Police seek public assistance locating missing senior

The Edmonton Police service is seeking the public’s assistance locating a missing 80-year-old man.

Carlo Santoro, 80, was last seen in the area of 78 Avenue and 96 Street at approximately 1 p.m. this afternoon, Friday, May 29, 2020.

Santoro is approximately 5’6” tall and 145 lbs. He has short white hair and wears glasses. He was last seen wearing blue dress pants, a blue checkered sweater and beige undershirt. He is believed to be driving a 2006 brown Jeep Grand Cherokee with Alberta license plate BGW2189.

Missing Person: Carlo Santoro, 80

Santoro requires daily medication that he did not take with him, and may have dementia. As a result, there are concerns for his well-being. There are no indications to suggest foul play.

Assist to locate: Joshua Bambush wanted for attempted murder

The Edmonton Police Service is seeking the whereabouts of 31-year-old Joshua Bambush who is wanted in connection to a shooting in March.

On Wednesday, March 11, 2020, just after midnight, police were called to a residence in the area of 112 Avenue and 86 Street on the report of a shooting. When officers arrived, they located a 32-year-old man who had been shot. The male victim was treated and transported to hospital by paramedics with life-threatening injuries.

Police have identified Bambush as a suspect in this investigation. He is wanted on province-wide warrants for attempted murder, robbery with a firearm and assault causing bodily harm. He is also wanted on a Canada-wide warrant for being unlawfully at large.

 


Assist to locate: Joshua Bambush, 31

Bambush is described as 5’4” tall and approximately 180 lbs. He wears glasses at times and has two distinctive tattoos - one above his right eye and one below his left eye.

 

Investigators believe Bambush may be in the Edmonton area and are releasing his photo in an attempt to locate him.

Autopsy results released in connection to Sunday's suspicious death

The Edmonton Medical Examiner has completed an autopsy into the death of a 48-year-old woman whose body was discovered Sunday evening in a motel suite on Calgary Trail.  

Autopsy results are still pending regarding the cause of Lisa Arsenault’s death, though the manner of death has been confirmed as homicide.

Homicide investigators are asking anyone with knowledge about this homicide or the whereabouts of Ms. Arsenault prior to the evening of Sunday, May 24, 2020, to contact the EPS at 780-423-4567 or #377 from a mobile phone. EPS officer charged

An Edmonton Police Service (EPS) member was charged on Wednesday, May 27, 2020, in relation to seven incidents that occurred between January 4 and May 22, 2020.

Const. Celia Frattin, a 16-year member with the EPS, was charged with four counts of theft under $5,000 pursuant to Sec. 334(b) of the Criminal Code and three counts of fraud pursuant to Sec. 380(1) of the Criminal Code.

It is alleged that while off duty, the constable stole various items from two different grocery/retail stores on seven different occasions. In some of the instances, it is alleged that items were fraudulently scanned in self checkouts.

The constable has been relieved from duty with pay.

The charges follow an in-depth investigation by the EPS Professional Standards Branch.

As the matter is currently before the courts, the EPS is not able to provide further comment or information about the incidents or investigation.

Police locate high risk offender wanted on warrants

On Tuesday, May 12, 2020, the Edmonton Police Service issued a news release seeking the whereabouts of 26-year-old Rodney Gambler, who allegedly breached conditions of his court order.

Gambler was located yesterday, Wednesday, May 27, 2020, in downtown Edmonton.

Police investigate fatal collision

Officers from the Major Collision Investigations Section (MCIS) are investigating a fatal head-on collision that occurred on a one-way road.

At approximately 6:18 p.m. this evening, May 27, 2020, police were called to 100 Avenue at 167 Street on the report of a head-on collision. It was reported that a 2018 Ford F150 was travelling westbound on the eastbound-only section of 100 Avenue near 167 Street when it collided with a 2017 Dodge Caravan travelling eastbound.

The 75-year-old male driver of the Caravan was pronounced deceased on scene. A 70-year-old female, 32-year-old male and 3-year-old boy who were also in the Caravan were transported to hospital with non-life-threatening injuries. The 38-year-old driver of the F-150 was transported to hospital and is in serious but stable condition.

Speed and alcohol are considered to be factors in this collision. MCIS officers continue to investigate.

Project TENSOR aims to curb speeding and traffic-related noise issues

The Edmonton Police Service’s Traffic Services Branch will be putting rubber to the road this summer to address ongoing traffic issues including speeding and noise on city roadways. 

Beginning this week and running throughout the summer, EPS members will partner with the City of Edmonton’s Traffic Safety Section and Peace Officers on Project TENSOR, Traffic Enforcement Noise/Speed Offence Reduction.

Due to recent events surrounding the COVID-19 pandemic, EPS officers have seen less traffic on Edmonton roads, and an increase in excessive speeders and obnoxious noise.  This has precipitated a significant increase in traffic complaints to EPS and the city, says Sgt. Kerry Bates, of the EPS Traffic Safety Unit.

“As a police service, we’ve seen it and messaged the pubic repeatedly about ongoing incidents of excessive speeding and traffic noise pollution. We want citizens to know that we hear you, and we’re going to vigorously enforce these laws over the summer with the goal of ridding our streets of this emergent problem.”

“Traffic issues surrounding speeding and vehicle noise typically pick up when the warmer weather arrives, so that’s certainly not new. Some drivers, however, continue to use our roadways as speedways due to lower traffic volumes associated with the COVOD-19 pandemic. This is a coordinated effort, along with city Peace Officers, to address this problematic trend, and to send a strong message to those who continue to place other citizens at risk,” explained Sgt. Bates.

Project TENSOR will focus its resources on “hot spots” and other areas across the city including:

  • 97 Avenue from James McDonald Bridge to 109 Street (Legislature Tunnel)
  • 109 Street from 97 Avenue north to Jasper Avenue
  • Jasper Avenue from 95 Street up to 116 Street
  • Whyte Avenue, from 99 Street to 109 Street
  • Groat Road
  • River Valley Road from Groat Road to 105 Street
  • 105 Street from River Valley Road to 100 Avenue
  • The High Level Bridge

Project TENSOR will target most traffic offences including but not limited to:

  • Speeding
  • Noise Related Offences
  • Stunting
  • Helmet Violations
  • General Equipment Violations
  • Occupant Restraints
  • Other Hazardous Moving Violations
  • Suspended Drivers
  • Document Offences and
  • Criminal Code Offences (including file numbers)

As part of Project TENSOR, officers will also be hosting the first of several “Amnesty Testing Events” for motorcycle riders this Thursday, May 28th, from 1 p.m. to 3 p.m. at the NAIT South Campus parking lot, 7110 Gateway Boulevard.

Motorcycle owners are invited to have their bikes tested to see if they comply with the noise bylaw. If they don’t comply, the owner will be required to update the bike’s exhaust to meet noise bylaw standards by a certain date, as determined by the officer. The EPS Traffic Safety Branch will announce additional Amnesty Testing Events throughout the summer.

Police investigate suspicious death at south-side motel 

The Edmonton Police Service is investigating the suspicious death of an individual, whose body was discovered in a south-side motel Sunday evening. 

Southeast Division patrol members responded to an assault call at a motel near 38 Avenue and Calgary Trail at approximately 8 p.m., Sunday, May 24, 2020.

Upon arrival, officers found a deceased person inside one of the motel suites.

Homicide Section has since taken over the investigation. An autopsy has yet to be scheduled. No further information, including the gender of the deceased, is available at this time.

Police seek tips in violent, random assault on elderly woman

The Edmonton Police Service is seeking witnesses and information about an alleged random assault that occurred in northeast Edmonton last week.

On Wednesday, May 13, 2020, at approximately 3:30 p.m., police responded to a report of a male suspect who allegedly violently assaulted an 84-year-old female. At approximately 2:45 p.m., the female complainant was reportedly watering the front lawn at a townhome in the area of 134 Avenue and 40 Street when the suspect approached her on foot, punched her in the face and kicked her repeatedly after she fell to the ground. The suspect then immediately fled on foot.

 

The female was taken to hospital with serious non-life-threatening injuries.

 

The suspect is described as a black male in his 20s or 30s, approximately 5’6” – 5’9” in height, with a large muscular or heavy-set stature. He was wearing a black windbreaker-style jacket, black or very dark blue jeans, white runners and a dark-coloured baseball cap.

 

“The violent and random nature of this assault against a senior citizen is unusual and troubling,” says Det. Sonja Wepruk. “We are releasing video of the suspect that was captured just before the assault occurred in the hopes that it will generate tips to help identify this man.”

Prolific offenders facing more than 300 drug and stolen property charges 

Several prolific offenders are facing 316 charges in connection to a major stolen property and drug trafficking operation in southeast Edmonton.[No text in field]

Police commenced an investigation into the illegal activities surrounding a rental property near 19 Avenue and Lakewood Road South in mid-April. Investigators eventually identified several suspects of interest residing at that address.

On April 30, 2020, Randi Cramer, 26, a resident of the Lakewood Road South address, was arrested after conducting several alleged drug transactions from a vehicle near Whyte Avenue. Investigators discovered approximately 10 grams of fentanyl valued at $5,000 on Cramer, at the time of her arrest.

On May 8, 2020, investigators arrested another resident of the Lakewood South address, Robert Richards, 33, on drug trafficking charges. Richards was taken into custody while inside a nearby convenience store on 28 Avenue and Mill Woods Road South. During his arrest, investigators discovered $3,000 in Canadian currency on him, 10 diamond rings valued at more than $17,000 and a .22 caliber pistol.

While executing a subsequent search warrant at the Lakewood Road South property, investigators uncovered close to 200 grams of fentanyl with an estimated street value of $25,000, over $16,000 in Canadian currency, thousands of dollars in Canadian counterfeit currency, hundreds of fake and stolen IDs and credit cards, instruments for manufacturing credit cards and government documents, and 26 pairs of new, stolen work boots.

A young child was also taken from the residence by trusted family members.  The EPS Child at Risk Response Team will be conducting follow up investigations.

Randi Cramer is charged with 76 offences related to stolen property, proceeds of crime, drug trafficking and causing a child to be drug-endangered.

Robert Richards is charged with 86 offences related to stolen property, possession of a firearm, proceeds of crime, drug trafficking, stolen ID and forging documents.

Mathew Cook, 30, is charged with 76 offences related to stolen property, drug trafficking, forged documents, making ID documents and possession of stolen credit cards.

Camille Paradis, 35, is charged with 78 offences related to stolen property, drug trafficking, forced documents, making ID documents, possession of stolen credit cards and breach of existing conditions.

Man charged in homicide of 7-year-old girl

EPS Homicide Detectives have charged a 34-year-old man in the death of a young girl.  David Moss, 34, has been charged with 2nd degree murder in the death of Bella Rose Desrosiers, 7.

Edmonton’s Medical Examiner completed an autopsy on Wednesday confirming the cause of death as sharp force injury.  

On the evening of Monday, May 18, 2020, Moss was visiting with the mother of the victim at their home located at 43 Street and 25 Avenue.

It was reported that Moss stabbed the child in front of her mother. The mother tried to intervene  and attempted CPR until paramedics arrived on scene, after calling 911. The girl was pronounced deceased at the scene. 

When officers responded to the home, they arrested Moss without incident. 

*The EPS has made the decision to release the name of the victim, who in this case is a minor, due to the fact that the information is already in the public realm, and with granted permission from the victim’s mother.

Police conclude investigation into fatal collision last month

On Wednesday, April 15, 2020, at approximately 11:10 a.m., EPS Major Collision investigators were called to the intersection of 118 Avenue and 50 Street on the report of a collision involving an ETS bus and a pedestrian.

It was reported that a 69-year-old woman was travelling northbound on 50 Street at 118 Avenue, in a marked crosswalk with a walking signal, when she was struck by an ETS bus turning left onto 118 Avenue from the northbound lanes of 50 Street. The woman was pronounced deceased on scene.

The driver of the bus remained on scene and was cooperative with the police investigation. Neither speed or alcohol were factors in this collision.

The EPS Major Collision Investigation Section (MCIS) has since concluded their investigation into the incident. The male driver of the bus was issued a violation for failing to yield to a pedestrian in a crosswalk under the Traffic Safety Act.

Public information and warning: violent offender released

In the interest of public safety, the Edmonton Police Service is issuing the following warning: Tshiyoyo Mufuta is a convicted violent and sexual offender and the Edmonton Police Service has reasonable grounds to believe he will commit another violent and/or sexual offence against someone while in the community.

Mufuta will be residing in the Edmonton area.  The Edmonton Police Service is seeking a recognizance order on Mufuta and he will be monitored by the Behavioural Assessment Unit of the Edmonton Police Service.

Mufuta is considered by police to be a violent sexual offender who poses a risk of significant harm to the community to re-offend violently, including sexual violence, particularly with adult women he is involved in relationships with.

Mufuta has been placed on a series of court ordered conditions including:

  • Must abide by a curfew of 10 p.m. to 6 a.m. daily.
  • He must reside at an approved residence and must not change that address until he has received written approval from his supervisor.
  • He must not have any guests at his residence during the hours of curfew unless previously approved by his supervisor.
  • He shall not purchase, possess or consume any alcoholic beverages. He shall not consume or possess any drug listed in the schedules of the Controlled Drugs and Substances Act including cannabis, any prescription drugs not prescribed to him, or any other intoxicating substances.
  • He shall not be in any licensed premises other than a dining room for the sole purpose of having a meal.He shall not attend at any liquor store.
  • He shall not possess any drug paraphernalia such as crack or marijuana pipes, self-made pipes of any kind, e-cigarettes, bongs, water pipes, cigarette papers, or syringes.
  • He must not travel out of the City of Edmonton without written approval of his supervisor or the Provincial Court of Alberta.
  • He must immediately report any motor vehicle he acquires or has access to.
  • He must not be in possession of weapons of any kind, including knives (except in his residence or at a restaurant for the sole purpose of consuming a meal), bear spray or dog spray, firearms, ammunition, explosive material, or any weapons whether homemade or otherwise.
  • He shall not enter into a dating, intimate, sexual relationship with any person or any friendships with females until her identity has been disclosed to his supervisor and she has been informed of his previous offending.
  • He shall not have contact, direct or indirect with the victims of his offences, or the families of the victims of his offences, in which he has been convicted unless he has received written approval from his supervisor.

Police looking to speak with witness of vehicle involved in hit and run collision

Five charged in online cannabis delivery operation 

Last week, on Wednesday, May 6, 2020, officers from the EPS Cannabis Investigations Unit conducted a search warrant at three residences and charged five people in an illegal online cannabis delivery operation.

“The CannaBus 780” was an illegal online delivery service operating out of three residences in the Rosslyn, Oliver and Minchau areas of Edmonton. After conducting search warrants on the three addresses and associated vehicles, police seized 4,643 grams of cannabis flower, 165 packages of edibles, 420 grams of shatter, 15 grams of cocaine, 7 grams of crack cocaine, several THC vape pens, THC tincture and $9,515 in Canadian currency. Police believe the total street value of the illicit substances and cash to be more than $61,000.

Cannabis and other illicit items seized during search

Dean Bell, 26; Bobbi-Jo Spence, 26; Ian Mack, 34; and John Dickinson, 48 are all jointly charged with possession of illicit cannabis and possession of cannabis for the purpose of illegal distribution under the federal Cannabis Act, as well as possession of proceeds of crime.

Christopher L’hirondelle, 26 is charged with possession of a controlled substance.

“There is a legal way to order recreational cannabis online in Alberta, and it’s through the AGLC,” says Const. Dexx Williams, of the EPS Cannabis Investigations Unit. “Illegal cannabis companies continue to circumvent the law and the business processes that have been put in place to keep the public safe, and there are criminal consequences to those actions.”

ASIRT investigating serious incident in southwest Edmonton

At approximately 3:30 a.m. this morning, police received a 911 call regarding a possible assault in progress, where the caller reportedly heard yelling and screaming at an apartment suite in the area of 170 Street and 64 Avenue. 

Uniformed officers arrived, and after attempting access through door knocks, were required to force entry into the suite. While police were forcing entry, a confrontation occurred with a man in the suite, resulting in several different uses of force to attempt to gain control of him, all without success.

The man then went out onto the fourth floor balcony and either fell or jumped to the ground below.  Officers followed and observed the man lying on the ground.

The man was transported to hospital with life-threatening injuries.

The Director of Law Enforcement was notified, and has directed the Alberta Serious Incident Response Team (ASIRT) to investigate this incident. Therefore, the EPS will not be providing further comment.

Investigators attempt to piece together final hours of Terri Rowan’s life with release of video footage 

Terri Ann Rowan was last seen walking away from a well-known transitional housing facility in downtown Edmonton on the evening of Aug. 6, 2019.

Nine days later, on Aug. 15, 2019, partial remains of the 33-year-old Edmonton woman’s body were discovered in an alley in the west-end neighbourhood of Sherwood.

Edmonton Police Service Homicide investigators are now releasing surveillance video (see below) of Rowan walking away from Dwayne’s House, 10209-100 Ave., on that summer evening Aug. 6th with hopes that someone will be able to help them “uncover details regarding the final days of Terri’s life, says Det. Richard Windover, of the EPS Homicide Section.

“This surveillance video is the last known sighting of Terri,” says Windover, who has been working diligently on the case since the initial call came into EPS on Aug. 15, 2019. “We’re hoping someone out there has some information or knowledge of Terri’s whereabouts after that evening on Aug. 6th. Our objective is to find out who is responsible for this heinous crime and bring them to justice.”

“We’re also intent on helping Terri’s family to find some peace by locating Terri’s remains, so that her family can lay her to rest with some dignity during a traditional indigenous burial.”

On August 15, 2019 the Edmonton Police Service responded to reports of human remains located in an alley in the area of 149 Street and 92 Avenue.  DNA was subsequently utilized to confirm that the partial remains were that of Terri Ann Rowan.  The Edmonton Medical Examiner conducted an autopsy and Terrie Rowan’s death was determined to be suspicious.

“I think about Terri everyday,” said Delphine Rowan, Terri’s mother. “I want to be able to give her a proper burial, but we can’t until the rest of her remains are recovered. I have many unanswered questions about my daughter’s untimely death, and not being able to lay Terri to rest really weighs heavily on me.”

Investigators are looking for the public’s assistance with this investigation and ask anyone with information about Terri Rowan’s death or who may have interacted with her around the time of her disappearance to contact EPS at 780-423-4567 or #377 from a mobile phone. Police continue to investigate suspicious death; autopsy completed

The EPS Homicide Section continues to investigate the death of a 34-year-old man found deceased in a suite over the weekend.

On Saturday, May 9, 2020, at approximately 10:45 p.m., patrol officers were dispatched to a suite in the area of 107 Avenue and 116 Street, where Mohamed Amin Hassan Jama, 34, was located deceased.

An autopsy was performed on Jama yesterday, Tuesday, May 12, 2020, and while injuries are suspicious in nature, further medical testing is required. Homicide Section continues to treat the death as suspicious.

The EPS Homicide Section has taken the lead of this investigation due to the circumstances. An autopsy is taking place tomorrow, Tuesday, May 12, 2020, to determine the cause and manner of death of the deceased. Police do not have anyone in custody.

More information will be forthcoming following the autopsy. No further information is available for release at this time.

Police seek public’s assistance locating missing senior

The Edmonton Police Service is seeking the public’s assistance in locating a 68-year-old missing male who suffers from serious health issues, which if left untreated could be fatal. 

Calvin KADATZ, 68, was last seen walking east from the Capital Care Norwood residence, located at 10410 111 Ave., on Wednesday, May 6, 2020 around 1 p.m.

KADATZ is a white male, 5’9” tall, approximately 145 pounds. He has medium length brown to gray hair and hazel/green eyes. He was last seen wearing a black jacket and blue jeans.

Police seek public's assistance locating missing senior

The Edmonton Police service is seeking the public’s assistance locating a 71-year-old missing male who suffers from dementia.

Lawrence Isbister, 71, was last seen outside St. Andrew’s church near 128 Street and 111 Avenue on May 5, 2020 at around 7 p.m.

Isbister is a white male who stands 5’9” tall and weighs approximately 200 lbs. He has gray hair, a gray beard and brown eyes. He wears glasses, and was last seen wearing a light gray jacket and denim clothing similar to the items shown in the photo below.

Police investigate bus shelter vandalism, seek tips from the public

The Edmonton Police Service is seeking tips from the public regarding a vandalism spree that resulted in significant damage to more than 40 bus shelters across the city. On Tuesday, May 5, 2020, a citizen reported to police a series of damaged bus shelters located northbound on 142 Street in the area of 91 Avenue. Upon consultation with the City of Edmonton, investigators discovered that 43 shelters had been damaged across the city to date, including 11 bus shelters along 142 Street between 89 Avenue and 121A Avenue, three bus shelters along 87 Avenue between 149 Street and 172 Street, four bus shelters along 109 Street between 65 Avenue and University Avenue and two bus shelters along 82 (Whyte) Avenue between 110 Street and 112 Street.

At this time, officers believe the vandal(s) targeted the bus shelters overnight between Monday, May 4 and Wednesday, May 6, 2020.  All the shelters reportedly had one or more glass panes smashed and total damages have been estimated at approximately $30,000. 

Officers continue to investigate this series and are asking anyone who may have witnessed the vandalism to contact police. Investigators are also asking any vehicle owners or homeowners that live close to a damaged bus shelter and have dash cam or home security video footage that was active during this time period to review their video and contact police if they note any suspicious activity.

Police conclude investigation into March collision involving male youth and school bus

On Wednesday, March 4, 2020, at approximately 8:30 a.m., police responded to the report of a collision involving a school bus and pedestrian. Upon arrival, police located a 12-year-old boy who had been struck by a school bus. The youth was reportedly travelling eastbound across Castle Downs Road NW, at 162 Avenue, in a crosswalk when he was struck by a bus turning left onto Castle Downs Road NW. The 12-year-old was treated and transported to hospital by paramedics with serious, but non-life-threatening injuries. 

The EPS Major Collision Investigation Section (MCIS) has since concluded their investigation into the incident. The male driver was issued a violation for failing to yield to a pedestrian in a crosswalk under the Traffic Safety Act.

The 12-year-old has been discharged from hospital and continues to recover from his injuries. 

No further information is available.
