Man charged in homicide of 7-year-old girl

EPS Homicide Detectives have charged a 34-year-old man in the death of a young girl.  David Moss, 34, has been charged with 2nd degree murder in the death of Bella Rose Desrosiers, 7.

Edmonton’s Medical Examiner completed an autopsy on Wednesday confirming the cause of death as sharp force injury.  

On the evening of Monday, May 18, 2020, Moss was visiting with the mother of the victim at their home located at 43 Street and 25 Avenue.

It was reported that Moss stabbed the child in front of her mother. The mother tried to intervene  and attempted CPR until paramedics arrived on scene, after calling 911. The girl was pronounced deceased at the scene. 

When officers responded to the home, they arrested Moss without incident. 

*The EPS has made the decision to release the name of the victim, who in this case is a minor, due to the fact that the information is already in the public realm, and with granted permission from the victim’s mother.

Police conclude investigation into fatal collision last month

On Wednesday, April 15, 2020, at approximately 11:10 a.m., EPS Major Collision investigators were called to the intersection of 118 Avenue and 50 Street on the report of a collision involving an ETS bus and a pedestrian.

It was reported that a 69-year-old woman was travelling northbound on 50 Street at 118 Avenue, in a marked crosswalk with a walking signal, when she was struck by an ETS bus turning left onto 118 Avenue from the northbound lanes of 50 Street. The woman was pronounced deceased on scene.

The driver of the bus remained on scene and was cooperative with the police investigation. Neither speed or alcohol were factors in this collision.

The EPS Major Collision Investigation Section (MCIS) has since concluded their investigation into the incident. The male driver of the bus was issued a violation for failing to yield to a pedestrian in a crosswalk under the Traffic Safety Act.

Public information and warning: violent offender released

In the interest of public safety, the Edmonton Police Service is issuing the following warning: Tshiyoyo Mufuta is a convicted violent and sexual offender and the Edmonton Police Service has reasonable grounds to believe he will commit another violent and/or sexual offence against someone while in the community.

Mufuta will be residing in the Edmonton area.  The Edmonton Police Service is seeking a recognizance order on Mufuta and he will be monitored by the Behavioural Assessment Unit of the Edmonton Police Service.

Mufuta is considered by police to be a violent sexual offender who poses a risk of significant harm to the community to re-offend violently, including sexual violence, particularly with adult women he is involved in relationships with.

Mufuta has been placed on a series of court ordered conditions including:

• Must abide by a curfew of 10 p.m. to 6 a.m. daily.
• He must reside at an approved residence and must not change that address until he has received written approval from his supervisor.
• He must not have any guests at his residence during the hours of curfew unless previously approved by his supervisor.
• He shall not purchase, possess or consume any alcoholic beverages. He shall not consume or possess any drug listed in the schedules of the Controlled Drugs and Substances Act including cannabis, any prescription drugs not prescribed to him, or any other intoxicating substances.
• He shall not be in any licensed premises other than a dining room for the sole purpose of having a meal.He shall not attend at any liquor store.
• He shall not possess any drug paraphernalia such as crack or marijuana pipes, self-made pipes of any kind, e-cigarettes, bongs, water pipes, cigarette papers, or syringes.
• He must not travel out of the City of Edmonton without written approval of his supervisor or the Provincial Court of Alberta.
• He must immediately report any motor vehicle he acquires or has access to.
• He must not be in possession of weapons of any kind, including knives (except in his residence or at a restaurant for the sole purpose of consuming a meal), bear spray or dog spray, firearms, ammunition, explosive material, or any weapons whether homemade or otherwise.
• He shall not enter into a dating, intimate, sexual relationship with any person or any friendships with females until her identity has been disclosed to his supervisor and she has been informed of his previous offending.
• He shall not have contact, direct or indirect with the victims of his offences, or the families of the victims of his offences, in which he has been convicted unless he has received written approval from his supervisor.

Police looking to speak with witness of vehicle involved in hit and run collision

Five charged in online cannabis delivery operation

Last week, on Wednesday, May 6, 2020, officers from the EPS Cannabis Investigations Unit conducted a search warrant at three residences and charged five people in an illegal online cannabis delivery operation.

“The CannaBus 780” was an illegal online delivery service operating out of three residences in the Rosslyn, Oliver and Minchau areas of Edmonton. After conducting search warrants on the three addresses and associated vehicles, police seized 4,643 grams of cannabis flower, 165 packages of edibles, 420 grams of shatter, 15 grams of cocaine, 7 grams of crack cocaine, several THC vape pens, THC tincture and $9,515 in Canadian currency. Police believe the total street value of the illicit substances and cash to be more than $61,000.

Cannabis and other illicit items seized during search

Dean Bell, 26; Bobbi-Jo Spence, 26; Ian Mack, 34; and John Dickinson, 48 are all jointly charged with possession of illicit cannabis and possession of cannabis for the purpose of illegal distribution under the federal Cannabis Act, as well as possession of proceeds of crime.

Christopher L’hirondelle, 26 is charged with possession of a controlled substance.

“There is a legal way to order recreational cannabis online in Alberta, and it’s through the AGLC,” says Const. Dexx Williams, of the EPS Cannabis Investigations Unit. “Illegal cannabis companies continue to circumvent the law and the business processes that have been put in place to keep the public safe, and there are criminal consequences to those actions.”

ASIRT investigating serious incident in southwest Edmonton

At approximately 3:30 a.m. this morning, police received a 911 call regarding a possible assault in progress, where the caller reportedly heard yelling and screaming at an apartment suite in the area of 170 Street and 64 Avenue. 

Uniformed officers arrived, and after attempting access through door knocks, were required to force entry into the suite. While police were forcing entry, a confrontation occurred with a man in the suite, resulting in several different uses of force to attempt to gain control of him, all without success.

The man then went out onto the fourth floor balcony and either fell or jumped to the ground below.  Officers followed and observed the man lying on the ground.

The man was transported to hospital with life-threatening injuries.

The Director of Law Enforcement was notified, and has directed the Alberta Serious Incident Response Team (ASIRT) to investigate this incident. Therefore, the EPS will not be providing further comment.

Investigators attempt to piece together final hours of Terri Rowan’s life with release of video footage

Terri Ann Rowan was last seen walking away from a well-known transitional housing facility in downtown Edmonton on the evening of Aug. 6, 2019.

Nine days later, on Aug. 15, 2019, partial remains of the 33-year-old Edmonton woman’s body were discovered in an alley in the west-end neighbourhood of Sherwood.

Edmonton Police Service Homicide investigators are now releasing surveillance video (see below) of Rowan walking away from Dwayne’s House, 10209-100 Ave., on that summer evening Aug. 6^th with hopes that someone will be able to help them “uncover details regarding the final days of Terri’s life, says Det. Richard Windover, of the EPS Homicide Section.

“This surveillance video is the last known sighting of Terri,” says Windover, who has been working diligently on the case since the initial call came into EPS on Aug. 15, 2019. “We’re hoping someone out there has some information or knowledge of Terri’s whereabouts after that evening on Aug. 6^th. Our objective is to find out who is responsible for this heinous crime and bring them to justice.”

“We’re also intent on helping Terri’s family to find some peace by locating Terri’s remains, so that her family can lay her to rest with some dignity during a traditional indigenous burial.”

On August 15, 2019 the Edmonton Police Service responded to reports of human remains located in an alley in the area of 149 Street and 92 Avenue.  DNA was subsequently utilized to confirm that the partial remains were that of Terri Ann Rowan.  The Edmonton Medical Examiner conducted an autopsy and Terrie Rowan’s death was determined to be suspicious.

“I think about Terri everyday,” said Delphine Rowan, Terri’s mother. “I want to be able to give her a proper burial, but we can’t until the rest of her remains are recovered. I have many unanswered questions about my daughter’s untimely death, and not being able to lay Terri to rest really weighs heavily on me.”

Investigators are looking for the public’s assistance with this investigation and ask anyone with information about Terri Rowan’s death or who may have interacted with her around the time of her disappearance to contact EPS at 780-423-4567 or #377 from a mobile phone.
