Additional sexual assault charges against Matthew McKnight; police seek additional complainants

The Edmonton Police Service Sexual Assault Section has laid 18 new charges against Matthew McKnight, 29, in relation to a number of sexual assaults.

Detectives began investigating the alleged sexual assaults after a complainant reported an incident to police on April 1, 2016.

On Aug. 10, 2016, McKnight was charged with sexual assault causing bodily harm, sexual assault (x2) and unlawful confinement.

Since August, a number of complainants have come forward to police and McKnight was recently charged with 18 additional charges, which include sexual assault (x12), assault (x2) and unlawful confinement (x4). These charges involve 14 complainants and all stem from separate incidents which allegedly occurred between December 2013 and July 2016.

McKnight is expected to appear in court on November 7, 2016. Sexual Assault Section continues to investigate.

Sunday’s suspicious death confirmed as homicide; autopsy complete

An autopsy has confirmed the death of a man found outdoors in the area of 107 Avenue and 110 Street as a homicide.

Just after midnight on Sunday, Sept. 25, 2016, Downtown Division patrol officers responded to the area of 107 Avenue and 110 Street, where a 46-year-old man was located with obvious trauma to his chest. The man was treated and transported to hospital by EMS, where he died a short time after.

The Medical Examiner conducted an autopsy yesterday, Sept. 28. 2016, and EPS Homicide Section confirmed the death of Christopher Lee Giroux, 46, to be homicide. The cause of death will not be released at this time.

Police do not have any suspects in custody and continue to investigate.

This is the city’s 33rd homicide of the year.

Life-saving Commendations

In May 2015, Constables Jeff PARK and WAYNE HALTLI conducted a vehicle stop with a suspected impaired driver.  Constable Haltli attempted to arrest the driver when a struggle ensued and the driver shot Constable Park. When Sergeant Jason FORBES arrived on scene he took immediate action to organize an emergency evacuation. In addition to the Lifesaving Commendation, Cst. Haltli is receiving an Officer Safety Award and Cst. Park is receiving a Bravery Commendation.

Constables Brad ANDREWS, Sandip GAHUNIA, Janel LIRETTE and Justin MILLER

Four members involved in an assault near Jasper Avenue where two males stabbed a male victim.  All four members acted swiftly in saving the man’s life.

Staff Sergeant Kevin BERGE, Inspectors Darren DERKO and Dan JONES

When a fellow EPS staff member was found unconscious due to an allergic reaction in his office, all three EPS members stepped in to ensure the unconscious member was taken to the hospital, where he made a full recovery. 

Constable Rob KITCHEN

Constable Kitchen noticed that a construction worker appeared flush and sweaty.  He questioned the man about his symptoms and believed he may be in danger of a heart attack.

Constables Neil MCCRACKEN, Scott STRACHAN, Daniel WHITE and Acting Sergeant Neil THOMPSON

All four members were at work in the early morning hours of Dec. 18, 2015, when three armed suspects entered two Mac’s stores, produced firearms, shot and murdered two clerks. The four are receiving Exceptional Policing Commendations.

Constables Stacy MISKOLCZI

Cst. Miskolczi was working at a School Resource Officer at L.Y. Cairns School when she was made aware that a staff member was unconscious and unresponsive. Cst. Miskolczi used an AED until EMS arrived.

Constable Curtis FERMANIUK

In April 2014, an altercation in north Edmonton resulted in one of the victims receiving a life-threatening stab wound. Cst. Fermaniuk, with the assistance of a civilian, rushed to the aid of the victim and was able to administer emergency first aid until EMS arrived.

Constable Bryan ALM

In March 2015, Constable Alm was off duty when he came upon two males and one female assaulting a uniformed security guard on 109 Street and Whyte Avenue. His choice to stop and assist, along with the help of Mr. Devyn Vick, resulted in the apprehension of the three individuals. Cst. Alm is receiving a Bravery Commendation. Mr. Vick is being recognized with a citizen award.

Constable Kevin MACDIARMID

In June 2014, a man called the EPS to report a VIN number did not look legitimate on a trailer he was thinking of purchasing through Kijiji. EPS members investigated the complaint and found the seller had multiple warrants for his arrest.

Earlier this year, the paths of two strangers crossed, and a young girl’s life was saved. Mr. Christoff Boshoff and Mr. Mide Seyi-Ajayi were in separate vehicles when they saw a 14-year-old girl standing on the outside of the bridge railing holding on to the bars.

In May 2015, the lives of three coworkers changed dramatically. As a group of employees were attending a meeting in a west end parking lot, a former employee arrived with a gun and fired several shots, striking the supervisor.

For the EPS and citizens of Edmonton alike, June 8, 2015, is a day we will never forget - that was the day we lost Constable Dan Woodall. Were it not for the bravery of Mr. Ryan Colton, the EPS could have been mourning the loss of another officer as well. Mr. Colton lived in the house next door to where countless shots were fired at officers.

This father and son crime fighting duo made their debut in April 2015 when they assisted two officers attempting to arrest a strong and violent man following a traffic stop.

Ms. Lori-Ann Dawson, Mr. Dylan Stang, and Mr. Andrew Fisher are members of the West Edmonton Mall security team. One night in June 2015, they received a call from the EPS alerting them to an assault in a park near the mall property.

Nathan DESMOND

In September 2015, Mr. Nathan Desmond was working at a construction site when his attention was caught by squealing tires and police lights. He spotted a male running in his direction, freshly pursued by a police officer.

Daniel FOULKES and Justin PEARCE

In August of 2015, an EPS officer was attempting to apprehend a distraught male on the side of the road. The man began to struggle and there was a considerable risk of him running back into traffic. Passers-by, Mr. Foulkes and Mr. Pearce stepped in to help the officer gain control.

Samir GHADIEH

In February of this year, Mr. Samir Ghadieh was driving when he observed two people yelling at a man who was sexually assaulting a female in a park across the street. He, too, yelled at the man and drove towards him as he started to leave the area.

Devyn VICK

In March 2015, an off-duty police officer – Cst. Bryan Alm - stepped in to help a grocery store security guard who was being assaulted by three people. Two of the suspects assaulted the officer and ran. Mr. Devyn VICK, an off-duty but uniformed correctional peace officer, saw the assaults and stepped in.

Habib YAZDANI and Ashkan ZAREI

One evening in August 2015, Mr. Habib Yasdani was in a southside convenience store when a man armed with a knife and a firearm threatened the staff. Mr. Yazdani left the store and came back moments later with his friend, Mr. Ashkan Zarei.

Suspect arrested in vandalism spree in southeast Edmonton

The Edmonton Police Service arrested a suspect over the weekend in relation to a vehicle vandalism spree where more than $100,000 of damage was caused in one night.

A citizen called police after observing a male suspect allegedly causing damage to property in the area of 96 Avenue and 87 Street on Saturday, Sept. 24, 2016. The citizen reported that he recognized the suspect from a local media report.

Southeast Division officers responded to the scene around 12:15 p.m. and arrested the male suspect. Investigators subsequently linked the suspect to the vandalism spree in the Holyrood neighbourhood.

A search warrant was executed on the suspect’s residence and evidence seized led to over 20 charges being laid.

Jason William Ross, 31, is charged with mischief under $5,000 (x19), mischief over $5,000 (x2) and theft under $5,000.

Background

The Edmonton Police Service believe over 25 vehicles were randomly targeted and vandalized in the Holyrood neighbourhood (75 Street to 85 Street and 93 Avenue to 98 Avenue) between 4 a.m. and 5 a.m. on Saturday, Sept. 17, 2016. The damage caused to the vehicles is estimated at $100,000 which includes slashed tires, broken mirrors and key scratches.

Police looking for witnesses to brazen ATM theft

The Edmonton Police Service Northwest Division is looking for witnesses to a theft of an ATM early this morning.

At approximately 3:30 a.m. today (Sept. 27, 2016), Northwest Division officers responded to the area of 121 Avenue and 127 Street to the report of damage to a grocery store. When officers arrived, they located a stolen backhoe and noted the significant damage to the exterior wall of the store.

Upon further investigation, officers determined that the backhoe had been used to breach the wall of the grocery store to remove an ATM inside. Police believe the suspect(s) then fled the scene in an unidentified vehicle.

Police investigate suspicious death in city’s north end

The Edmonton Police Service Homicide Section is investigating a suspicious death, after a man died of his injuries in hospital early Sunday morning.

Just after midnight, on Sunday, Sept. 25, 2016, Downtown Division patrol officers responded to the area of 107 Avenue and 110 Street, where a 46-year-old man was located with obvious trauma to his chest. The man was treated and transported to hospital by EMS, where he died a short time after.

Homicide investigators have taken over the investigation and are currently conducting interviews with witnesses. An autopsy is scheduled for tomorrow at 9 a.m..

EPS investigates vandalism spree in southeast Edmonton

The Edmonton Police Service Southeast Division is investigating a spree of vandalism to vehicles in southeast Edmonton after more than 25 vehicles were damaged over the weekend.

Police believe the vehicles were randomly targeted in the Holyrood neighbourhood (75 Street to 85 Street and 93 Avenue to 98 Avenue) between 4 a.m. and 5 a.m. on Saturday, Sept. 17, 2016. The damage to vehicles included slashed tires, broken mirrors and key scratches.

American man extradited in relation to Dwayne Demkiw homicide

Jason Steadman, charged in the murder of Dwayne Demkiw has been extradited to Canada.

The US Federal Marshalls turned the accused over to Edmonton Police Service Homicide detectives at the Douglas border crossing in B.C. yesterday, Thursday, Sept. 22, 2016. He was subsequently arrested on Canada Wide Warrants for first degree murder and arson charges.  

Steadman will be appearing in a Vancouver court room this morning, Friday, Sept. 23, 2016.

As this is an on-going investigation, no further information is available.   

Background

The Edmonton Police Service has classified the 2015 disappearance of Dwayne Demkiw as a homicide.

Investigation by the EPS Homicide Section connected Jason Steadman, a 41-year-old American citizen, to Demkiw’s disappearance. The Attorney General of Alberta and the Edmonton Police Service made a request for the extradition of Jason Steadman from the USA to Canada on a first degree murder charge.

Dwayne Demkiw was last seen leaving his place of work in the area of 149 Street and 128 Avenue at approximately 4 a.m. on May 31, 2015. Later that morning, Demkiw’s vehicle was located burning and abandoned in Calgary. His remains were found on April 5, 2016 near Innisfail, Alberta.

Demkiw’s death is considered Edmonton’s 19th homicide of 2015.

Over $500,000 in fraudulent activities, Edmonton couple charged

The Edmonton Police Service has charged a couple with fraud in relation to a complaint from a company.

After a lengthy investigation, the EPS Economic Crimes Section determined that a former employee of an Edmonton-based machinery equipment company allegedly redirected marketing and advertising funds from the company to personal accounts.

Between 2000 and 2006, the former employee is believed to have used a number of methods to commit over half a million dollars in fraud, including:  

  • False billings to company issued credit cards.
  • Creation of false identities to facilitate fraudulent payments for non-business or illegitimate purposes.
  • Fraudulent billings for non-commissionable sales.
  • Fraudulent payments to personal online payment accounts for non-business purposes.
  • Fraudulent concealment and conversion of monies between online payment accounts of his spouse.

On Friday, Sept. 9, 2016, Mark Edward Vandenhouten, 46, and Sheryl Dawn Vandenhouten, 43, were arrested and both charged with fraud over $5,000, theft over $5,000, and laundering proceeds of crime.

The Vanderhoutens’ first court appearance is Tuesday, Oct. 25, 2016.

Significant speed violations on High Level Bridge overnight; police urging drivers to slow down

The Edmonton Police Service is once again urging motorists to slow down on the High Level Bridge, after a number of drivers were clocked travelling more than double the speed limit overnight.

Members of the EPS Specialized Traffic Operations Section were conducting High Level Bridge traffic enforcement last night (Sept. 21, 2016) and issued a total of 16 traffic violations. One motorcycle driver was caught travelling 79km/h over the 50km/h speed limit (clocked at 129km/hr) and five other drivers were clocked travelling at least 54 km/hr over the posted speed limit. Ten additional tickets were issued for speed violations between 71-81 km/h.

“It’s very troubling to know that there are drivers out there who think this is an acceptable way to commute on our city streets,” says Sgt. Kerry Bates, EPS Traffic Safety Coordinator. “It’s quite astonishing, actually.”

The ongoing enforcement efforts stem from police and community concerns regarding speeding, careless driving and noise on the High Level Bridge and surrounding area.

“As we saw last night, some drivers are travelling more than double the speed limit on an elevated and narrow roadway, situated over a body of water,” says Sgt. Bates. “Driving at this rate of speed, in an area like this, leaves little room for error and compromises the safety of others significantly.”

The EPS reminds motorists to always make safety top priority on city streets:

  • Don’t speed. Drive for the road and weather conditions.
  • Never drive impaired.
  • Remove all distractions while driving.
  • Always wear a seatbelt.
  • Avoid driving when drowsy. Take frequent breaks on long trips.
  • Leave a safe distance between vehicles.
  • Drive defensively and be aware of your surroundings at all times.

Precedent-setting charge laid against Freeman on the Land

The Edmonton Police Service has arrested and charged a self-proclaimed Freeman on the Land with intimidation of a justice system participant. It was reported that the accused, Allan Boisjoli, 45, of Vegreville, was stopped and issued a speeding ticket by a Community Peace Officer in Beaver County, Alberta, in May 2015.

On May 25, 2015, the accused is alleged to have commenced a campaign of paper terrorism against the Peace Officer and the justice system, including but not limited to a Bill of Lading (a conclusive receipt) that held the complainant liable for $225,000 for detaining the accused and issuing the ticket.

The multi-jurisdictional investigation was concluded on Aug. 27, 2016, and Boisjoli was subsequently arrested and charged. This is the first time in Canada that law enforcement officials have laid a ‘paper terrorism’ charge against an individual claiming to be a Freeman on the Land.

“The Edmonton Police Service will continue to robustly investigate those individuals who will attempt to subvert the law,” said EPS Det. Rae Gerrard.

Boisjoli’s next court appearance is scheduled for Nov. 7, 2016.

Freemen claim to be in opposition to government and the rule of law, and maintain that the only true law is their own interpretation of common law.

Man’s death considered to be non-criminal

Autopsy results released by the Edmonton Medical Examiner’s Office confirm that the death of male discovered in a home near 65 Street and 137 Avenue last Friday, Sept. 16th, 2016, to be non-criminal at this time.

The final cause of death is awaiting toxicology results requested by the Medical Examiner.  

The Edmonton Police Service has concluded its investigation into this matter, and no charges are being considered.

Background:
Police were called to a residence in northeast Edmonton in the area of 65 Street and 137 Avenue at approximately 6:15 a.m. last Friday. Inside, officers located a deceased man with signs of trauma.

EPS Recruiting Unit host workout at Griesbach Training Centre

The Edmonton Police Service’s Recruiting Unit is holding a workout this afternoon (Sept. 19) open to anyone who may have interest in a career in policing.

“This is a great opportunity for members of the public to come interact and workout with current and prospective officers,” says Const. Dallas Koenig with Recruiting Unit. “We will be available to discuss requirements and fitness expectations and to also highlight the perks and training opportunities that are offered once you join the EPS.”

Media are invited to attend the workout, starting at 5 p.m., which will be led by Const. Dallas Koenig.

Police seek motorcyclist nearly struck by pick-up truck

The Edmonton Police Service is looking to speak with a motorcyclist who was nearly struck by a pick-up truck in west Edmonton early yesterday morning.

On Saturday, Sept. 17, 2016 at approximately 12:40 a.m., EPS West Division officers noticed a motorcycle being closely followed by a red Ford pick-up truck as both travelled eastbound on 106 Avenue at 142 Street.

The motorcycle and the truck continued eastbound on 106 Avenue to a stop sign at 132 Street, where police observed the truck swerve in what appeared to be an attempt to strike the motorcycle.

The motorcycle proceeded southeast on a walking path to Groat Road. The truck travelled southbound on 132 Street at a high rate of speed, failed to stop at Stony Plain Road and continued to drive in an aggressive manner to the area of 102 Avenue and Wellington Crescent.  

A male and a female exited the truck and fled into the ravine. Canine Unit responded and tracked the two individuals; they were taken into custody at approximately 1 a.m. without further incident.

Police are now looking to speak with the male driver of the motorcycle. He was wearing a black leather jacket, blue jeans and a black, open face helmet at the time of the incident. This individual is asked the contact the Edmonton Police Service to provide further information about the near collision.

The 29-year-old male driver of the truck has been charged with dangerous driving, assault with a weapon, possession of stolen property under $5,000 (stolen licence plate) and a number of breaches. The 35-year-old female passenger was charged with possession of stolen property under $5,000 and she had six outstanding warrants.

Cyclist in critical condition following collision with vehicle

The Edmonton Police Service is investigating a collision between a vehicle and a cyclist that occurred in northwest Edmonton earlier this afternoon.

Northwest Division officers responded the collision scene near Kingsway and Tower Road at approximately 12:40 p.m. today, Friday, Sept. 16, 2016.

Upon arrival they discovered a 59-year-old male on the ground in distress.

It was reported to police that a female motorist driving a Toyota Corolla was travelling eastbound on Kingsway, before turning southbound on Tower Road.

The cyclist was reportedly travelling eastbound on the south sidewalk along Kingsway, before attempting to cross Tower Road, when the collision occurred.

Paramedics treated and rushed the male cyclist to hospital, where he remains in critical condition.

Man’s death deemed non-suspicious; autopsy complete

The death of a 35-year-old man, who succumbed to injuries in hospital earlier this week, is no longer considered suspicious in nature.

On Wednesday, Sept. 14, 2016, at approximately 3:30 a.m., West Division patrol officers were called to assist EMS in the area of 154 Street and Stony Plain Road. When officers arrived they located a male in medical distress with obvious signs of trauma. EMS treated and transported the male to hospital where he succumbed to his injuries.

An autopsy was conducted this morning (Sept. 16) and the Edmonton Medical Examiner confirmed that the male died of natural causes. The EPS Homicide Section no longer considers this a suspicious death and the investigation is now concluded.

Police hope public can help deliver prolific mail thief

The Edmonton Police Service is seeking the public’s assistance in locating a prolific mail thief.

It is alleged that William Geoffrey Schaffrick, 44, (see photos below) broke into mailboxes at a pair of condo complexes in southwest Edmonton several times between Sept. 9-14.

Investigators believe Schaffrick is also responsible for several other mailbox thefts dating back to 2015.

As a result, 28 warrants for break and enter, theft of mail, possession of break-and-enter tools and possession of stolen property under $5,000 have been issued for Schaffrick’s arrest.

Inspectors fail 40 per cent of commercial vehicles tested in safety blitz

The Edmonton Police Service Traffic Services Branch conducted inspections this week on commercial vehicles travelling on major roadways in the city and more than 40 per cent of the vehicles failed. The fall 2016 safety blitz took place September 13-15, 2016 along Yellowhead Trail, Whitemud Drive and Anthony Henday Drive. A total of 325 vehicles were inspected and of these, 42 per cent were declared out of service.

Over the three-day operation, 107 of the 325 vehicles examined passed inspection (33 per cent of total), 82 required attention (25 per cent of total) and 136 vehicles were declared out of service (42 per cent of total). 

There were 502 violations noted by inspectors and 111 provincial statute violation tickets issued for a variety of commercial vehicle infractions, including overweight loads, faulty equipment, load dimensions and load securement.

These numbers show a slight improvement from previous years. In spring 2015, 51 per cent of commercial vehicles inspected were declared out of service. Similarly, 52 per cent of vehicles failed inspection in spring 2014. 

“This week’s results are more positive than inspections from previous years, but we’re still seeing a number of issues with commercial trucks and trailers on Edmonton’s roadways,” says Sgt. Glen Bangs with EPS Specialized Traffic Operation Section. “We conduct these inspections to hold drivers and companies accountable for vehicle maintenance, equipment checks and compliance with regulations. Responsible commercial vehicle operation means safer streets for all motorists, cyclists and pedestrians.”

The Commercial Vehicle Safety Alliance inspections, held in partnership with numerous provincial regulatory agencies, are conducted throughout the year to help ensure compliant commercial vehicle operation on Edmonton’s roadways.

Man found dead in northeast residence

The Edmonton Police Service is investigating after a man was found deceased in a house this morning.

Police were called to a residence in northeast Edmonton in the area of 65 Street and 137 Avenue at approximately 6:15 a.m. on Friday, Sept. 16, 2016. Inside, officers located a deceased man with signs of trauma.

The Edmonton Police Service Homicide Section has taken over the investigation. An autopsy is scheduled for Tuesday, Sept. 20, 2016.

First degree murder charged laid in 2015 apartment fire death

The Edmonton Police Service has charged a man in connection to a 2015 apartment fire that led to the death of Gregory Allan Fenton, 54.

Fenton was sent to hospital after fire broke out at an apartment complex in the area of 115 Street and 107 Avenue at approximately 7:40 a.m. on Nov. 29, 2015. He succumbed to his injuries in hospital on Dec. 4, 2015. The Edmonton Medical Examiner determined the man died as a result of injuries sustained in the fire.

Detectives from the EPS Homicide Section and Arson Unit took over the file and connected a suspect to the fire and man’s death through investigation over the past nine months.

Yesterday, detectives charged Dakota Kashtin Cappo, 23, with first degree murder and arson with disregard for human life. Cappo is currently in custody at the Edmonton Remand Centre on unrelated matters.

The accused and the deceased were not known to each other. Police are not searching for any further suspects.

Man located in critical condition by convenient store dies in hospital

The Edmonton Police Service Homicide Section is investigating after a man passed away in hospital today, after being located in critical condition early this morning.

At approximately 3:30 a.m., West Division patrol officers were called to assist EMS in the area of 154 Street and Stony Plain Road. When officers arrived they located a male, approximately 35 years of age, in medical distress with obvious signs of trauma. EMS treated and transported the male to hospital where he succumbed to his injuries this afternoon (Sept. 14, 2016).

Homicide investigators are treating the death as suspicious. An autopsy is scheduled for Friday morning at 9 a.m..

Police investigating explosion at residence in south Edmonton

An explosion at a home in south Edmonton sent two men to hospital with injuries this evening; the Edmonton Police Service is now investigating.

Police were called to assist Edmonton Fire Rescue Services at a residence near 58 Street and 18 Avenue southwest at approximately 5:35 p.m. on Tuesday, Sept. 13, 2016 after an explosion in the home was reported.

The cause of the explosion and the circumstances leading to the incident have not yet been determined. It is not yet known if this event is criminal in nature.

Houses in close proximity have been evacuated and a one-block radius around the scene has been blocked off as a precaution. The extent of the damage to the residence where the explosion occurred is still under investigation.

Two men who were in or near the house during the explosion are being treated in hospital for serious, non-life threatening injuries.

Man wanted on Canada-wide warrant in connection to April homicide turns himself in

The man allegedly involved in the homicide of Brad MacDonald, 37, earlier this year turned himself into the Campbell River RCMP on Vancouver Island over the weekend and is now facing charges.

The Edmonton Police Service Homicide Section issued a Canada-wide warrant last week (Sept. 7, 2016) for the arrest of Austin Mackenzie Southworth, 26, of Alberta in connection to the death of Brad MacDonald.

On Sunday, Apr. 10, 2016, at around 8:30 a.m., West Division officers were called to the area of Stony Plain Road and Winterburn Road, after MacDonald’s body was discovered in a field north of the 215 Street traffic ramp. The Edmonton Medical Examiner later confirmed that MacDonald died as a result of blunt force trauma.

Southworth is charged with second degree murder, possession of a dangerous weapon and robbery.

Police warn of potential fraudulent Keith Urban tickets

The Edmonton Police Service believes some citizens may have purchased fraudulent Keith Urban tickets from a suspect who was involved in a break and enter in August.

Police received a report of a break and enter to a business in the area of 52 Avenue and 84 Street in August 2016. A number of items were allegedly stolen including electronics, gift cards and promotional tickets, including 58 Keith Urban concert tickets.

Police believe the suspect(s) may have sold some of the much coveted Keith Urban tickets online.  

“If anyone is in possession of the stolen tickets, they will not work on concert night, says Det. Scott Gargan with Criminal Investigation Section at Southeast Division. “It is unfortunate that fraudulent tickets are being sold online to Edmontonians.”

The following tickets for the Friday, Sept. 16, 2016 show at Rogers Place have been flagged as fraudulent. Anyone who purchased or who is in possession of these tickets is asked to contact police.

EPS Recruitment Officers Heading to Calgary

The Edmonton Police Service (EPS)’s recruiting team is headed to Calgary from September 13 to 15 to hold an information session about what it takes to have a career in policing.

EPS investigating 18th traffic fatality of 2016

The EPS Major Collision Investigation Section is investigating a collision from earlier this month, after a male succumbed to his injuries this weekend following a serious collision.

On Saturday, Sept. 3, 2016, at approximately 10:30 p.m., police responded to the area of 82 Street and 128A Avenue to the report of a collision involving a pedestrian.

It was reported that two male pedestrians, aged 19 and 39, were walking westbound on 82 Street in a marked crosswalk when the 19-year-old pedestrian was allegedly struck by a Chevrolet Impala travelling southbound on 82 Street.  The driver of the vehicle, a 28-year-old female, remained on scene while the other male pedestrian fled prior to police arrival. 

The 19-year-old pedestrian was treated and transported to hospital by EMS that evening and succumbed to his injuries on Friday, Sept. 9, 2016.

Charges are pending against the female driver. Alcohol is not believed to have been a factor in this collision.

This is Edmonton’s 18th traffic fatality of the year.

Public information and warning

In the interest of public safety, the Edmonton Police Service is issuing a warning about Braden Ross Sabo, 18, who will be residing in the Edmonton area and is considered a risk to the community.

Sabo poses a risk for violence, especially to women, and is not allowed to be around children under the age of 14 as part of his current release conditions. 

Sabo also has conditions to not attend a public park or swimming area where persons under 16 years of age are present, or a daycare, school or community centre, and not to have any contact with a person under the age of 18 years unless in the presence of a parent or guardian.  

The Edmonton Police Service is issuing this information and warning after careful deliberation of all related issues, including privacy concerns, in the belief that it is clearly in the public interest to inform the members of the community.

Police discover firearms and explosives during search warrant

Firearms, explosives, drugs and stolen property were located earlier this week during search warrants executed by the Edmonton Police Service. Downtown Division officers, with the assistance of Tactical Section, Southeast Division and EPS Gang and Drug Unit, conducted a search warrant at a home and detached garage in the area of 20 Avenue and 46 Street on Tuesday, Sept. 6, 2016 at approximately 2:30 p.m. The warrant was executed in relation to a drug and weapons investigation.

Officers located and seized 12 firearms (various long barrel guns, sawed-off shotguns and handguns), prohibited silencers and suppressors, 28 prohibited magazines (ammunition storage/feeding devices), a large quantity of ammunition and body armour. Police also seized two stolen skid steers and a stolen flat deck trailer.

An improvised explosive device and suspected commercial explosive were discovered in the detached garage during the search warrant, prompting an evacuation of the surrounding neighbourhood. The EPS Explosive Disposal Unit attended the scene and used two counter charges to detonate the explosives on scene, as they were deemed too hazardous to transport. 

The operation resulted in damage to the garage window. No injuries were reported, and residents were permitted to return to the area at approximately 10 p.m. 

Police also executed a related search warrant on a residence in the area of 39 Avenue and 76 Street on Sept. 6, 2016, where small quantities of methamphetamine, hashish and heroin were seized, along with approximately 50 grams of marijuana, 348 synthetic marijuana pills, drug scales, baggies and just over $3,000 cash. 

Downtown Division officers conducted a traffic stop in connection to the investigation early Tuesday afternoon and two males were taken into custody without incident. One man now faces more than 70 charges. 

Graham McCagherty, 30, has been charged with possession of prohibited device (x47), unsafe storage of a firearm (x12), possession of explosive substance without lawful excuse, possession of an explosive substance without exercising reasonable care, possession of body armour without a valid permit (x3), possession of stolen property (x5) and possession of a controlled substance (x4).

Police seek public’s assistance to identify male(s) in connection to missing person

The Edmonton Police Service is asking for the public’s assistance to help identify a male(s) who is believed to have information relating to the disappearance of Wen Fu Guan, 31.

Guan was last seen leaving his residence on Wednesday, Aug. 24, 2016 around 4 p.m., driving a white Mitsubishi Outlander (2003 model), Alberta license place BRL 4979. A few days later, police located Guan’s vehicle in the area of 113 Street and 113 Avenue where it had been set on fire. 

Investigators are asking for the public’s assistance to help identify the male(s), in the below four photos, believed to have information which may be helpful in this investigation.

Guan has yet to be located and is described as a Chinese male with glasses, dark brown eyes and black hair. He is approximately 5’6” tall and weighs approximately 120 lbs.

Guan’s disappearance is out of character and there are concerns for his well-being.

Canada-wide warrant issued to locate man in connection to Brad MacDonald homicide

The Edmonton Police Service Homicide Section has issued a Canada-wide warrant for the arrest of Austin Mackenzie Southworth, 26, who was allegedly involved in the homicide of Brad MacDonald, 37, earlier this year.

On Sunday, Apr. 10, 2016, at around 8:30 a.m., West Division officers were called to the area of Stony Plain Road and Winterburn Road, after MacDonald’s body was discovered in a field north of the 215 Street traffic ramp. Southworth is described as a Caucasian male with green eyes, short brown hair and light facial hair. He is approximately 5’7” tall, slim build and weighs 140 lbs.

Southworth has several tattoos including a tattoo on his left hand which reads “brothair,” a full sleeved tattoo with tribal markings covering his right arm, as well as star-shaped tattoos across the front of his neck.

Homicide investigators believe Southworth may be in the Vancouver Island, British Columbia area. He may also be driving a blue Mazda MPV minivan (2004 model), Alberta license plate BPB 4769, with a broken driver’s side window.

Medical Examiner releases autopsy results

Autopsy results released by the Edmonton Medical Examiner confirm Joao Nascimento, 93, and his wife Maria Nascimento, 81, died from multiple stab wounds Friday, Sept. 2, 2016.

Police release video of assault suspect, ask witnesses to come forward

The Edmonton Police Service is releasing video footage of a suspect connected to an alleged assault that occurred on Saskatchewan Drive last month in hopes witnesses will come forward with information.

On Aug. 5, 2016, officers responded to the area of 116 Street and Saskatchewan Drive after an assault allegedly occurred at approximately 11:45 p.m.

It is reported a woman was walking along Saskatchewan Drive when she was grabbed, choked to unconsciousness and dragged into the bushes north of the walking path. Bystanders approached to assist the woman and the man allegedly fled the area on foot.

The suspect has been described as a dark-skinned male, 23-35 years of age, approximately 5’7” to 5’11” tall with short, black hair, a thin, black beard and average to stocky build.

Greater Manchester Police members travel to Edmonton to play in the 2nd Annual Woodall Cup

Members of the media are invited to attend an event this afternoon announcing the 2nd Woodall Cup and First Responders Day. Claire Woodall and her two sons, Gabe and Callen, along with representatives from FC Edmonton, EPS Blues, British Selects, and Greater Manchester Police (GMP) members will gather at Constable Dan Woodall Park at 1:30 p.m.

Five Greater Manchester Police members are in Edmonton to play in the Woodall Cup match, and to join in celebrating and remembering all first responders. Players will be kicking a ball around with the Woodall boys at the park, warming up for Sunday’s game. 

The British Selects, a team made up of British ex-pats, will be taking on the EPS Blue at Clarke Stadium on Sunday, September 11th, right after the FC Edmonton regular season game against Miami FC. Proceeds from the Woodall Cup match will go to the Woodall Foundation and be donated to the Zebra Child Protection Centre and the family of William Breen.

William (Billy) Breen died unexpectedly in 2015, leaving behind a wife and young family. Billy was a great friend to the soccer community, and played for the British Selects in the first Woodall Cup. “I'm amazed at the dedication FCE, the police and the ex-pats have continued to have with the Woodall Cup,” says Claire Woodall. “Now we can pay it forward and help others. It truly warms my heart.”

On June 8th, 2016, 35-year-old Constable Dan Woodall died in the line of duty while executing a warrant in southwest Edmonton. Dan’s love of ‘football’ led to FC Edmonton hosting the inaugural Woodall Cup on July 26th, 2015 with proceeds going to Dan’s family.

This year, FC Edmonton is saluting all first responders by declaring September 11th First Responders Day. “This September 11th we will remember all first responders,” says Jay Ball, General Manager for FC Edmonton. “It’s an opportunity for FC Edmonton and our fans to show appreciation to all of our first responders for their tremendous dedication and service to the Edmonton Community.”

The EPS Recruit Selection Unit and Recruit Training Unit are hosting an Officer Skills Team Builder for the Edmonton Huskies Football Club. Huskie players will be put through an EPS obstacle course that will test their physical and mental capabilities.

The EPS-organized event will be held at the EPS William Nixon Training Centre (Outdoor Range), 12950 – 9 St. NE this afternoon, Tuesday, Sept. 6, 2016 from 4:30 p.m. to 7:30 p.m. Approximately 70 Huskie football players are expected to participate.

Man facing first-degree murder charges in deaths of elderly couple

Homicide detectives have charged a 31-year-old Edmonton man with several charges including first degree murder in connection with the tragic death of an elderly couple Friday afternoon.

Edward Kyle Roberts, 31, is accused with breaking into a nearby residence and stealing a knife that he is alleged to have then used to kill Joao Nascimento, 93, and Maria Nascimento, 81, after breaking into the couple’s nearby residence sometime yesterday morning, Friday, Sept. 2, 2016.

Roberts is also charged with break and enter (x2), possession of a weapon and breach of recognizance.

Cause and manner of death will be officially confirmed following autopsies on the deceased scheduled to be undertaken by the Medical Examiner on Tuesday morning.

A male suspect is in custody in connection with the suspicious deaths of two individuals earlier this afternoon.

The Edmonton Medical Examiner conducted an autopsy today on a deceased man who was found at the scene of a residential fire last night (Thursday, Sept. 1, 2016).

The Medical Examiner confirmed the death of the man was a result of the fire. The Edmonton Police Service is still investigating to determine if the death is suspicious.

The deceased male has not been identified at this time and next of kin notification has not taken place.

The EPS Homicide Section continues to investigate.

Southeast Division patrol officers responded to a residential fire near 98 Street and 81 Avenue at approximately 11 p.m., Thursday, Sept. 1, 2016.

Upon arrival, officers discovered a deceased individual at that address.  Homicide detectives were called out to the scene to investigate.

Police urge drivers to slow down on High Level Bridge

The Edmonton Police Service is urging motorists to slow down after multiple drivers were caught travelling more than double the posted speed limit on the High Level Bridge this week.

Officers conducted High Level Bridge traffic enforcement last night (Sept. 1, 2016) and 25 speeding vehicles were stopped – four were travelling at least 54 km/h over the 50 km/h speed limit, including two vehicles recorded at 118 km/h. One motorcycle noise violation and ten distracted driving tickets were issued.

“The speeds we’re seeing on the bridge are alarming,” says Sgt. Kerry Bates, EPS Traffic Safety Coordinator. “We’re responding weekly to reports of vehicles driving dangerously and motorcycle racing – citizens need to slow down.”

The EPS also conducted High Level Bridge traffic enforcement late Monday night (Aug. 29, 2016) and 25 speed violations were handed out in two hours. Four motorists were clocked travelling more than double the limit; one vehicle was recorded at 119 km/h. Twenty-one additional tickets were issued for speed violations between 70-89 km/h.

Late-night enforcement on Aug. 18, 2016 resulted in 32 speeding infractions on the High Level Bridge, four of which were issued for speeds at least 50 km/h over the limit.

The ongoing enforcement efforts stem from police and community concerns regarding speeding, careless driving and noise on the High Level Bridge and surrounding area.

These unsafe driving practices are not exclusive to the High Level; the Edmonton Police Service frequently responds to high flyers on the James MacDonald Bridge. Downtown Division traffic officers stopped a Mitsubishi Lancer on Aug. 20, 2016 after the vehicle was recorded at 131 km/h in the 60 km/h zone. Another motorist was issued a mandatory court appearance for travelling 54 km/h over the speed limit on Aug. 24, 2016.

“These high speeds create dangerous situations for drivers, passengers, cyclists and pedestrians. Downtown residents have also voiced concerns about unnecessary noise in the community caused by speeding and racing cars and motorcycles,” says Sgt. Phil Cutting with Downtown Division.

“Our downtown traffic officers are focusing enforcement on curtailing these dangerous driving practices and noise violations, but we need motorists to take responsibility for their actions behind the wheel.”

Those who choose to speed may face greater consequences than a ticket; recently, the EPS Major Collision Investigation Unit laid a criminal charge of dangerous driving against a motorist who was recorded travelling 196 km/h along the Sherwood Park Freeway near 50 Street.

“It’s not complicated,” adds Sgt. Bates. “We’re asking the public to put safety first and drive with consideration for others.”

As the Labour Day long weekend approaches, the Edmonton Police Service reminds motorists to always make safety top priority on city streets:

  • Don’t speed. Drive for the road and weather conditions.
  • Never drive impaired.
  • Remove all distractions while driving.
  • Always wear a seatbelt.
  • Avoid driving when drowsy. Take frequent breaks on long trips.
  • Leave a safe distance between vehicles.
  • Drive defensively and be aware of your surroundings at all times.

The Edmonton Police Service is seeking the public’s assistance in locating a missing man.

The Edmonton Police Service is seeking the public’s assistance in locating a missing man. Emmanuel Simon Vachon, 55, was last seen on Wednesday, August 31, 2016 and has not been heard from since. He was last seen at a residence in the area of 28 Street and 22 Avenue.

He is described as a Caucasian, approximately 6’1” tall and approximately 200 lbs. He was last seen wearing black jeans and a black nylon jacket that has a red and white horizontal stripe across the middle.

“BE A TEXTBOOK DRIVER”

The Edmonton Police Service is asking motorists and pedestrians to be mindful of one another, as thousands of students return to school today throughout Edmonton.

The City of Edmonton’s Office of Traffic Safety (photo radar) and the EPS (manned enforcement) have collectively issued more than 106,000 school zone speeding infraction tickets since the zones were re-introduced across Edmonton in 2014-15.

Over the last two years, the Office of Traffic Safety has issued more than 96,000 tickets to drivers speeding through school zones, and EPS officers have issued 9,908 school zone speeding offence tickets over the same time period, while focusing their efforts near schools where drivers were ignoring the 30 km/h school zone speed limit.

“September 1st is always an exciting time for families, as their children return to school with plenty of enthusiasm surrounding the upcoming school year,” said Sgt. Kerry Bates, EPS Traffic Safety Coordinator. “It’s also a time for all of us to renew our commitment to safety while sharing the roadways together, and to remind drivers that we will be closely monitoring school zones throughout the school year.”

“Motorists, cyclists and pedestrians all need to be attentive, especially around schools. City streets become increasingly congested at this time of year. It’s imperative that we’re all on top of our games as we ease back into our normal routines of dropping off and picking up our children from school.”

The Edmonton Police Service also re-launched its “Be a textbook driver” public awareness campaign this week, in conjunction with the first day of school. The public awareness campaign includes a television commercial, transit and road-side signs in high traffic areas around the city, reminding motorists to slow down and be mindful of the 30 km/h speed limit in school zones located on the perimeters around schools across Edmonton.

As the principal of Edmonton’s newest school, St. John XXIII Catholic Elementary/Junior High School, Michael Kovacs has been working diligently with various stakeholders in the community to try and ensure that students arrive and return home safely each and every day.

“One of our most important stakeholders is the parents – the people who are dropping off and picking up their children at St. John,” said Kovacs, administrative leader of the new school in Windermere.

“This is a new school located in a rapidly expanding area in southwest Edmonton. We want to set a positive tone from day one here, and we want everyone to follow the rules of the road to ensure our children are safe – both motorists and students.”

“These are busy roadways. It requires the due diligence of all stakeholders to share the roads together responsibly.”

City of Edmonton bylaw officers will also be watching for parking violations around grade schools and post-secondary institutions throughout the school year. 

"Illegal parking around schools is a safety concern for everyone," said Amanda Lesk, Parking Program Analyst with the City. "Vehicles parked too close to crosswalks, intersections and other restricted zones create congestion and make it really difficult for drivers to see pedestrians – especially children crossing the street."

Vehicles parked illegally will be ticketed and towed without warning, with owners facing fines starting at $50, plus a $120 towing fee and impound fees.

Various police services across the province, including the EPS, will be conducting special traffic enforcement initiatives around schools, as students return for the first week of the 2016-17 school year.
