More than 40 per cent of vehicles taken out of service at recent commercial vehicle inspection event

The EPS Commercial Vehicle Inspection Detail pulled 66 commercial vehicles off the road for failing to meet various safety compliance regulations during its recent three-day spring inspection event.

Edmonton Police Service officers, along with its municipal and provincial partners, inspected 156 commercial vehicles from May 28-30, 2019, 66 of which were deemed to be “out of service” for various safety issues.

Of the remaining 90 vehicles checked, only 52 passed inspection, with another 38 vehicles requiring additional attention. In total, 54 tickets were issued over the three-day operation.

Police warn of travelling peddlers selling fraudulent wares in parking lots

The Edmonton Police Service is alerting the public following recent reports of travelling peddlers selling fake luxury items.

Over the last month, the Edmonton Police Service has received multiple reports of females who approach people in large commercial parking lots during daylight hours with items they are selling. The fake items appear to resemble brand name perfume and gold, and are offered for bargain prices.

Members of the public are asked to be wary of such sales attempts, and to report any suspicious activity to police, along with descriptions of the suspects, their vehicles, and their licence plates.

Police warn public of ongoing alleged business deal fraud

The Edmonton Police Service is warning the public of an ongoing alleged business deal fraud after additional complainants come forward.

On March 14, 2019, the EPS issued a media release advising the public of Brian Desmond Penney, 48, who was charged on March 7, with fraud over $5,000 in relation to an alleged bogus business deal. At the time, investigators believed Penney had been defrauding individuals for over a year and were seeking additional complainants.

Thanks to media and public assistance, 14 additional complainants have since come forward and investigators believe approximately $1 million has been defrauded by Penney to date. Detectives with the EPS Economic Crime Section continue to investigate these recently reported incidents, which allegedly began in 2017.

Police believe Penney is continuing to approach individuals with an opportunity to invest in an alleged steel fabrication business, asking them for money to pay for start-up costs. In some instances, Penney was reportedly bringing his potential investors to a shop space in south Edmonton as a means of convincing them the business was legitimate.

Investigators continue to believe that Penney has no intention of establishing this business and believe there may still be additional complainants. As a result, the EPS is re re-releasing Penney’s photo and is encouraging anyone who believes they may have been defrauded by him to come forward.

Brian Desmond Penney, 48

Height: 5’9”

It was reported to police that Brian Desmond Penney, 48, had approached them with an opportunity to invest in a steel fabrication business. Penney reportedly asked the complainants for money to pay for start-up costs for the business. After conducting a background information search on Penney, the complainants became concerned the opportunity may not be real and they immediately contacted police.

Investigators with the EPS Economic Crimes Section believe that Penney had no intention of establishing the business and on Thursday, March 7, 2019, Penney was arrested and charged with fraud over $5,000.

Police encourage citizens to keep a watchful eye over their neighbourhoods for cannabis extraction labs

The Edmonton Police Service is reminding the public to keep a watchful eye over their neighbourhoods on the heels of several recent residential explosions involving cannabis butane extraction labs.

Cannabis labs involve the extraction of THC from cannabis to illegally produce cannabis oil or shatter, a concentrated form of THC.

“These explosions can be deadly, not only for the individuals living in the residence being used as a cannabis extraction lab, but also for those neighbours living nearby,” says EPS Sgt. Guy Pilon, of the
Clan Lab Response team.

“Criminals are using highly explosive materials including butane and propane. “The vapor from just one regular sized can of butane has the capacity to destroy a 1,450 square foot home. These individuals are putting law-abiding citizens at risk.”

“We want citizens to be mindful and others such as food delivery drivers and the landlords of rental properties to ensure they are acting responsibly and checking on their properties regularly to ensure they aren’t be used by criminals who only care about making money, not about the neighbours’ safety.”

Investigators are reminding citizens to be vigilant, and to contact EPS if they see suspicious behaviour in their neighbourhood, including empty butane canisters being put out for weekly garbage pickup, or equipment set up in residences or garages including lengthy stainless steel extraction tubes, pressurized containers connected together with wiring or new venting, which has been cut into the side of the residence.

In 2018, the EPS Clan Lab Response Team consulted with divisional officers on 17 investigations and responded to eight illegal cannabis grow operations.

Anyone who suspects they may have a cannabis extraction lab in their community is asked to contact police at 780-423-4567 or #377 from a mobile phone. Anonymous information can also be submitted to Crime Stoppers at 1-800-222-8477 or online at www.p3tips.com/250.

EPS lays charges in underage human sex trafficking investigation; seeks additional complainants

The Edmonton Police Service Human Trafficking and Exploitation Unit has laid 34 charges against an Edmonton man and woman in a human trafficking investigation.

In February 2019, EPS Human Trafficking and Exploitation Unit detectives became aware of a 15-year-old female who was becoming involved in the sex trade. She was immediately apprehended by police under the Protection of Sexually Exploited Children’s Act (PSECA).

A thorough investigation revealed that between December 2018 and March 2019, an adult male and female jointly recruited, procured and trafficked both the 15-year-old female as well as an additional 16-year-old female from a residence in central Edmonton.

On May 1, 2019, Louisa Wallis, 25 was arrested and charged with 20 offences, including trafficking of a person under the age of eighteen years (x2), sexual assault of a person under 16 years, agreement or arrangement of sexual offences against a child (x2) and making child pornography (x2).

Louisa Wallis, 25

On May 1, 2019, Michael Moffat, 24, was also charged with 14 offences in relation to this investigation, including trafficking of a person under the age of eighteen years (x2), sexual assault of a person under 16 years, and making child pornography (x2).

“Human trafficking isn’t always an elaborate, organized operation like you see in the movies; it can be two people exploiting victims in a residence or hotel room next door,” says Det. Dan Duiker with the Human Trafficking and Exploitation Unit. “If you notice unusual or suspicious activity, report it to police. A dispute between a couple could be much more than meets the eye. Your report could save a vulnerable youth from going down a path they can’t escape.”

Signs of human trafficking and sexual exploitation include frequent arrivals and departures at unusual hours, introduction of young females or males in the home who did not live there before, evasive behaviour on the part of the trafficker or the victim, evidence of drug use, physical or emotional abuse, withdrawing from family and friends or unexplained new clothing or valuables.

Detectives believe there may be others who have been victimized by the two accused, and are encouraging additional complainants to come forward by contacting the EPS at 780-423-4567 or #377 from a mobile phone. Anonymous information can also be submitted to Crime Stoppers at 1-800-222-8477 or online at www.p3tips.com/250.

Semi-truck driver facing several charges in connection to fatal collision

A 29-year-old man is facing several charges in connection to a Jan. 17, 2019 fatal collision on Yellowhead Trail, which claimed the life of a 69-year-old male driver.

Major Collision Investigations Section’ members have since concluded their investigation into the fatal collision, which occurred near 142 Street and Yellowhead Trail, at approximately 2:40 a.m., Thursday, Jan. 17, 2019.

It is alleged the 29-year-old male driver of a 2014 Freightliner semi-tractor-trailer unit rear-ended a 2008 Ford Escape being driven by the 69-year-old male, while travelling eastbound on Yellowhead Trail. Investigators believe the Ford Escape was slowing down to exit the Yellowhead eastbound at 144 Street, when the Freightliner failed to slow down, thus striking the Escape from behind.

Initially, the 69-year-old driver of the Ford Escape appeared to have only sustained minor injuries while on scene. The male was then taken to hospital, where his condition deteriorated. He eventually succumbed to his injuries later this morning.

Neither the 29-year-old driver of the Freightliner or his passenger suffered any injuries.

On Friday, May 3, 2019, EPS Major Collision investigators charged Amarjot Singh, 29, with careless driving under the Traffic Safety Act, and driver fail to record information required in a daily log during the day, as well as driver failed to produce a schedule 1 of the National Safety Code Standard 1 under the Commercial Vehicle Regulation Violations.

Background:
Northwest Division patrol members initially responded to a 911 collision call on Yellowhead Trail near 142 Street, at approximately 2:40 a.m., Jan. 17, 2019.

Damages to the semi were estimated at $5,000. Damages to the Escape were estimated at $10,000. Speed and alcohol were not factors in the collision.

Chief apologizes on behalf of EPS to LGBTQ2S+ community

Edmonton Police Service (EPS) Chief Dale McFee apologized today to the LGBTQ2S+ community on behalf of the EPS.

The apology, made during a news conference at Police Headquarters, is the beginning of a reconciliation process with members of the Lesbian, Gay, Bisexual, Trans, Queer, Two-Spirit community.

The apology acknowledged that while police have an obligation to uphold the law and to create safe communities for everyone, the EPS has not always demonstrated behaviors and approaches which embody our core values.

“To the members of the Lesbian, Gay, Bisexual, Trans, Queer and Two-Spirited community – both across our public and within our service – on behalf of the Edmonton Police Service, I am sorry and we are sorry,” said Chief McFee. “Our actions caused pain. They eroded trust. They created fear. They caused members of the public and our service alike to feel unsafe on their own streets, in their workplaces and even their homes.”

Chief McFee pledged his own personal commitment to stand against homophobia, transphobia and any other kind of marginalization, denigration or disrespect. He invited people to share their stories and to participate in shaping an engagement process aimed at changing the essential nature of the relationship between the EPS and the community.  Chief McFee also indicated that part of the reconciliation will include a look inward to understand the impact that the EPS has had historically, on its own members.

“To make sure we get this right it has to be guided and informed by those in our community. By those who have spoken out before, and by those who haven’t yet had the opportunity to share their voices. We are requesting advice, guidance and partnership,” said Chief McFee, adding that the engagement process will allow people to share often difficult experiences.

The EPS is asking members of the LGBTQ2S+ community to share their ideas about the engagement process through a specially established website, www.epsinput.ca .The input shared will shape the design of the engagement process, which will be facilitated by external consultants early in the fall of 2019.

“We all know this is not a simple task. We all know that we may experience challenges, make mistakes and feel uncomfortable and uncertain. But we will keep moving forward. We will build and learn from it all, in service to our commitment to be better than we were before – getting stronger together not just as communities, but as a city,” Chief McFee concluded.

A live stream and recording of the Chief’s speech will be available on the EPS Facebook page at www.facebook.com/edmontonpoliceservice.
