Police charge male in connection to ATM theft

The Edmonton Police Service has charged a man in connection to an ATM theft that occurred this morning.

On Friday, Dec. 30, 2016, police responded to a report of an intrusion alarm at a cash advance merchant just before 6:30 a.m. in the area of 55 Street and 137 Avenue.

Upon arrival, police determined that heavy machinery damaged the front of the building. Northeast Division’s patrol sergeant observed a front-end loader a few blocks away and a vehicle stop was attempted.

“When the vehicle didn’t stop for police, a very low speed pursuit ensured,” says Staff Sgt. James Vanderland with Northeast Division. “Police followed the vehicle for about 5 minutes going under 20 km/h.”

The suspect vehicle pulled over and finally stopped. There was an ATM located in the bucket of the front-end loader. The male driver was arrested without incident.

Christopher Hoffele, 29, was charged with break and enter, possession of stolen property over $5,000 and possession of break-in instruments.

A similar incident occurred in West Edmonton yesterday.

On Thursday, Dec. 29, 2016, police were called to a business in the area of 133 Street and 114 Avenue just after 8:15 a.m. on the report of property damage. It was reported that an ATM was stolen and one wall of the business was severely damaged. Police believe heavy machinery may have also been used in this crime.

Police believe both incidents may be connected and continue to investigate.

Anyone who has information about these incidents is encouraged to contact the EPS at 780-423-4567 or #377 from a mobile phone. Anonymous information can also be submitted to Crime Stoppers at 1-800-222-8477 or online at http://ift.tt/1az8Eve.

On Wednesday, Dec. 7, 2016, West Division patrol officers received information that a female had been sexually assaulted in the area of 154 Street and 111 Avenue. The Edmonton Police Service Vice Unit, along with the support of its dedicated community partners, is committed to thoroughly investigating reports made by any person who believes they are a victim of, or witness to, these types of exploitation,” says Grace.

8th Annual McCauley Cup

Downtown Division police officers will lace up their skates for a friendly game of hockey at the McCauley ice rink this afternoon.

Today’s game (Tuesday, Dec. 27, 2016) marks the 8th Annual McCauley Cup. The hockey game was originally introduced by a Downtown Beat police officer who wanted to bridge the gap between themselves and the community. “Youth in the neighbourhood return every winter to play hockey against police officers,” says Const. Andrew Melney with Downtown Division and organizer of the McCauley Cup. “We are continuing to build on those positive relationships and are getting to know new kids and community members every year.”

The puck drops at 1p.m. at the McCauley outdoor skating rink, located at 96 Street and 108 Avenue. All media are invited to the game for photo/video opportunities.

All spectators are encouraged to bring a non-perishable donation to the Edmonton Food Bank.

Stink! Stank! Stunk! Grinches stealing vehicles, gifts in your trunk

Most Edmontonians have been wisely hibernating in the warmth of their homes during the recent arctic cold snap – other than some cold-hearted thieves looking to cash in, that is. The frigid temperatures are forcing some motorists to leave their vehicles running with keys in the ignition, making them a prime target for thieves. Last-minute holiday shoppers in a rush are also becoming targets for Christmas Grinches.

“Our dispatchers’ telephone lines have been lighting up with reports of stolen vehicles that were left idling by their owners,” said Const. Curtis Rind, of the EPS Southwest Division. “People are often leaving $50,000 SUVs running in their driveways or even in parking lots with gifts in them, while they run in to the store for a few final purchases.”

“They’re shocked when they return to find their vehicle and gifts have been stolen, and they’re left standing outside in nasty, sub-zero weather.”

Since Nov. 1, 2016, EPS 911 dispatchers have received close to 60 reports of stolen vehicles that were left running, 35 of which have been reported in the first two weeks of December. In Southwest Division alone, officers have responded to 23 calls since Nov. 1 from citizens who left their vehicles running and were consequently stolen.

“We live in a northern city, which eventually leads to some unbearably cold temperatures at times throughout the winter months. We want to encourage people to shut off their vehicles – even if they’re only running inside a gas bar to pay for fuel. In the 60 seconds or less that it takes for someone to pay for their purchases inside, or to pick up a jug of milk, an auto thief has already disappeared from sight with your expensive vehicle.

“It’s just not worth it. Lock your vehicle doors and take the keys with you. Plug in your vehicle ahead of time in anticipation of your trip out to the store.”

Automatic vehicle starters may be a somewhat costly, but wise investment. Automatic vehicle starters are designed to shut off the engine if someone attempts to drive away with a vehicle without a key in its ignition.

Police lay murder charge in 2011 homicide

The Edmonton Police Service has charged a man in relation to a homicide that occurred in 2011.

EPS supports Supervised Injection Sites with integrated support services

The Edmonton Police Service (EPS) put forth today its position on Supervised Injection Sites (SIFs), as up to four facilities are being considered in Edmonton.

The EPS recognizes the value of SIFs and their harm reduction objectives, but believes they can only be successful if support services - such as medical assistance, food and shelter, mental health and addictions counseling - are provided to users right on site.

“This is our opportunity to get this right,” says Chief Rod Knecht. “A concerted, integrated and sustained effort is required to help drug users manage their addictions. Without such a support structure in place, SIFs in Edmonton will simply enable their use of illegal drugs, prolong their misery and further their victimization.”

The EPS also has the responsibility of balancing the needs of the users of SIFs with the needs of the community for public safety. The Federal Government’s revision of Bill C-37 requires that research and evidence must be presented on whether a SIF will impact crime in the community before approval is considered.

“Supporters for SIFs speak of reductions in overdose deaths and other harm reduction, but what impact does the open drug use in adjacent streets, the filth and offensive graffiti and squalor proximal to the facility, have on the community? We need to consider this as well, to ensure public safety,” says Chief Knecht.

Read EPS' position here.

EPS lays first drone-related charge

The Edmonton Police Service has charged a man in relation to the unsafe and dangerous operation of an Unmanned Aerial Vehicle (UAV), also commonly known as a “drone.”

On Wednesday, Sept. 7, 2016, a constable trained as a UAV operator for the EPS observed an UAV operating in a dangerous manner in downtown Edmonton in the area of 105 Avenue and 104 Street. The UAV was reportedly being operated over buildings, roadways, the MacEwan LRT Station and around Rogers Place.

Guidelines issued by Transport Canada deem this type of operation to be hazardous to persons on the ground. The UAV was operating too close to the Royal Alexandra Heliport, which STARS uses for transporting patients for medical emergencies.

An investigation by members of the EPS in consultation with Transport Canada and the Crown Prosecutors, led to EPS laying charges on Monday, Dec. 5, 2016.

Bennett Alexander Hojka, 23, was charged with operate model aircraft without a permit on parkland under a municipal bylaw. He was also charged with flying a model aircraft in a manner that is or is likely to be hazardous to aviation safety under the Canadian Aviation Regulations.

“With the holiday season here, many electronic enthusiasts may purchase or receive a UAV as a gift, “says Const. Binoy Prabhu with Downtown Division. “Please remember there are regulations for its use and that users should be familiar with and follow the Transport Canada guidelines.”

Innovative collision software increases EPS efficiency

The Edmonton Police Service is now able to create electronic collision reports on scene, thanks to a new mobile application called, eCruiser.

Designed specifically for computers in police vehicles, eCruiser was developed by Alberta Transportation in collaboration with the EPS. The purpose of the mobile software is to reduce extra paperwork and administrative duties, so officers can respond other calls-for-service.

Motorists will notice two changes related to their collision report: how they access their copy of the report, and the amount of personal information provided. Electronic reports are now easily available online (http://ift.tt/2gBIVsR), making them easier to access. In accordance with privacy laws, motorists will only be able to view their own personal information, not the contact information of other parties involved.

EPS is the second police agency in Canada (the first in Alberta) with the ability to create mobile electronic collision reports. The Calgary Police Service will be implementing the software by the end of the year. Alberta Transportation is making eCruiser available to all police agencies in the province.

Benefits of eCruiser:

  • Collision reports are more legible, with increased accuracy.
  • Reduced time to process a collision report.
  • An electronic map automatically plots the location of the collision.
  • Report approval time is more efficient.
  • Eliminates hard copy reports, everything is available online.
  • The collision report does not share your personal information with other parties involved.
  • Motorists can access the collision report at http://ift.tt/2gBIVsR.

Man dies in hospital, following vicious early-morning assault

Homicide detectives are investigating the death of a 42-year-old man who died in hospital Sunday afternoon, as a result of injuries sustained during a vicious assault earlier that morning.

Northwest Division patrol officers responded to a call for assistance near 97 Street and 119 Avenue on Sunday, Nov. 13, 2016, where upon arrival they found a male lying unconscious on the sidewalk.

It was reported to police that two males were walking down 97 Street at approximately 3:20 a.m., Sunday, Nov. 13, 2016, when they were approached by four male and two female suspects. The suspects then reportedly assaulted the men, repeatedly punching one of the men in the face, while pushing the other to the ground, before repeatedly kicking the 42-year-old male in the head.

The suspects are believed to have fled the scene on foot, leaving the one male complainant in an unconscious state on the ground and the second male complainant with minor injuries.

Paramedics arrived on scene and were able to revive the 42-year-old male, before transporting him to hospital, where he would later succumb to his injuries Sunday afternoon.

The Medical Examiner has since conducted an autopsy on the deceased, confirming that Leonardo Duran Ibarez, 42, of Colombia, died as a result of injuries consistent with severe head trauma.

This is Edmonton’s 40th homicide of 2016.

Police investigate after pedestrian struck in marked crosswalk

The Edmonton Police Service is investigating a collision that occurred late Wednesday evening north of Whyte Avenue, which sent a female pedestrian to hospital with very serious injuries.

Southwest Division patrol members responded to a collision near 86 Avenue and 104 Street at approximately 10:30 p.m., Wednesday, Nov. 2, 2016, where they found a 34-year-old female pedestrian lying on the ground in a marked crosswalk.

Witnesses told police the 34-year-old complainant and a friend were walking eastbound across 104 Street at a marked crosswalk when the complainant was struck by a 2008 Jeep Liberty in the far west lane.

It was reported to police the Jeep Liberty had stopped to let the pedestrians cross 104 Street, when it was allegedly struck from behind by another vehicle, a 2016 White GMC Savanna, pushing it forward where it collided with the first pedestrian.

The female complainant was treated and transported to hospital by paramedics with very serious, but non-life threatening injuries. Neither driver was injured, though both vehicles sustained significant damage.

Officers from the EPS Major Collisions Investigation Unit have since taken over the investigation. Although the investigation is preliminary at this time, officers do not believe alcohol or drugs were factors in the collision.

Charges, however, are pending against the driver of the GMC Savanna.

EPS conducts proactive traffic enforcement on major thoroughfares

The Edmonton Police Service Specialized Traffic Operation Section along with the RCMP, Alberta Sheriff Capitol Region Integrated Traffic Enforcement Unit conducted proactive traffic enforcement on major thoroughfares for 24-hours on Thursday, Oct. 27, 2016.

This traffic enforcement initiative took place city-wide. Major thoroughfares that were patrolled included Whitemud Drive, Anthony Henday Drive, Manning Drive, and Yellowhead Trail (Hwy 16) to target high risk activities of road users.

“We organized a safe driving campaign to address a number of complaints received by the EPS and the Office of Traffic Safety (OTS),” says Sgt. Kerry Bates, EPS Traffic Safety Coordinator. “In partnership with our regional law enforcement agencies, we educated drivers and addressed high risk driving activities.”

Some of the high risk driving activities addressed included:

  • Aggressive driving (speeding, racing and other moving violation charges)
  • Distracted driving (careless, fail to yield and driving with hand held devices)
  • Occupant restraints
  • Impaired driving and driving while prohibited
  • Other provincial traffic statutes

A total 288 speeding violations were issued, 58 other traffic violations, five warrants were executed, and four vehicles were seized within the 24-hour period.

“The combined effort by all traffic enforcement members involved made this initiative a success,” says Sgt. Bates.

Crime Free Multi-Housing program celebrates 300th property certification

The Edmonton Police Service (EPS) has certified the 300th multi-family property in its Crime Free Multi-Housing (CFMH) program that helps keep illegal activity out and residents safe.

E’Scapes Condominiums is the 300th CFMH certified property in Edmonton

The milestone comes 15 years after the EPS launched the program in Edmonton, which became the first city in Alberta to participate in the accredited North American safety program.  The CFMH program is now coordinated in partnership with the City of Edmonton Landlord and Tenant Advisory Board (LTAB).

“The program’s longevity and success are due in large part to the cooperation and support of the property managers and residents,” says EPS Acting Sgt. Amanda Trenchard.  “At one time, it was police going it alone and trying to control crime at problem properties, now it’s the reverse where landlords and tenants are taking ownership and not tolerating criminal behaviour.  Quite literally, we’re now able to get in on the ground floor and that's making all the difference.”

When illegitimate users or other destructive residents operate out of a multi-family property, landlords and tenants can pay a high price, and neighbourhoods can suffer as well.  Typically, there is an increase in property and violent crimes, along with increased fear and frustration.

The goal of the Crime Free Multi-Housing program is to introduce crime prevention techniques to multi-housing properties to reduce the likelihood of criminal activity.  This is achieved by training building managers to create crime-free buildings, conducting a security audit of the building, and offering residents a safety social event so they can learn ways to look out for one another and create a sense of community within their multi-family property.

The CFMH program has fostered positive relationships between property managers, residents and police, empowered individuals to take action in their community, created safer environments, and reduced the number of crimes reported.

The EPS did a comparison of the calls for service to two neighbouring multi-family rental properties in the area of 118 Avenue and 89 Street, where one property has participated in the CFMH program since 2010, and the other property has never participated.  Between September 2010 and June 2016, police were dispatched 60 times to the non-participating property, while police were only dispatched 10 times to the CFMH property.  More significantly, there were no reports of violence at the CFMH property.

One property manager who has participated in the program for over 10 years comments, “I find that residents feel more secure, and as a manager, I know that I will not be dealing with any individuals that are drug impaired or have gang connections.  Should a problem arise, I have the support of the Edmonton Police Service.”

The program also helps to identify civil processes under the Residential Tenancies Act that can be used to reduce crime or other nuisance activity.  These processes include applicant pre-screening, residential tenancy addendum agreements, mediation services, and offering training and educational resources.

“The Crime Free Multi-Housing program has been of great benefit to all involved, and has helped to improve the relationship between landlords and tenants,” says Judy Downey, Supervisor of the Landlord and Tenant Advisory Board.  “It meets our mutual goals of having safe, appropriate and affordable housing in Edmonton, but more importantly, it provides peace of mind and quality of life.”

Celebrate Halloween safely with tips from the Edmonton Police Service

Halloween is an exciting time of year for kids of all ages – ghosts and goblins take over the streets of Edmonton to collect treats and celebrate with family and friends.

This year, the Edmonton Police Service and the Office of Traffic Safety are giving away, “See Me” reflective tags that can be worn on jacket zippers, backpacks or a Halloween costume. Limited quantities are available for free at your local divisional police station.

Keep trick-or-treaters safe this Halloween with these tips from the Edmonton Police Service for parents, kids, motorists and homeowners:

Safety tips for parent and kids

  • Kids should trick-or-treat in groups or with parents/guardians. If older kids go alone, designate areas for them to stay within, and set a time limit.
  • Walk on well-lit streets and avoid alleys or dark areas. Kids shouldn’t go to houses that don’t have lights on, or that don’t look safe.
  • Trick-or-treat on one side of the street, and then cross to the other. Never crisscross the street.
  • Carry a flashlight and cell phone in case of emergency. Leave valuables at home.
  • Don’t carry anything that looks like a weapon.
  • Ensure that you can see through a mask or makeup. Avoid long capes that can be easily tripped over. Make sure kids are dressed for the weather.
  • Encourage your children to choose light-coloured costumes or costumes with reflective strips.  These costumes are easier for drivers to see.
  • Check the candy your child brings home – throw out anything that is opened, suspicious, or home-made by someone you don’t know and trust.
  • Warn your kids about participating in any vandalism or other mischief; these are crimes that will be investigated and charges could be laid.

Homeowners

  • Turn on your porch light to let children know they’re welcome (or vice versa).
  • Remove obstacles from yards and clear a path to the doorway.
  • If you’re using candles in a jack-o-lantern, make sure the flames can’t come into contact with a child’s costume. Battery-powered lights are a safer alternative.

Driving responsibly

  • Be extra vigilant driving in neighbourhoods with more children dressed up in costumes collecting treats.
  • Adults enjoying the festivities with alcoholic beverages should have a designated driver or arrange a safe way to get home like taking public transit or a taxi.
  • If you see a suspected impaired driver, call 911 to Curb the Danger.

Happy Halloween from the Edmonton Police Service!
