Celebrate Halloween safely with tips from the Edmonton Police Service

Halloween is an exciting time of year for kids of all ages – ghosts and goblins take over the streets of Edmonton to collect treats and celebrate with family and friends.

This year, the Edmonton Police Service and the Office of Traffic Safety are giving away, “See Me” reflective tags that can be worn on jacket zippers, backpacks or a Halloween costume. Limited quantities are available for free at your local divisional police station.

Keep trick-or-treaters safe this Halloween with these tips from the Edmonton Police Service for parents, kids, motorists and homeowners:

Safety tips for parent and kids

  • Kids should trick-or-treat in groups or with parents/guardians. If older kids go alone, designate areas for them to stay within, and set a time limit.
  • Walk on well-lit streets and avoid alleys or dark areas. Kids shouldn’t go to houses that don’t have lights on, or that don’t look safe.
  • Trick-or-treat on one side of the street, and then cross to the other. Never crisscross the street.
  • Carry a flashlight and cell phone in case of emergency. Leave valuables at home.
  • Don’t carry anything that looks like a weapon.
  • Ensure that you can see through a mask or makeup. Avoid long capes that can be easily tripped over. Make sure kids are dressed for the weather.
  • Encourage your children to choose light-coloured costumes or costumes with reflective strips.  These costumes are easier for drivers to see.
  • Check the candy your child brings home – throw out anything that is opened, suspicious, or home-made by someone you don’t know and trust.
  • Warn your kids about participating in any vandalism or other mischief; these are crimes that will be investigated and charges could be laid.

Homeowners

  • Turn on your porch light to let children know they’re welcome (or vice versa).
  • Remove obstacles from yards and clear a path to the doorway.
  • If you’re using candles in a jack-o-lantern, make sure the flames can’t come into contact with a child’s costume. Battery-powered lights are a safer alternative.

Driving responsibly

  • Be extra vigilant driving in neighbourhoods with more children dressed up in costumes collecting treats.
  • Adults enjoying the festivities with alcoholic beverages should have a designated driver or arrange a safe way to get home like taking public transit or a taxi.
  • If you see a suspected impaired driver, call 911 to Curb the Danger.

Happy Halloween from the Edmonton Police Service!

“Faith in humanity restored”

The Edmonton Police Service is shining light on a Good Samaritan in northeast Edmonton.

On Wednesday, Oct. 26, 2016 around 1 p.m., two constables were driving in the area of 50 Street and 124 Avenue when they were waved down by a man. The man is known as a friendly person, who always says, “Hello” to police and is homeless.

The man said he was waiting for police to drive by so he could turn in a leather wallet he had found only 30 minutes earlier in an alley. The wallet contained cash, a debit card, a credit card, personal documents and prescription medication.

Identification in the wallet indicated that it belonged to a 96-year-old man.

Police contacted the senior citizen to hand deliver his missing wallet.

The 96-year-old man and his son were so relieved and grateful that his wallet was recovered.

After realizing all of his cash and cards were untouched, the senior told Northeast Division Const. Mark Rosenow, “My faith in humanity has been restored.”

The senior took the cash from his wallet and asked the officers to give it back to the homeless man as a gesture of thanks.

“The homeless man is very police friendly and his actions demonstrate his true character,” says Const. Rosenow.

Curb the Danger™ celebrates 10 years of success

The Edmonton Police Service (EPS) Curb the Danger™ (CTD) program is being celebrated for 10 successful years of intercepting and removing impaired drivers from Edmonton streets.

Today, at City Hall, Councillor Bev Esslinger will proclaim Thursday, Oct. 27, 2016 “Curb the Danger™ Day” in Edmonton, acknowledging the 10 year milestone along with members of the EPS, Office of Traffic Safety and various program partners.

Public and media are invited to attend:
Curb the Danger™10th Anniversary
Thursday, October 27, 2016
1:30 p.m. at the City Hall Room, City Hall
Speaker: Deputy Chief Tony Harder

CTD is a police-community collaboration to ‘curb’ impaired driving in Edmonton. The program aims to increase community participation in the detection of impaired drivers by encouraging citizens to call 911 if they suspect a driver is impaired.

The award winning* program was launched by EPS in October 2006. Based on police data and survey results, the police-community collaboration has had an effective impact on impaired driving. The program is a significant source of arrests, accounting for about 40 per cent of all impaired driving charges by EPS.

“Traffic safety affects just about everyone, so we look to our partnership with the community to help keep our streets as safe as possible,” says CTD program coordinator, Barney Stevens. “Since 2006, we have received over 88,000 CTD calls, resulting in almost 8,000 impaired driving arrests and more than 2,700 roadside suspensions. The continued vigilance of Edmontonians has been remarkable.”

Those who have the propensity to drink and drive should know that in addition to EPS, the citizens of Edmonton are constantly on the lookout for impaired drivers.

If you suspect a driver is impaired:

  • Call 911 if it is safe to do so.
  • Report the location, vehicle description, and license plate number.
  • If possible, keep the vehicle in sight but do not attempt to chase the vehicle, or break the law to do so.
  • If the vehicle cannot be intercepted, a letter is sent to the registered owner.

CTD statistics from program inception in 2006 to September 26, 2016:

Police seek public’s assistance in identifying those responsible for anti-Islam posters

The Edmonton Police Service continues to investigate an ongoing series of anti-Islam posters being circulated in various neighbourhoods across the city. “The EPS is aware of the flyers being distributed in mailboxes and the EPS Hate Crimes Detail continues to investigate,” said Acting Supt. Dan Jones, of the EPS Investigative Support Branch.

“We don’t take these incidents lightly. Those responsible for these acrimonious actions will be held to account and could face criminal charges. Comments and publications that insult, target or marginalize one community over another, cause hurt, mistrust and weaken our entire society,” said Jones.

Northeast Division officers responded to the most recent complaint over the weekend in connection with anti-Islam posters being dropped off in mailboxes in the neighbourhood of Evansdale. This is the fifth such complaint involving anti-Islam posters that have been placed in residential mailboxes across the city over the past several weeks.

“I want to be clear, especially for those who may be new to our city. These incidents are not indicative of the welcoming and diverse community that Edmonton has become. They are divisive, reckless and are being actively investigated by the EPS.”

The EPS also continues to liaise with its various partners on these issues, including Edmonton’s Muslim community. The public is reminded to make detailed observations of persons distributing hate material and immediately report their observations to police. Hate Crimes Detail can be contacted directly on the Hate Crimes Detail Hotline number at (780) 421-3489.

“We would ask the public to remain vigilant and contact police when they see any suspicious activities within their neighbourhoods. Citizens are often our greatest resource with respect to solving crimes.”

Bicycle chop shop dismantled; police hope to reunite bikes with original owners

Northwest Division Beat officers are hoping to locate the original owners of several stolen bicycles in the city, after police dismantled a “bicycle chop shop” and charged six adults late last month.

On Saturday, Sept. 24, 2016, Northwest Division Beats executed a search warrant at a residence in the area of 119 Avenue and 76 Street associated to a drug investigation. Upon entering the residence, officers located 24 stolen bicycles ranging in value, six bike forks, approximately 50 bike tires and rims, along with a variety of other bike parts and tools used to reassemble and alter a bike’s original look. Drugs, break-in tools, weapons and identity documents were also seized from the residence.

Investigators believe the bikes were stolen from various locations across the city, modified at the residence and then sold for profit on the street. The total value of the recovered bicycles and parts are believed to be worth approximately $20,000.

Snapshot of recovered bicycles

Northwest Division Beat officers have charged six people in relation to this investigation:

  • Justin Peters, 32, is charged with possession of a controlled substance, possession of break-in instruments, possession of a weapon dangerous to the public and breach of condition recognizance (x2)
  • Rian White, 40, is charged with possession of property for the purpose of trafficking and possession of an identity document.
  • Jason Ollie, 41, is charged with failing to comply with probation orders (x3), possession of a weapon dangerous to the public, carrying a concealed weapon, breach of condition recognizance, possession of a prohibited firearm and knowingly possessing a prohibited weapon.
  • Deena Shulz, 45, is charged with possession of property for the purpose of trafficking, possession of a controlled substance for the purpose of trafficking and possession of an identity document.
  • Marie Enokson, 45, is charged with knowingly possessing a prohibited weapon and possession of a controlled substance.
  • Gerald McHugh, 49, is charged with possession of property for the purpose of trafficking and possession of a controlled substance for the purpose of trafficking (x3)

Investigators believe the majority of the bikes recovered were stolen from garage break and enters.

“In northwest division alone, garage break and enters are up 15 per cent since this time last year,” says Staff Sgt. Jonathan Coughlan, with the Criminal Investigation Section. “Make it extra difficult for bad guys – always lock your doors and be sure to remove portable garage door openers from your vehicles.”

“Our ultimate goal is to reunite these bikes with their original owners,” says Coughlan.

Photos of the recovered bicycles have been posted to the EPS Pinterest page.

100th Anniversary of EPS Crime Scenes Investigations Unit celebrated with Legacy of Heroes comic book

Legacy of Heroes: Behold the Proof, the forth issue in the popular Edmonton Police Service comic book series was released today, Tuesday, Oct. 4, 2016. This issue celebrates the 100th anniversary of the EPS Crime Scenes Investigations Unit and takes the reader back in time to learn how fingerprints became crucial evidence when solving crimes.

The comic takes place in 1916, the year Horace Reynolds was hired by the EPS to collect and catalogue fingerprints.

The history lesson covers the three patterns of distinct fingerprints (ulnar, plain whorl and plain arch pattern), technologies used to find and lift prints, the card and rod system developed in the mid-60’s by the EPS to compare unknown prints with prints of known criminals, and the introduction of an automated computer database for fingerprints called AFIS.

A few minutes after AFIS was turned on for the first time, the EPS was able to identify fingerprints belonging to a kidnapper and rescued a young boy.

Copies of Legacy of Heroes: Behold the Proof are available at all EPS divisional stations and online. Past digital issues of Legacy of Heroes are available on the EPS website.

Legacy of Heroes was launched in 2014.  The series is dedicated to sharing historic stories about the remarkable people and events of the Edmonton Police Service. There are more than 25,000 printed copies of the three editions of the comic. The electronic version has been read by people all over the world, as far away as Hong Kong and Australia.
