoe boxes of cash through FedEx. The elderly complainant is believed to have couriered more than $47,000 to the suspect, $6,000 of which was successfully recovered by FedEx and returned to the complainant.

“These are merely several examples, the tip of the iceberg really, concerning multiple fraud investigations that have been reported to police over the last month,” said Det. Jason Lapointe, of the EPS Economic Crimes Section.

“And just when we learn of one scheme, there’s another one already making the rounds in
Edmonton and communities across the world. The best advice I can give citizens is to remember this simple acronym – DGVDisengage from the person on the phone…Go directly to the Source, your bank etc…and Verify whether the claim made by the individual on the telephone is true.”

In another incident in late August, it was reported to police that a 76-year-old male lost close to $80,000 in relation to a fraudulent money transaction conducted over the telephone. A male suspect claiming to be from a computer security company contacted the elderly complainant to inform him that he was owed a $400 refund. The complainant was then asked for, and subsequently provided, online access to his bank account to deposit the alleged refund.

On Sept. 19th, a 60-year-old female complainant was using her home PC when a “pop-up” appeared, instructing her to call Microsoft to deal with an alleged virus on her computer. The complainant called the phone number provided and was then instructed to deposit $45,000 in Bitcoin to resolve the issue.

Earlier the same week, police launched another fraud investigation in connection to a 41-year-old woman who was conned out of $38,000. In this case, the female complainant was contacted by someone alleging to be from the Canada Revenue Agency, and claiming the woman owed $38,000 to the federal agency, a scam that has produced victims across Canada. The Edmonton woman was then instructed to deposit $38,000 into an area Bitcoin machine.

“Frankly, it’s heartbreaking for investigators to see anyone victimized by fraud, especially seniors, who are already on fixed incomes,” says Lapointe. “They often lose their life savings, and in many cases their money is not recovered.”
