Public information and warning: Sex offender released

In the interest of public safety, the Edmonton Police Service is issuing the following warning; Alexandre Passechnikov, 32, is a convicted sexual offender and the Edmonton Police Service believes he is at risk to commit another sexual offence against a female while in the community.

Passechnikov has a known history of assaulting females and particulars of his history that the public should be aware of are:

• His assaults are not specific to any particular time of the day or location;

• Locations of his assaults can be semi-private areas (such as apartment buildings) but have included busy streets/areas in plain view of bystanders;

• His targets were women of varied ages who were walking alone (even if there were other people in the area); and

• His targets were not known to him prior to the assaults.

 

In addition, it is believed that Passechnikov has attempted to have unprotected sexual contact with females even though it is believed that he has an infectious, potentially life-threatening, medical condition that can be transmitted through bodily fluids.  

 

Passechnikov will be residing in the Edmonton area.  The Edmonton Police Service is seeking a recognizance order on Passechnikov and he will be closely monitored by the Behavioural Assessment Unit of the Edmonton Police Service.

 

Passechnikov has been placed on a series of court ordered conditions including:

• Must abide by a curfew of 10 p.m. to 6 a.m. daily

• Must abstain from the possession or consumption of alcohol and drugs, including marijuana

• Must not be found in any place whose primary source of income is the sale or consumption of alcohol (i.e. bars, taverns, nightclubs, lounges, liquor stores)

• Must not leave the City of Edmonton without approval of his supervisor           

 

Anyone with a related police emergency should contact the Edmonton Police Service at 911 and anyone with any information about any potential breaches of these conditions by Passechnikov can contact the EPS at 780-423-4567.

 

The Edmonton Police Service is issuing this information and warning after careful deliberation of all related issues, including privacy concerns, in the belief that it is clearly in the public interest to inform the members of the community.
