Police warn of attack of the clones

As part of Fraud Prevention Month, the Edmonton Police Service is warning car buyers to look out for stolen cars masquerading as legitimate vehicles for sale, which are also known as ‘car clones.’

Car cloning, or VIN cloning, is using a vehicle identification number (VIN) from a legally registered car to hide the identity of a stolen or salvaged vehicle, typically the same make, model and year.  The thieves use the stolen VINs to create title documents to register or sell the stolen car.  The stolen vehicle becomes an identical clone of the legitimate vehicle with no obvious signs it was stolen.

“Car cloning is similar to personal identity theft,” says Det. Dan Duiker with the EPS Auto Theft Unit.  “Each VIN is unique like a fingerprint, but if it can be cloned successfully, the result is two or more vehicles with the same VIN.”

VINs are stamped into metal or plastic plates, or printed on tamper-proof decals, which are visible on the driver’s side of the dashboard below the windshield and on the driver's side door frame.  An average thief may alter or reattach a VIN, which may reveal it has been interfered with.  But criminal groups use more sophisticated methods to clone vehicles in ‘chop shop’ garages to sell in local or worldwide markets.

“Because these cars look legitimate, it can be hard to get a true picture of the problem, but car cloning is a significant issue on the rise in Canada,” says Dan Service, Director of Investigative Services, Western and Pacific Region, Insurance Bureau of Canada.  “Cloning cars is complex work requiring sophisticated skills, equipment, and networks most often linked to organized crime.”

The EPS deals with approximately one to two reports of cloned autos per week.  An investigation into one cloned vehicle often leads to the discovery of additional cloned vehicles and a criminal operation.

In 2009, the FBI broke up an interstate car-cloning ring involving 17 individuals, over 1,000 stolen vehicles, and financial losses to victims and insurance companies of $25 million.  Closer to home, the Toronto Police Service dismantled a global car-theft ring in 2015 involving 18 individuals and hundreds of stolen vehicles worth $30 million.  The Toronto group stole high-end luxury cars and SUVs, copied VINs and key fobs, and resold the vehicles on the black market overseas.

Det. Duiker adds “Cloned autos can be a very lucrative business for criminals.  A thief can invest $500 to $1,000 into making a stolen car seem legitimate, and then sell it to an unsuspecting buyer for $10,000 to $50,000 profit.  When a used car deal seems too good to be true, or there’s pressure to buy before you’ve done your due diligence, it’s usually a red flag the vehicle is stolen and being sold to turn a fast buck.”

It is believed that one in five stolen vehicles is sold to an unsuspecting victim.  If you are unfortunate enough to purchase a stolen / cloned car, you could become part of a police investigation as well as lose the car and the money you paid for it when it is returned to its rightful owner.

Ways to avoid buying a stolen vehicle:

  • Carefully examine the public VIN on the vehicle’s dash and frame to ensure they match and have not been tampered with.  The VIN should also match title documents and service records.
  • Check the VIN on the Canadian Police Information Centre public website.
  • Use the Insurance Bureau of Canada's free VIN Verify Service to check if the vehicle was stolen or written-off previously.
  • Google the VIN.
  • Have a Vehicle Information Report (VIR) done at an Alberta registry office.
  • Utilize online services such as CARFAX or CARPROOF.  Look for a clone alert, registrations between provinces / states, or mileage that does not match the odometer.
  • Ask for proof of ownership and picture identification of the seller.  Examine the vehicle’s maintenance records and insurance papers.  Look for incorrect spellings, incomplete information, or other inconsistencies.
  • Keep detailed records of the transaction.  Fill out a Used Vehicle Bill of Sale and record the seller’s phone number (be cautious of cell phone numbers).  The vehicle should also have two sets of keys.
  • Question prices below market value.  Avoid paying cash, pay with a bank draft instead.
  • Bring a friend and view the car during the daytime hours at the seller’s residence or a safe public location.  Never view the car on the side of the road or at an isolated location.
  • Although most private sellers are not thieves, reduce the risks by purchasing from a reputable dealership.
  • Have the vehicle inspected by a trusted mechanic or your insurance company.
  • Use common sense and good judgement.  Don’t allow your desire to buy the vehicle override your intuition.  Don’t worry about being polite, ask questions.

Additional information is available online from the Insurance Bureau of Canada, and the Edmonton Police Service.

Police investigating alleged abduction attempt in west end neighbourhood

The Edmonton Police Service is seeking the public’s assistance in an alleged abduction attempt of a 10-year-old female that occurred in west Edmonton last week, and would like to speak to another young female who may have also been approached.

“When concerns such as these are brought to our attention, we need to ensure we exhaust all leads,” says Det. Billy Countryman with EPS West Division. “We need to know what this other potential witness may have seen or heard.  Every piece of information, no matter how seemingly insignificant it may seem at the time, can aid in this investigation.”

Police detectives are investigating the suspicious circumstances that were first reported to police on March 16, 2016.  It was reported to police that a 10-year-old girl was walking to school at approximately 8:45 a.m. when she was called over by the driver of a light-coloured van with its hazard lights activated. The van was parked along 97A Avenue, west of 182 Street.  The driver, described only as a dark-haired man, allegedly offered the girl candy, but she wisely continued to school where she reported the incident to staff.

Through interviews, police learned that the male suspect may have approached another young female student around the same time.  Police want to speak to this other potential witness who was observed walking eastbound on 97A Avenue towards 182 Street.  The other female is described as being 12-to-16 years old, with dark hair (may have been Asian), possibly wearing dark clothing with jean jacket, and carrying binders and a backpack.

“We have canvassed the neighbourhood and area schools to locate this unknown potential witness,” says Det. Countryman. “We have been unable to locate this person based on the clothing description.  With changes in the weather, we believe she may not be wearing the same jacket that she wore last week.  It was also suggested that she may have been walking toward a bus stop along 182 Street. With the various transit routes students take each morning, this female may attend a school elsewhere in the city.”

Police encourage anyone who may have information regarding this incident to contact the EPS at 780-423-4567 or #377 from a mobile phone.  Anonymous information can also be submitted to Crime Stoppers at 1-800-222-8477 or online at http://ift.tt/1az8Eve.

North Milbourne Community League

It may be too late for this year, but residents of North Milbourne should be able to lace ‘em up and glide onto the North Milbourne Community League skating rink next year, following the recent recovery by police of its stolen ice cleaning equipment.

Collaborative police work by investigators in Southeast and Southwest divisions helped investigators to uncover approximately $12,000 in ice cleaning equipment that was stolen from the community league last month, including a  BCS” power sweeper and “Ariens” snow blower from a Sherwood Park residence.

“We’re all overwhelmed with gratitude for the time and effort that EPS officers spent on finding our stolen ice cleaning equipment,” said Brandon Kowalczyk, vice-president of the North Milbourne Community League.

“This is so important to our community. Not only do our residents skate on the rink daily, but we have terrific organizations like the Boys and Girls Club hockey team that also use our rink to practice on.”

Investigators also discovered the stolen “Stihl” backpack blower during a search of a south-side pawn shop.

“It’s certainly rewarding for the police officers involved in this investigation to be able to return this expensive equipment to the community league, and see everyone smiling again,” said Const. Early-morning three-vehicle collision claims life of male driver

One man is dead and another is in critical condition in hospital in connection with a three-vehicle collision that occurred in northeast Edmonton this morning.

Northeast Division patrol members initially responded to an area west of the intersection at 167 Avenue and 59A Street at approximately 1:30 a.m. today, Saturday, March 12, 2016. It was reported to police that a Chevy Cavalier and a Dodge Avenger were westbound on 167 Avenue and approaching an intersection at 59A Street.

It was at that point, where two lanes decrease to one lane, when the Dodge Avenger being driven by a male, allegedly struck the Cavalier from behind at a high rate of speed, sending it spinning into the eastbound lanes where it collided with an oncoming Mitsubishi Lancer.

The lone male passenger in the Cavalier was reportedly thrown from that vehicle, after colliding with the Lancer.

The Cavalier then collided a second time with the westbound Dodge Avenger, before both vehicles came to a stop on a nearby boulevard.

The male passenger of the Cavalier was pronounced deceased on scene by paramedics, following several attempts to administer first aid. The driver of the Cavalier was taken to hospital with life-threatening injuries, where he remains in critical condition.

Man arrested after loaded firearm pointed at police officers

Southeast Division members have laid 28 charges against a man after he allegedly pointed a loaded firearm at officers early this morning.

On Friday, Mar. 11, 2016, Edmonton Police Service officers observed a 2005 Chrysler 300 travelling at a high rate of speed eastbound on 36 Avenue at Richfield Road just after 4 a.m. The vehicle was followed to the area of 57 Street and 19 Avenue where the suspected male driver was seen walking away from the vehicle.

The man fled on foot as officers approached the male. A physical altercation took place, and after the unsuccessful deployment of an officer’s conducted energy weapon, the male suspect produced a loaded .40 caliber handgun from his jacket and allegedly pointed it at the police officers.

The officers managed to wrestle the firearm away from the suspect and he was arrested. Further investigations revealed the firearm had been reported stolen.

The involved EPS officers and suspect male suffered minor, non-life threatening injuries as a result of the altercation.

“Increasingly, police officers are coming upon weapons during routine calls for service,” says Acting Chief Danielle Campbell. “Our officers showed tremendous courage this morning in a dangerous situation and the EPS is grateful they were not seriously injured.”

Investigators seek public’s assistance to identify suspect(s) in connection with Dec. 27th random shooting of Edmonton mother

Brenda Hill is known to friends and family as a hard-working single mother, who would do anything for her disabled son David.

The 49-year-old Edmonton mom underwent surgery in January to remove a bullet lodged next to her spine, the result of a random shooting incident that occurred at her southwest Edmonton home on Dec. 27, 2015.

An unconscionable act of violence, which occurred over the Christmas holidays, put Hill in hospital and away from her 31-year-old son, who suffers from Cerebral Palsy. She recalls being soundly asleep in the early morning hours that Sunday, when a bullet cut through her bedroom wall - and subsequently her body – potentially changing her life forever.

Two-and-a-half months later, Hill has returned home to her family, where she’s commenced a long and arduous rehabilitative process. She is hopeful that someone will finally come forward to police, either directly or anonymously, with information that will help detectives advance their investigation.

“The toughest part of this was being away from my son over the holidays,” said Hill, emotionally overwhelmed. “When David was in his early 20s, he was also diagnosed with Leukemia. I prayed for three days that he would live, and he’s still with us today. I’m hopeful God has one more miracle for us.”

Anyone who has information about this random shooting is asked to contact the EPS at 780-423-4567 or #377 from a mobile phone. Anonymous information can also be submitted to Crime Stoppers at 1-800-222-8477 or online at http://ift.tt/1az8Eve.

On Mar. 2, 2016, officers from Downtown Division obtained grounds to search a downtown residence in the area of 96 Street and 111 Avenue. Inside, police discovered a marijuana grow operation with lighting and hydraulic equipment, marijuana seeds, drug trafficking paraphernalia, improvised weapons and three firearms stored in an unsafe manner.

Two females were arrested at the residence; one was in possession of a replica firearm, trafficking paraphernalia and a small amount of methamphetamine.

Three additional adults, two males and a female, were arrested on Mar. 2 during a vehicle stop in relation to the investigation. Officers searched the vehicle and located 190 prescription pills (approximate street value of $5,700), a firearm, baton, break and enter tools and approximately $10,000 worth of stolen property.

The five adults face a variety of drug and weapon-related charges, including possession for the purpose of trafficking, possession of a weapon dangerous to the public and possession of stolen property.

Police warn citizens of parkade B&Es in Edmonton

The Edmonton Police Service is warning citizens of a number of parkade break and enters in northeast and northwest Edmonton.

Since Wednesday, Feb. 24, 2016, there have been five break and enters reported that are believed to have occurred overnight in the communities of Belvedere, Clareview Town Centre, Schonsee and Anthony Henday Lake District. In three of these incidents, storage lockers were also broken into.

In February, eight reports of break and enters into parkades were reported in the neighbourhoods of Hudson, Pembina and Baranow within Northwest Division.

Police have identified some suspects and are asking the public to call the EPS with any information.

Suspect #1
The suspect is described as male, clean shaven with a heavy build. He was wearing a black puffy jacket, black baseball hat, grey sweat pants and Adidas running shoes.

Suspect #2
The suspect is described as a heavy-set male, about 30 to 45-years-old. He was wearing jeans, a black hooded jacket and a black baseball hat with a white DC logo.

There are also two suspect vehicles that may be related to some of these incidents. They are described as a silver Jaguar S-Type and a damaged dark blue Nissan Maxima.

Property reported stolen from storage lockers and vehicles includes tires and rims, sports equipment, bicycles, gym bags, purses, musical instruments, and other personal items.

The investigations continue. Police do not believe all of these parkade break and enter occurrences are related.

Tips to keep you and your vehicle safe when parking in a parkade:

  • When entering or exiting an apartment or condominium parkade, always wait for the door to close. Watch for anyone sneaking in and call police if necessary.

  • Regardless of where you park your vehicle, do not leave anything in view. Remove all valuables.
  • Always lock your vehicle to discourage persons from entering and searching your glove box.

  • Carry your registration and insurance with you. Do not leave it in the car. This will protect you against identity theft.

  • Do not leave a garage door opener in your vehicle. This is quite common in Edmonton, as a thief may use it to break into your house while you are away.

  • Theft of vehicle license plates is common. The Edmonton Police Service offers free anti-theft bolts to secure license plates. These are available at any police station.

  • Never leave a spare key in your vehicle.

  • Consider using a "club" to secure the steering wheel if you have an older vehicle without adequate anti-theft features. You can purchase one from an AMA near you (you don't have to be member).

  • Consider your personal safety. Parkades are often dark and deserted. Know what to do if something happens. The best defense against an attack is awareness and action. If faced with an uncomfortable or dangerous situation, leave the parkade and seek assistance.

Police encourage anyone with information regarding these incidents to contact the EPS at 780-423-4567 or #377 from a mobile phone. Anonymous information can also be submitted to Crime Stoppers at 1-800-222-8477 or online at http://ift.tt/1az8Eve.

The Edmonton Police Service (EPS) is proud to join partners from government, the financial sector and the community in raising awareness about the lengths to which thieves will go to try and steal your hard-earned money.

Fraud Prevention Month will launch on Tuesday, March 1, 2016 at 8:45 a.m. at City Hall. Members of the media are invited to attend the launch, followed by a proclamation in chambers at 9:30 a.m.

Over the next four weeks, Edmontonians can expect to hear from EPS and our many partners about how to avoid falling victim to a seemingly endless plethora of scams.  E-transfer scams, computer virus scams, phishing, tax and immigration scams, romance scams, door-to-door service scams — all with one thing in common — they prey on the unsuspecting.

“Fraud awareness is the key to prevention,” says EPS Staff Sergeant Sid Kingma. “The first line of defense is knowledge.  These people who are conning seniors and newcomers, and anyone else who believes them, are very difficult to catch.  But what we can do is try and shut off the money tap using education as a tool.”

According to the Canadian Anti-Fraud Center (CAFC), over $74 million was lost to Canadians through mass marketing fraud in 2014, up from almost $60 million in 2013 (based on reports to CAFC).  Canadians between the ages of 60 and 69 are reported to be the most targeted by mass marketing operations, with phone and fax the most prevalent method of solicitation.

“As more and more people become victims of fraud, it is essential that the financial community, police and our community partners, work together to better educate the public to recognise these frauds from the outset to protect them from financial loss,” says Jeremy Nicholls, a senior manager with Servus Credit Union.

If you have been a victim of fraud, contact police by visiting a station, or call 780-423-4567.  Please do not call 911 to report fraud.  If you have not been a victim, but would like to report an attempted scam/fraud contact the Canadian Anti-Fraud Centre at 1-888-495-8501.
