Police seek public’s assistance in identifying group of youths involved in swarming incidents at NE rec centre

The Edmonton Police Service is seeking the public’s assistance in identifying several suspects involved in an ongoing series of violent incidents and personal robberies that have occurred at the Clareview Recreation Centre in northeast Edmonton.

Between January and the beginning of April 2019, a total of 11 violent swarming incidents have been reported to police involving the same group of suspects. In each incident, the same group of suspects has swarmed unsuspecting teen complainants, subjecting them to personal robberies and assaults.

Investigators believe the group is comprised of several black male youths under the age of 18, who have committed random criminal acts, including robberies with offensive weapons, personal robberies and assaults. In one of the incidents, a teen male complainant sustained a life-altering injury after being shot with an air soft pistol in the face.

Police are also investigating another 20 incidents of personal robberies and assaults that have taken place in and around the Clareview Recreation Centre throughout 2019. In these incidents, however, only one suspect and one complainant were involved - not multiple suspects.

In all of these incidents, suspects have targeted teen complainants stealing cell phones, head phones, wallets, purses and brand name clothing items.

Police have increased patrols throughout the area, and continue to work with its partners, including the City of Edmonton and Alberta Justice to investigate the series of incidents.

Anyone with information regarding the youths responsible for the 11 swarming incidents and/or any of the single suspect personal robbery incidents inside or outside of the Clareview Recreation Centre is asked to contact the EPS at 780-423-4567 or #377 from a mobile phone. Anonymous information can also be submitted to Crime Stoppers at 1-800-222-8477 or online at www.p3tips.com/250.

Target Hardening: Protect yourself against personal robbery
While it may not be possible to prevent a personal robbery, there are some ways that you can minimize the risks:

  • Pick safe routes to get to your destination

  • Plan ahead, and let someone know where you are going and for how long

  • If you are walking after dark, take routes that are well lit and are well populated

  • If you’re using transit, stand or ride near others - do not isolate yourself

  • If you’re driving, avoid parking in an isolated area. Park in a well-lit, highly-visible, high-traffic area

  • Scan the surroundings as you walk or approach or leave your vehicle. If possible, walk with another person

  • If you’re carrying small personal electronics, like an iPod, conceal it under your clothes. These are targets for would-be thieves who can easily sell or exchange the device.

  • Keep your keys ready when walking to your vehicle or home, so that you can get in to your vehicle or home promptly

  • Lock the doors of your vehicle while you are inside.

  • Keep your vehicle in good working condition, especially in winter months, to reduce the chance of breaking down and stopping

  • Call out for help in an emergency, and carry a cell phone with you

  • Report a personal robbery, or any suspicious persons, vehicles or activities to police as soon as possible

  • Please remember that your personal safety is more valuable than your vehicle or other personal belongings.

Police investigating prolific series of rental equipment frauds

The Edmonton Police Service is investigating a prolific fraud series of thefts that has seen various suspects make off with more than $600,000 in vehicles and equipment from rental companies across the city and province.

The EPS launched an investigation into multiple incidents back in June 2018, involving equipment and vehicles being fraudulently rented and stolen from various companies in Edmonton.

It is alleged the suspects contact rental companies by phone, then fraudulently book vehicles and equipment using a business name familiar to the respective rental company.

Rental company staff will then prepare the vehicles and equipment for pickup on an agreed-to date and time. Typically, the equipment goes out without the “suspects” providing any sort of verification or identification to the rental staff company.

In June 2018, two super duty trucks valued at over $100,000 were fraudulently obtained from a south Edmonton vehicle rental business. In February 2019, a passenger vehicle valued at more than $30,000 was fraudulently obtained from a west Edmonton vehicle rental company, and another two trucks valued at more than $100,000 were fraudulently obtained from another rental company in west Edmonton earlier this month.

The orders booked over the phone are usually large and involve anywhere between $60, 000 and $120,000 of rental equipment including skid steers, welders, generators and vehicles. Similar events have also been reported in Fort Saskatchewan, Sherwood Park and Calgary.

Investigators are warning businesses to be vigilant and take steps to obtain and thoroughly confirm identification when renting out expensive equipment to customers.

Anyone who has information regarding this series of frauds is encouraged to contact police at 780-423-4567 or #377 from a mobile phone. Anonymous information can also be submitted to Crime Stoppers at 1-800-222-8477 or online at www.p3tips.com/250.

Police encourage motorists to ensure vehicles meet all safety standards, after harsh winter driving season

The Edmonton Police Service is reminding motorists to knock the winter dust off vehicles and ensure their rides meet all safety standards, before heading out onto city streets and freeways.

“Edmonton winters can certainly take their toll on vehicles, especially when you have the type of lengthy inclement winter season that we all just suffered through this year,” said Const. Noelle Andersson, of the Southwest Division Traffic Unit.

“It’s important to take 10 minutes and walk around your vehicle with a friend or family member to ensure your brake lights, regular lights and any other safety features that may not be functioning properly are addressed both for your safety and other motorists on the road around you.”

During your annual spring walk around, motorists should ensure:

  • All day-time running lights are functioning properly. These are required by law, and increase the visibility of your vehicle on the road. Burned out headlight bulbs must be replaced.

  • Any damage to your vehicle that occurred over the winter must be repaired, if it poses safety issues; no bumpers left insecure or hanging, and all taillights/brake lights must be functioning properly.

  • Ensure all tires are inflated properly to your vehicle specifications and have sufficient tread on them.

  • Ensure licence plates are clean and visible and not faded. Plate protectors are not permitted in Alberta.

  • Install a cell phone holder in your vehicle. Some citizens are still unaware that it’s an offence to hold your cell phone while driving. You must be hands-free. Distracted Driving is a serious traffic safety issue. The fine for Distracted Driving is $287 and three demerits.

Please read your car seat manual and vehicle manual to determine proper child car seat installation for your specific car seat and vehicle. If you are cited for a child safety seat violation you have the following options: pay for the infraction ($155.00 fine), go to court, or take a class.

The class is called "Option 4", which is an education session on the safe transportation of children and adults in vehicles. If you take option 4, your $155 fine will be revoked.
The Edmonton Centre holds Child Safety Seat Information sessions every third Wednesday of the month from 7-9 pm. Please call 780-452-6161 Ext. 1225 to register.

Motorists are expected by law to keep licence plates clean and visible,
and to replace plates that are faded.

Background

On March 15, 2019 and April 16, 2019, the Edmonton Police Service issued media releases warning the public of distraction style thefts targeting citizens.

The thieves reportedly approached complainants along the road side or in parking lots, using various tactics to distract them. In some instances, the thieves allegedly approached citizens and attempted to sell them fake gold jewelry or asked to see the real jewelry they were wearing. Often the thieves reportedly placed the fake gold jewelry on them during this interaction. In other instances, the thieves allegedly offered fake gold jewelry in exchange for money for gas. The thieves also reportedly dropped money on the ground and then approached complainants to tell them they dropped the cash, offering to help them pick it up.  During each interaction, investigators believe the thieves used a sleight of hand to remove the complainant’s real jewelry or removed their credit and debit cards from open wallets.

EPS Cyber Crime Unit lays charges in cross-country investigation

The Edmonton Police Service Cyber Crime Investigations Unit has laid six charges against an Ontario man and woman in an extortion investigation.

In February 2019, it was reported that an Edmonton man was receiving threatening text messages from an unknown third party through a texting app. The messages demanded money and threatened the man’s life if he didn’t pay. The messages also included photos of a firearm, and indicated that the anonymous sender knew the man’s home address.

After a thorough investigation, the EPS Cyber Crime Investigations Unit traced the messages to two individuals located in Ontario.

On March 19, 2019, EPS Cyber Crime members, with assistance from the Hamilton Police Service, executed a search warrant at an address in Ancaster, Ontario.

Saurel Brutus, 28, and Carolane Dussault, 26, were both arrested and charged with one count each of extortion with a firearm, fraud under $5000, and unauthorized use of a computer.

“Criminals think the distance and perceived anonymity of this type of crime will protect them, but despite their attempts to use technology to mask their location, we are still able to identify them and lay charges,” says Det. Philip Hawkins with Cyber Crime Investigations Unit.

“This is a borderless crime, and investigators are working together across jurisdictions to lay charges wherever appropriate,” adds Const. Dana Gehring with the Cyber Crime Investigations Unit. “We would like to thank the Hamilton Police Service for their assistance with this investigation.”

EPS Cyber Crime Investigations Unit was formalized in 2015, and has grown from two to eight members. This is the second time in the unit’s history that members have gone to another province to effect an arrest.

EPS Staff Sergeant Duane Hunter named Kiwanis Top Cop 2018

The Kiwanis Club of Edmonton - Oil Capital has named Staff Sergeant Duane Hunter as their Top Cop for 2018.

Staff Sergeant Duane Hunter was selected for going above and beyond the call of duty in his community, specifically to revitalize the city’s Candy Cane Lane event, over the last eight years.

As part of the award, the Kiwanis Club of Edmonton - Oil Capital donates $1,000 to a charity of the winner’s choice. This year, the Crestwood Community League will receive this donation.

Kiwanis has now recognized 43 EPS officers for their outstanding volunteer contributions in the community since 1976.  For more information about the Kiwanis Club of Edmonton - Oil Capital, please visit www.oilcapitalkiwanis.ca.

Background

Duane Hunter’s commitment to the Crestwood Community began in 2010 while he was setting up his Christmas lights. He heard the abrupt sound of a ladder folding up. He ran across the street to the aid of his elderly neighbour who said, “Don’t tell my wife. I’m not supposed to be doing the lights.” Luckily Duane’s neighbour was not seriously injured; but this alarming incident lit a spark in Duane.  With many of his neighbours being seniors, he knew he had to get involved to carry on the Candy Cane Lane tradition.

Duane attended Crestwood Community League meetings with his concerns and suggestions – create a committee and help the residents who can’t participate, whether it’s due to finances or health. He was able to get funding from the community league to purchase lights for neighbours who didn’t have any. In order to safely assist the installation of these lights in his community, Duane reached out to friends who worked for Shaw Cable. Shaw supplied bucket trucks and manpower to install Christmas lights down the Lane and install lights on the homes of residents who couldn’t do it themselves. This was the beginning of “Shaw Day.

After the 2011 season, the community could no longer financially support the initiative. Duane found sustainable funding for the city-loved event after he evolved the unique experience of taking a sleigh ride down the Lane. This one activity has provided enough funding to add more activities for citizens, including free warming tents, hot chocolate, fire pits, mascots, a fully decorated park, and much more.

With Duane’s leadership, it is grander than a street of pretty lights. Candy Cane Lane is a shining example of how a community of dedicated neighbours can bring joy and support to an entire city, especially to those who need it the most. The event even provides volunteer hours for local students, and most notably, it is the second largest contributor to the Food Bank.

2018 was Candy Cane Lane’s 50th anniversary; the City of Edmonton recognized the tradition and proclaimed Candy Cane Lane as a civic event. This milestone is no doubt thanks to Duane’s hard work, problem solving, and enthusiasm. Now, an event committee and 80 dedicated community volunteers come together every year to light up their city with holiday cheer.

Edmonton couple charged with alleged theft from local oil and gas company

The Edmonton Police Service has charged a 49-year-old man and a 44-year-old woman in relation to the alleged theft of oil and gas chemicals from a local organization.

In November of 2017 a local oil and gas company reported an alleged theft of oil and gas conversion chemical to police. After conducting an internal audit, the organization noted a discrepancy in their inventory and reported that they believed more than 6,000 lbs of chemical had been stolen by an employee in late 2010.

Following a thorough investigation, detectives with the EPS Economic Crimes Section determined that approximately $580,000 US worth of the chemical had allegedly been stolen and exported to the eastern United States. Detectives believe that the now former employee stole the chemical and, with his partner, created a shell company to facilitate the sale of it to the United States.

On Thursday, March 28, 2019, Timothy Gray, 49, and Michelle Gray, 44, were charged with theft over $5,000 and possession of stolen property over $5,000. Timothy Gray was also charged with fraud over $5,000.

Economic Crimes Section, in partnership with United States law enforcement, continues to investigate the exportation of the chemical.

The EPS would like to thank its United States law enforcement partners and the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) for their assistance with this investigation.
