EPS replaces 70s-era tactical vehicle

This fall, the Edmonton Police Service (EPS) is replacing its 42-year-old “Grizzly Armoured Personnel Carrier” with the “Cambli Black Wolf.”

Budgeted and ordered in 2017 as a replacement vehicle for the aging Grizzly, the new Cambli Black Wolf is expected to arrive sometime in the autumn of 2020. At this time, tactical officers will be trained on the vehicle before it is put into service. It will join the Ballistic Armoured Tactical Transport vehicle (BATT), the EPS’ other armoured rescue vehicle, which was acquired in 2013 at a cost of approximately $315,000.

“This is a simple process of replacing a critical piece of infrastructure that is necessary to keep citizens and officers safe,” says Chief Dale McFee. “These armoured rescue vehicles only come into play when officers are dealing with armed, violent and dangerous individuals, and unfortunately, in a city as large as ours, with increasing rates of violence and assaults involving weapons, it’s a reality we have to face. We need not look any further back than the recent attack on pedestrians on Jasper Avenue in 2017 or the many gun calls our members face weekly.”

In keeping with EPS naming conventions for other police fleet vehicles, the BATT and the Cambli Black Wolf will be called Armoured Rescue Vehicle (ARV) 1 and 2, respectively.

The approximately $500,000 purchase price of ARV2 was approved in 2017 after it was determined that the Grizzly was approaching the end of its usable life. ARV2, a more modern version of ARV1, is designed to withstand small arms fire, with a relatively small size that makes it maneuverable in urban settings.

“Since the death of RCMP Cpl Jim Galloway in 2004, the policing profession has recognized that armoured rescue vehicles are critical pieces of safety equipment that help protect the public and police,” says Deputy Chief Greg Preston. “Because they can stop even high calibre rounds, they allow our tactical members to go into high-risk situations, the most common of which include a potentially armed and barricaded suspect, an active shooter, or an armed suspect in a vehicle. This allows us the protection we need to do our work, whether that be removing civilians and officers to safety, extracting the barricaded person, or safely immobilizing a suspect vehicle. We don’t need to use them often, thankfully, but when we do, they are absolutely critical.”

Since it was donated to the EPS in 2007, the Grizzly has been used approximately 52 times, while ARV1 has been used approximately 250 times since it was acquired in 2013. On June 8, 2015, ARV1 was used to retrieve Const. Dan Woodall and his partner after Woodall was fatally shot outside a home while executing a search warrant.

Black Wolf (image sourced from Cambli Group Facebook page)

“Since most buildings have at least two exits, the use of two armoured vehicles is often extremely helpful to maintain safe containment of an armed and dangerous barricaded person,” says Deputy Chief Preston. “Continuing to maintain a fleet of two police rescue vehicles, ARV1 and ARV2, will allow us to do that.”

The EPS plans to do a media availability and photo opportunity with the new ARV2 when it arrives. However, in light of public concern raised recently about police armoured vehicles, police are issuing this early release to ensure citizens have clear information about the purpose and plans for the new ARV2.

Background: History of the “Grizzly”

After RCMP Cpl. Jim Galloway was fatally shot by an armed and barricaded suspect in 2004, a public fatality inquiry recommended that all police services have armoured vehicles to prevent similar tragedies.

The EPS then acquired the Grizzly, donated by the Department of National Defence, in 2007. At that time, it was stripped of its weapons systems, repainted and transported to Edmonton at a total cost of approximately $35,000. Prior to the arrival of the Grizzly, Tactical officers were using a refurbished bank truck as a means of protection at high risk events.

The Grizzly will be taken out of service and disposed of once ARV2 is fully operational. As part of the original conditions of donation, the EPS is not permitted to sell the Grizzly.

School Resource Officer solves hate crime investigation

The Edmonton Police Service’s Hate Crime and Violent Extremism Unit (HCVEU) has been able to conclude what would have been a lengthy investigation thanks to a School Resource Officer (SRO).

On June 4, 2020, HCVEU became aware of an Edmonton-based Instagram account identifying itself as a “Nazi page.” The account began targeting a local student and their family, publicly posting their home address.

Screenshot of “nazisofyeg” Instagram account

The account owner quickly shut it down, but not before the targeted family began experiencing harassment by members of the public who thought they were the ones responsible for the account.

While HCVEU began an investigation, SRO Const. Ellie Arias received an email from one of the educational institutions she works with during the school year.

Although schools closed in mid-March due to the COVID-19 pandemic, SROs continued to provide their services by way of the Youth Enhanced Deployment initiative, assisting students and their families where needed, as well as school staff and administrators.

“After the account was brought to my attention, the school staff shared their concerns with me that this account may have been created by one of the students,” explained Const. Arias.

Const. Arias approached Const. Freddie Challenger, an investigator with HCVEU, to see if she could provide any assistance in the investigation. Working together, Const. Arias went door-to-door to speak with students and their families, while Const. Challenger focused on safety planning for the affected family.

Ultimately, information gathered by Const. Arias led to the identification of a suspect.

“Const. Arias was able to get more information from the students because they knew and trusted her,” says Const. Challenger. “Once she was able to get some names, and we were able to narrow it down to the suspected youth who created the account, that youth was comfortable enough to sit down and speak with her because they knew her.”

“What was most important to me was trying to understand the context as to why the account was created in the first place,” says Const. Arias.

“I’m happy to say that I have a great relationship with many of the students, and many of the kids and families I spoke with were comfortable opening up to me. As it turns out, this case wasn’t about racism, but about bullying.”

Online bullying among youth has increased considerably with school being out, notes Const. Arias. “The challenge is that youth don’t always grasp the repercussions of their actions, especially when it comes to digital platforms.”

In the end, what could have taken the hate crime unit months to complete was reduced to an approximately three-week investigation, as Const. Arias played a pivotal role in determining a starting point in the early stages of the investigation.

“If Const. Arias didn’t reach out to me when she did, I would have had to go the route of getting several production orders approved by a judge just to figure out who created the Instagram account,” says Const. Challenger. “That process alone can take a few months.”

Once the creator of the account was identified, the officers worked with the school to find a solution and decide the best level of intervention. Rather than being charged, the student was given an opportunity to make amends and avoid early and unnecessary involvement in the criminal justice system.

Without the strong relationship that existed between the SRO and the school, Sgt. Gary Willits of HCVEU believes this file would not have had the same result.

“You never want to see one poor choice lead to devastating consequences for a young person’s future,” says Sgt. Willits. “Sometimes youth just need supports to help learn from their mistakes, feel valued and be able to grow, and in this case, thankfully, that’s what happened.”

Edmonton seeing spike in violent assaults

Police are seeing a 27% increase in violence compared to Edmonton’s three-year average, driven largely by an increase in serious, violent assaults, including an 88% increase in assault with a weapon or causing bodily harm.

The Edmonton Police Service uses several indicators to measure crime across the city, such as violence, disorder and property crimes. Violence indicators include assault, robbery, sexual assault and homicide.

In July 2020, the Edmonton Police Service saw a 25% increase in violence indicators over July 2019.  The July 2020 violence indicators saw an increase of 27% compared to the three-year average (July 2017-2019).

Of these indicators, assault was the main driver of the increase.  More specifically, the category of assault with a weapon or causing bodily harm increased by 56% and aggravated assault increased by 43% in July 2020 over July 2019.  Compared to the July three-year average (2017-2019), assault with a weapon or causing bodily harm increased 88% in July 2020, while aggravated assault increased 34% in July 2020.

Since July 11, 2020, there have been eight suspicious deaths in Edmonton, five of which have been confirmed as homicides. August 6, 2020 was a particularly violent day for Edmonton, with two new death investigations opened by the Homicide Section. A violent, random assault also occurred at 98 Avenue and 104 Street at about 7:45 pm last night, when a male reportedly approached a female who was waiting in the passenger side of a parked vehicle, asked for money, and then stabbed her multiple times. She was taken to hospital with serious non-life-threatening injuries. A 20-year-old male was taken into custody and is facing charges including aggravated assault, robbery, and possession of offensive weapon.

“While it’s difficult to speculate on why this is occurring, the increase in violent assaults is certainly concerning,” says Supt. Brad Doucette, with the EPS Criminal Investigations Division. “Especially when we see assaults with a weapon or causing bodily harm and aggravated assault on the rise – these are serious charges under the Criminal Code that are used when the victim’s life is put at risk.”

Serious assaults and calls for service involving weapons often require greater resources, including a larger officer response and more investigators. The EPS has pulled in resources from other investigative areas that remain stable or have seen decreases in workload in order to assist areas that are overtasked, such as Homicide Section.

Woman facing second-degree murder charge in connection to death of 33-year-old woman

The Edmonton Police Service has charged a 38-year-old Edmonton woman with second-degree murder in connection to the recent death of a 33-year-old woman.

Police responded to a weapons complaint at a residence in the northwest Edmonton neighbourhood of Kensington on Monday, July 13, 2020, at approximately 2:15 a.m.

Upon arrival, Northwest Division patrol members found a 33-year-old female complainant lying on the ground with what appeared to be a stab wound. Paramedics treated and transported the woman to hospital with serious injuries, where she remained for several days.

Police initially charged Ashely Courterielle, 38, with aggravated assault, assault with a weapon and possession of a weapon.

The complainant’s condition failed to stabilize while in hospital, and she eventually succumbed to her injuries on Sunday, July 19, 2020.

An autopsy conducted by the Edmonton Medical Examiner on Thursday, July 23, 2020, confirmed that Audrey Corcoran, 33, died from a stab wound with the manner of death being homicide. The accused and complainant were known to one another.

Domestic Offender Crime Section detectives, in consultation with the EPS Homicide Section, have since updated the charges against Courterielle to second-degree murder. She is also facing a charge of assault with a weapon for an altercation that occurred with a bystander who attempted to intervene in the attack on Corcoran.
