Charges laid in August 2019 homicide

The Edmonton Police Service has charged four individuals in relation to the homicide of Derek Cowan, 47, in August 2019.

Between Jan. 21, 2020, and Thursday, Jan. 30, 2020, Amanda Cowan, 37, Jacob Cook, 27, Aqua Pasquayak-Thompson, 19, and a male who was 17-years-old at the time of the offence were arrested and charged with first-degree murder.

Background

On Friday, Aug. 16, 2019, Downtown patrol officers responded to a report of a deceased male inside an apartment suite at 93 Street and 104 Avenue.

An autopsy took place Tuesday, Aug. 20, 2019, and the Edmonton Medical Examiner determined that Derek Cowan, 47, died as a result of being stabbed.

Charges laid in theft of memorial plaques

The Edmonton Police Service has charged a 46-year-old man in relation to the theft of bronze memorial plaques from city benches.

Beginning Wednesday, Jan 22. 2020, police received multiple reports that bronze memorial plaques had been removed from city benches in the area of 100 Avenue between 116 Street and 120 Street.  In total 135 plaques had reportedly been stolen.

On Wednesday, Jan. 30, 2020, Clinton Kneller, 46, was arrested without incident at a local scrap metal dealer where he was reportedly attempting to exchange the plaques for money. Kneller has since been charged with possession of stolen property over $5,000 (x2), fraud under $5,000 and trafficking stolen property over $5,000.

More than 100 of the plaques have been recovered to date.

Missing man located deceased; Homicide Section lays charge

The body of 40-year-old Huran Baran has been recovered and the EPS Homicide Section has charged a man in relation to his death. Baran was last seen on Wednesday, Jan. 22, 2020 and was reported missing by his family. At the time of his disappearance, he was operating a red 2013 Dodge Ram 1500 and was last seen at a restaurant in the area of 133 Street and 137 Avenue. On Saturday, Jan. 25, 2020, the EPS issued a news release in relation to Baran’s disappearance.

As a result of information obtained through the missing persons investigation, police conducted a search in the area of 48 Street and Millwoods Road South where they located the red Dodge Ram Baran had been driving. Baran’s body was located inside the vehicle with obvious injuries. Police believe the vehicle had been parked at the location since the early morning hours of Thursday, Jan. 23. 

An autopsy was completed yesterday, Wednesday, Jan. 29, and the cause of Baran’s death was a result of sharp force injuries. The manner of death has been deemed homicide.

Homicide investigators have since charged Tristan Taschuk, 30, with second-degree murder in relation to Baran’s death. 

Police are not looking for any additional suspects but are asking anyone who may have witnessed the activities of the red Dodge Ram in the area of 48 Street and Millwoods Road South in the early morning hours of Thursday, Jan. 23, to contact police.

Police seek public's assistance locating missing female

The Edmonton Police Service is seeking the public’s assistance in locating a 38-year-old female.

Karen Cardinal, 38, was last seen near the LRT line between 92 and 95 Street south of 106 Avenue on Sept. 6, 2019.

Cardinal is also known to go by the name Yolande Cardinal. She is described as an Indigenous female, 5’3” tall and 117 lbs. She has brown eyes, freckles and a scar over her left eye, and was last seen with long, straight brown hair that was dyed red.

Cardinal’s lengthy disappearance is out of character, and police are concerned for her welfare. At this time, there is no indication of foul play.

Suspicious death of male deemed homicide; detectives seek tips from gas station staff and customers

The EPS Homicide Section continues to investigate the death of a 24-year-old male found deceased over the weekend.

At approximately 10 p.m. on Sunday, Jan. 26, 2020, police received a call for assistance from Edmonton Fire Rescue Services on the report of a fire in the area of 126 Avenue and 73 Street. Upon arrival, police located Aaron Watt, 24, deceased.  

A short time later, EPS officers were also called to the scene of a vehicle fire north of the Evergreen mobile home park, around 173 Avenue and Meridian Street, where a burned silver 2010 Mitsubishi Outlander was located. Homicide investigators believe both scenes are connected.

Investigators are looking to speak with any gas station staff or customers who witnessed anyone purchasing and/or filling a red plastic 5L Sceptor gasoline jerry-can, who may have been travelling in a silver 2010 Mitsubishi Outlander between the hours of 8 p.m. and 11 p.m., on Sunday, Jan. 26. Police are also asking gas stations to review their surveillance footage and check for any sales transactions for a 5L Sceptor gasoline jerry-can, between the hours specified on Sunday, Jan. 26.

An autopsy on the deceased was conducted on Tuesday, Jan. 28; however, the cause of death is not being released at this time for investigative reasons. The manner of death has been deemed homicide.

Several suspects facing dozens of charges, following vehicle stop 

Several individuals are facing 68 weapon-related charges, following a recent vehicle stop conducted by members of the EPS Gang Suppression Team (GST) in southwest Edmonton.

On Friday, Jan. 24, 2020, at approximately 8:45 pm., GST members conducted a traffic stop involving a 2016 Dodge Caravan in the Callingwood area. Police discovered three loaded firearms in the vehicle and 10.1 grams of cocaine.

They were subsequently arrested and taken into custody. Investigators have since laid the following charges:

Public information and warning: Violent offender released

In the interest of public safety, the Edmonton Police Service is issuing the following warning: Said Mohamed Abdulkadir is a convicted violent and sexual offender and the Edmonton Police Service has reasonable grounds to believe he will commit another violent and/or sexual offence while in the community.

Abdulkadir will be residing in the Edmonton area.  The Edmonton Police Service is seeking a recognizance order on Abdulkadir and he will be monitored by the Behavioural Assessment Unit of the Edmonton Police Service.

The EPS believes that Abdulkadir is a risk to sexually assault women that he does not know and comes upon in public. Abdulkadir has sexually assaulted a vulnerable pre-teen girl previously unknown to him that he saw in public.

Abdulkadir has been placed on a series of court ordered conditions including:

  • Must abide by a curfew of 10 p.m. to 6 a.m. daily
  • He shall not purchase, possess or consume any alcoholic beverages. He shall not consume or possess any drug listed in the schedules of the Controlled Drugs and Substances Act, including cannabis, any prescription drugs not prescribed to him, or any other intoxicating substances.
  • He shall not be in any licensed premises other than a dining room for the sole purpose of having a meal.He shall not attend at any liquor store.
  • He shall not possess any drug paraphernalia such as crack or marijuana pipes, self-made pipes of any kind, e-cigarettes, bongs, water pipes, cigarette papers, or syringes.
  • He must not travel out of the City of Edmonton without written approval of his Supervisor or the Provincial Court of Alberta.
  • He must not be in possession of weapons of any kind, including knives (except in his residence or at a restaurant for the sole purpose of consuming a meal), bear spray or dog spray, firearms, ammunition, explosive material, or any weapons whether homemade or otherwise.
  • He must not be in the presence of any children under the age of 16 unless accompanied by a responsible adult who knows his criminal history and has previously been approved in writing by his Supervisor.
  • He shall not have contact, direct or indirect with the victims of his offences, or the families of the victims of his offences, in which he has been convicted unless he has received written approval from his supervisor.

Two arrested in lengthy drug trafficking investigation

An Edmonton man and woman are facing multiple charges in connection to a lengthy drug trafficking investigation.

Commencing in September 2019, EPS Drug and Gang Enforcement (EDGE) officers began investigating a pair of suspected drug dealers over a four-month period.

A total of 66 ounces of methamphetamine was uncovered throughout the investigation, which concluded with arrests on Jan. 9, 2020.

On Jan. 9, EDGE members also executed search warrants at the two residences involved near 120 Street and 25 Avenue, and 103 Street and 98 Avenue. While searching the residences and vehicles related to the addresses, investigators uncovered firearms, ammunition, bear spray, cocaine, fentanyl, GHB and various drug trafficking paraphernalia.

Police seek public’s assistance locating missing male

The Edmonton Police Service is seeking the public’s assistance in locating 40-year-old Huran Baran.

Baran was last seen on Wednesday, Jan. 22, 2020 and was reported missing by his family. He attended the Turquaz Kebab House (13310 137 Avenue NW) around 7 p.m. that day and was operating a red 2013 Dodge Ram 1500, license plate BPT 6285 at the time of his disappearance.

Baran weighs approximately 180lbs and stands 5’5". He has black and grey hair, and brown eyes. He was last seen wearing brown pants and a brown sports jacket.

It’s time to grab your penguins, polar bears, and seals for the coolest event of the decade. The annual Alberta Law Enforcement Torch Run (LETR) Polar Plunge fundraiser is on Sunday, January 26. 

“We always have fun at the Polar Plunge. It sounds daunting and teeth-chattering, but everyone is laughing and smiling as they step out of the lake,” Constable Amanda Trenchard expressed. “It’s a shock for sure, but what a great and unique way for Special Olympics athletes, law enforcement, and citizens to come together.”

You're counting the days to your vacation. Unfortunately, so are the thieves!

Escaping the cold on a warm winter vacation? The Edmonton Police Service is reminding you to take extra care to secure your property before you head out for fun in the sun.

Like many property related crimes, break-and-enters to homes, apartments and garages remain crimes of opportunity that do not take a break when you do. In fact, many thieves will monitor neighbourhoods and properties, taking note of when people are away to plan their break-in, the costs of which may severely dampen your post-vacation glow.

“We’ve encountered homeowners who have lost approximately $70,000 worth of property,” says Const. Carly Perreaux with the Edmonton Police Service West Division. “Stolen items such as jewelry, electronics, art, family heirlooms and personal financial documents can add up quickly.”

In 2019, the Edmonton Police Service received more than 3400 reports of home, apartment and garage break-and-enters, resulting in approximately 9 incidents per day citywide. On average, a home break-and-enter report results in $40,000 of lost property and a garage break-and-enter approximately $2,000, with the most commonly stolen items including jewelry, cheques, bicycles and tools.

So, what attracts a thief to your home? A variety of things, particularly in winter when your time away may be more noticeable. Snow covered sidewalks, full mail boxes, a lack of consistent lighting indoors and vehicles that have not been moved or cleared are all great indicators that you are away and may be for while. Poor exterior lighting, trees and bushes to hide in, and valuables left outdoors are also a draw. In some cases, another crime may lead them to your home or garage, such as a theft from vehicle.

“In one 2019 incident, a thief broke into a complainant’s vehicle first and stole their insurance documents, which contained their home address,” says Perreaux. “The thief was later arrested after attempting to break in to the complainant’s home.”

How are they getting in? The most common method of entry remains surprisingly simple: unsecured windows and doors. Using a pry par to gain entry is also common.

“The path of least resistance is often the most common,” says Perreaux. “Similar to thefts from vehicles and auto thefts, thieves will often check for open windows and doors on homes and garages to find the easiest point of entry.

Whether at home or away, the simplest thing you can do to protect yourself is always lock your windows and doors.”

Finally, if you experience a break-and-enter, always call police to report it.

“Regardless of how minor your break-and-enter may seem, always report it,” says Perreaux. “Reporting helps us to track and monitor crime trends and contributes to proactively preventing others from being victimized.”

Protecting your home

When on vacation

  • Have mail and other deliveries picked up; stop delivery of newspapers and flyers.
  • Remember to have the grass cut, the leaves raked, or the snow removed.
  • Use timers on lamps in rooms where the light can be seen from outside.
  • Have a neighbour check the inside and outside of your home every few days.
  • If you have an assigned parking space or driveway, ask a neighbour to park their car in your space.
  • Set televisions or radios to play to give the impression that people are home.
  • Don’t announce your vacation on your voicemail or via your social media accounts.

When at home

  • When in your house, garage or yard always keep your doors locked.
  • Keep garage and house window coverings closed at night so others cannot see inside.
  • Make note of your most valuable possessions: take photos of these items and track serial numbers where applicable.

Driver identified

The Edmonton Police Service has identified a driver involved in a collision that took place last week in west Edmonton.

On Monday, Jan. 20, 2020, the EPS issued a media release seeking the public’s assistance in identifying a driver involved in a collision in the La Perle neighbourhood on Tuesday, Jan. 14, 2020.

The male driver has since been identified and was issued a violation for backing up unsafely under the Use of the Highway and Rules of the Road Regulation of the Traffic Safety Act.

The EPS would like to thank the media and the public for their assistance.

Background

On Tuesday, Jan. 14, 2020, a two-vehicle collision in the La Perle neighbourhood was reported to police.  At approximately 6 p.m. that day, two vehicles, a truck and an SUV, were reportedly parked at a shopping complex in the area of 182 Street and 97 Avenue when the truck allegedly backed into the SUV and drove away westbound on 97A Avenue.  The estimated damage to the SUV is approximately $10,000.

Police lay charges in cannabis store robbery series, continue to seek third suspect

The Edmonton Police Service has charged two men in a recent robbery series involving cannabis retailers.

On Friday, Jan. 10, 2020, the EPS issued a media release asking the public for assistance in identifying three male suspects that investigators believed were involved in the robberies of multiple cannabis retailers.

After receiving numerous tips from the public, the primary male suspect, John Wayne Anderson, 39, and one of his male accomplices, Jason Denis Catt, 30, were arrested and are now facing a total of 60 combined charges including robbery with a firearm and numerous other firearms related offences.

Background

On Sunday, Dec. 1, 2019, at approximately 11:40 p.m., Southeast Division officers responded to the report of a robbery at a cannabis retailer in the area of 69 Street and 76 Avenue. It was reported to police that an unknown male entered the business and threatened a staff member with a weapon before fleeing the business with cash, cannabis and related products. 

Since then, three similar robberies involving the same primary suspect took place at other cannabis retailers across the city, including a retailer in the area of 101 Avenue and 175 Street on Thursday, Dec. 12, 2019; a retailer in the area of Mark Messier Trail and Mistatim Way on Sunday, Dec. 29, 2019; and, most recently, a retailer in the area of 97 Street and 39 Avenue on Monday, Jan. 6, 2020.

In each of these cases, the primary suspect male was reportedly accompanied by a different male accomplice and after threatening staff with a weapon and in some cases assaulting them, cash, cannabis and related products were taken. The suspects then fled the scene.

Homicide suspect Amin Yussuf still sought on Canada-wide warrants

The EPS' Homicide Section is still looking for Amin Yussuf, 29, who remains wanted on Canada-wide warrants in connection to the shooting death of 26-year-old Abubeker Gemechu Abduraman, on March 24, 2019.

On March 24, 2019, the Edmonton Police Service responded to a weapons complaint at Xhale Lounge (8120 101 Street). Upon arrival, investigators located Abduraman deceased inside the lounge. Two other individuals were also shot and sustained non-life-threatening injuries in the shooting.

Yussuf is wanted for first degree murder, attempted murder using a firearm (x2) and unauthorized possession of a firearm. He is also known by the following aliases: Abdirizak Yussuf, Craig Yussuf, Mohemed Yussuf, Mohemed Mohamed and Mohammed Farrah.

Yussuf has connections to Yellowknife and Hay River in the Northwest Territories, as well as Edmonton, Alberta; Prince Albert, Saskatchewan and Toronto, Ontario. He is described as a black male, with brown eyes and black hair. He is six feet tall and weighs approximately 180 pounds.

The EPS has partnered with the Bolo Program to complement police efforts in locating Yussuf.  The Bolo Program amplifies police requests for public assistance on most wanted cases, focusing on the most serious criminal offences. In cooperation with the Crime Stoppers Association of Edmonton and Northern Alberta, the Bolo Program offers a reward up to CAD $50,000 for any information leading to the arrest of this suspect. This reward is only available until July 21, 2020.

Yussuf is considered armed and dangerous, and therefore should not be approached. Police seeking public's assistance identifying driver

The Edmonton Police Service is seeking the public's assistance identifying a driver involved in a collision that took place last week in west Edmonton.

On Tuesday, Jan. 14, 2020, a two-vehicle collision in the La Perle neighbourhood was reported to police.  At approximately 6 p.m. that day, two vehicles, a truck and an SUV, were reportedly parked at a shopping complex in the area of 182 Street and 97 Avenue when the truck allegedly backed into the SUV and drove away westbound on 97A Avenue.  The estimated damage to the SUV is approximately $10,000.

“At this time, we are not sure the driver was aware that he struck another vehicle,” says Const. Anton Golosov with Edmonton Police Service’s West Division. “We are hopeful that someone may recognize him so that we can speak with him about the collision.”

The male driver is described as a white, 60 to 70-year-old male, approximately 5’10” tall with a medium build. He was reportedly wearing prescription glasses. A photo of the man, who reportedly made a purchase at a nearby business just prior to the collision, is included below.

The truck is described as a 2010 or newer 4-door crew cab flat bed Chevrolet Silverado 2500 or 3500 with towing rear-view mirrors and a white headache rack. The truck also reportedly had writing on the side that included the word “Masonry.”

EPS investigators release images of male suspects in connection to recent pharmacy robbery series

The Edmonton Police Service’s Robbery Section is investigating a recent series of pharmacy robberies that have occurred across the city.

Between Dec. 16, 2019 and Jan. 16, 2020 a total of five pharmacy robberies at separate locations have been reported to police.

In three of the incidents, it was reported to police that a male suspect produced a firearm. The suspect has demanded drugs and cash from store personnel in each of the robberies, before fleeing the scene in a vehicle.

Investigators are releasing the following images of the male suspects believed to be responsible for this series of robberies.

Charge laid in May 2019 homicide

The Edmonton Police Service Homicide Section has charged a 38-year-old male in connection with the May 2019 death of Caitlin Helle, 26.

Billy Joe Stone, 38, was arrested on Monday, Jan. 13, 2020, and has since been charged with second degree murder.

Background

At approximately 10:20 p.m., Monday, May 20, 2019, Northwest Division officers responded to the report of a disturbance in the area of 101 Street and 118 Avenue.  

A short time later, police were advised by a local hospital that a 26-year-old male had arrived with a life-threatening injury. The male reportedly died shortly thereafter.

The Edmonton Medical Examiner completed an autopsy and confirmed that Caitlin Helle, 26, died as a result of a stab wound, and the manner of death is homicide.

Four charged in connection to break and enter

The Edmonton Police Service has arrested and charged three males and one female in connection to a break and enter in Namao, AB early Monday morning.

James Leblanc, 37, Trevor Sewepegaham, 42, Kieran Goldsmith, 42 and Ashlyn Tomalty, 33 are each charged with shopbreaking to commit theft.

Tomalty is additionally charged with attempt to commit murder (x2), assault with weapon (x2), flight from peace officer, dangerous operation, operation while prohibited, possess stolen property over $5,000, and one breach.

Background

At approximately 4:10 a.m. on Monday, Jan. 13, 2020, two Northeast Division officers came upon a break and enter in progress at a gas station in the area of Range Road 244 and Hwy 37. When members challenged the suspects, contact between the suspect and EPS vehicles occurred, resulting in EPS members discharging their firearms.

A criminal flight ensued, which led the officers to the area of 25005 Sturgeon Road. A second vehicle contact occurred, at which point the officers again discharged their firearms.

One male sustained non-life threatening injuries and was treated and transported to hospital. Three other suspects were taken into custody.

No EPS officers were harmed during this incident.

ASIRT is investigating the officer-involved shooting portion of this incident.

New evidence confirms missing person Patricia Pangracs is deceased; foul play is suspected

The EPS’ Homicide Section has confirmed missing person Patricia Wendy Pangracs, 32, is deceased and continues to seek information surrounding the circumstances of her death. Pangracs was last heard from on Saturday, June 8, 2019, and was reported missing on Monday, July 8, 2019.

On August 10, 2019, the EPS’ Search Managers Unit, in conjunction with the investigative team conducted a coordinated search in Strathcona County in relation to the disappearance of Pangracs. A series of events preceding her disappearance suggested she had been in the area.

Later in the fall of last year, the initial search area was further expanded and concealed remains, which have been confirmed to be those of Pangracs, were located. 

Based on the information and evidence collected to date, the EPS Homicide Section believes foul play was involved in Pangracs’ death. Both medical and police investigations are ongoing, however the cause of death will not be disclosed at this time for investigative purposes. Homicide Section is currently leading this investigation.

Pangracs was last seen wearing dark pants, blue heeled boots, a dark zippered jacket and a white long-sleeved shirt. She was also carrying a dark colored purse and was in possession of a phone and sunglasses at the time of her disappearance.

Investigators believe Pangracs was in the Bruderheim and Beaumont area in the hours leading up to her disappearance, sometime between the evening of Friday, June 7 and Saturday June 8, 2019. It is believed she had been travelling in a white 2011 Cadillac CTS, which had visible damage on the front passenger bumper.

Suspect arrested in December 3 homicide

The Edmonton Police Service Homicide Section has arrested a 31-year-old male in connection with the shooting death of a man in central Edmonton in early December.

On the afternoon of Wednesday, Jan. 8, 2020, Michael Tyrel Arnold, 31, was arrested without incident at a residence in central Edmonton. Arnold was wanted in relation to the shooting death of 45-year-old Arthur Charles Edward Beauchamp on Dec. 3, 2019. 

 

Arnold is charged with second degree murder and breach of firearms prohibition order (x3). 

 

Police are not looking for additional suspects in relation to this homicide.

Background           

 

On Tuesday, Dec. 3, 2019 just after 10 a.m., Downtown Division patrol members responded to a 911 call regarding a family dispute at an apartment building near 103 Avenue and 115 Street.

Upon arrival, police and paramedics discovered Beauchamp in medical distress outside the apartment complex.

Paramedics treated and transported him to hospital, where he succumbed to his injuries.

On Friday, Dec. 6, 2019, autopsy results confirmed Beauchamp died from a gun-shot wound, and the manner of death was homicide.

On Thursday, Dec. 12, 2019, the EPS issued a request for public assistance in locating Michael Tyrel Arnold, 31 in connection with the homicide.

Police seek public's assistance locating missing male

The Edmonton Police Service is seeking the public’s assistance in locating a 65-year-old male.

David Michael Forbes, 65, was last seen on Wednesday, Jan. 8, 2019 at approximately 5 p.m. in the area of 71 Street and 79 Avenue. He subsequently visited a business in the area of 114 Street and Jasper Avenue on Thursday, Jan. 9, 2020 at 7:44 p.m. He typically uses Edmonton Transit System to get around.

 

He is described as a white male, 6’3” tall and 240 lbs. He was last seen with a scruffy beard wearing a brown jacket and white shoes.

 

Forbes has difficulties walking and requires the use of a cane, which was left behind when he disappeared. He also requires medication for a medical condition.  Given these issues and the cold temperatures outside, police are concerned for his welfare.

Police seek public's assistance identifying robbery suspects

The Edmonton Police Service is asking the public for assistance in identifying three male suspects that investigators believe were recently involved in the robberies of multiple cannabis retailers.

On Sunday, Dec. 1, 2019, at approximately 11:40 p.m., Southeast Division officers responded to the report of a robbery at a cannabis retailer in the area of 69 Street and 76 Avenue. It was reported to police that an unknown male entered the business and threatened a staff member with a weapon before fleeing the business with cash, cannabis and related products. 

Since then, three similar robberies involving the same primary suspect took place at other cannabis retailers across the city, including a retailer in the area of 101 Avenue and 175 Street on Thursday, Dec. 12, 2019; a retailer in the area of Mark Messier Trail and Mistatim Way on Sunday, Dec. 29, 2019; and, most recently, a retailer in the area of 97 Street and 39 Avenue on Monday, Jan. 6, 2020.

In each of these cases, the primary suspect male was reportedly accompanied by a different male accomplice and after threatening staff with a weapon, and in some cases assaulting them, cash, cannabis and related products were taken. The suspects then fled the scene.

The primary suspect is described as a 30-year-old white male with dark hair, though he was also noted wearing a blonde wig.  The male is also described as wearing designer label clothing that often includes a plaid scarf (pictured) and black converse style shoes with black laces.  Photos of the male are included below.

Northeast Division lays 30 charges in drug investigation

The Edmonton Police Service has laid 30 charges against three men and one woman after search warrants were executed at three north Edmonton addresses.

In spring 2019, Northeast Division Special Projects Team initiated the investigation after becoming aware of a drug trafficking operation in the community.

On Jan. 5, 2020, EPS Tactical Unit executed search warrants at addresses in the McConachie, Klarvatten and Oxford neighbourhoods.

As a result of this investigation, police seized 3.5 kg of cocaine and 1 kg of methamphetamine with a combined street value of more than $277,000, and proceeds of crime equaling a total of almost $200,000 in Canadian currency, as well as $2,075 USD.

 “The successful conclusion of this file was the result of a thorough investigative effort by Northeast Division and teamwork across various units of the EPS,” says Cst. Kevin St. Louis, with the Northeast Division Special Projects Team. “We are pleased we were able to disrupt a drug trafficking operation and remove a substantial quantity of cocaine and methamphetamine from our community this week.”

Zaahir Hussain, 28 faces 14 charges, including possession for the purpose of trafficking, possession of proceeds of crime over $5000, use forged document (x2) and several charges under the Child, Youth and Family Enhancement Act and the Drug Endangered Children Act.

Kayla Zawierucha, 27, faces 11 charges, including possession for the purpose of trafficking, possession of proceeds of crime over $5,000 and several charges under the Child, Youth and Family Enhancement Act and the Drug Endangered Children Act.

Walid Safadi, 38, is charged with possession for the purpose of trafficking (x2) and possession of proceeds of crime over $5,000.

Alfaz Hussain, 37, is charged with possession for the purpose of trafficking (x2)

EPS Special Projects Teams proactively target crime and disorder along with persons associated to these activities. This includes persons that are suspected or known to be involved in stolen property, drugs, fraud, weapons and violence related offences and other criminal offences within the Edmonton region.

Charges laid in suspicious fires

The Edmonton Police Service has charged a 37-year-old male in relation to three suspicious fires that took place in 2015 and 2019 Camrose and Edmonton.

On Aug 4, 2015, the Camrose Fire Department and Camrose Police Service responded to the report of a fire at a residence in the area of 49 Avenue and 53 Street.  No injuries were subsequently reported from this incident.

On Friday, Aug. 30, 2019, at approximately 4 a.m., Edmonton Fire Rescue Services (EFRS) responded to the report of a fire in a suite at a motel in the area of 104 Street and 63 Avenue. More than 15 people were evacuated from the building at the time of the fire and did not sustain any injuries.

On Monday, Dec. 23, 2019, at approximately 9:24 p.m., Edmonton Fire Rescue Services responded to the report of a fire at a hotel in the area of 153 Street and Stony Plain Road.  The EPS was called to assist and together with EFRS evacuated 41 citizens from the building. No injuries were reported.

In all three incidents, the fires were deemed suspicious.

Following a thorough investigation, Scott Bell, 37, was arrested by the EPS Arson Unit in Edmonton on Tuesday, Jan. 7, 2020. Bell has since been charged with Arson - disregard for human life (x3) and has been remanded.

EPS Impaired Driving Unit busy protecting the community

The EPS Impaired Driving Unit recently concluded another year of Checkstop operations across the city.

In total, the Impaired Driving Unit conducted 35 Checkstops at various locations across Edmonton in 2019.

“Numbers fluctuate from year to year, although we did see an increase in many areas in 2019 including impaired arrests, provincial license suspensions and number of Approved Screening device tests” says Sgt. Rob Davis, of the EPS Impaired Driving Unit. “These were undertaken following the introduction of Mandatory Alcohol Screening to the EPS Checkstop program in 2019.” Mandatory Alcohol Screening became a tool police officers could use across Canada when the Bill C46 (part 2) came into effect in December 2018.

Mandatory alcohol screening gives police the authority to demand a breath sample from any driver lawfully pulled over. It greatly increases the number of drivers screened for impairment, resulting in more impaired drivers being detected.

“It’s our goal to make Edmonton a safer city, and a majority of the citizens we interacted with following the implementation of Mandatory Alcohol Screening were very happy to see us in their communities supporting them this way,” said Sgt. Davis.

“The message to Edmonton drivers, regardless if you’re a first-time driver or have been driving for many years, is the same: If you’re going to drink or use recreational drugs then don’t drive - have a plan to get home safely.”

 

“The $20 to $40 cab or uber ride home is absolutely worth the spend. If you drive and you get pulled over at a Checkstop line or by one of our roaming police officers, you’re going to be asked to provide a breath sample.”

The total number of roadside suspensions increased by 104 (an over 50% increase) from 2018 to 2019, the direct result of the mandatory screenings.

Death of male in May 2019 deemed non-criminal

Homicide detectives have determined the death of a 48-year-old male discovered in May 2019 is non-criminal. 

The EPS Homicide Section is no longer treating this death as suspicious and there is no additional information available.

Background

At approximately 6:20 p.m., Wednesday, May 15, 2019, Northwest Division patrol officers were called to an incident at a residence in the area of 185 Street and 121 Avenue.  Upon further investigation, officers discovered the body of a deceased 48-year-old male nearby.

The Edmonton Medical Examiner’s Office conducted an autopsy on Thursday, May 16, 2019, and the results were inconclusive. As a result, the cause and manner of death were undetermined.

Police seek public's assistance locating missing male

The Edmonton Police Service is seeking the public’s assistance in locating a 56-year-old male.

Victor Roger Noel, 56, was last seen on Thursday, Dec. 24, 2019 at approximately 8 p.m. in the area of 108 Street and 85 Avenue.

He is described as a white male, 5’7” tall and 270 lbs with shaved brown hair and brown eyes.

Noel’s disappearance is out of character, and therefore police are concerned for his welfare.

Police are seeking witnesses, information, or video surveillance from anyone who may have seen Noel in the hours or days leading up to or following the last known sighting of him on Thursday, Dec. 24 at 8 p.m.

Police lay charges in fatal pedestrian collision

The Edmonton Police Service has charged a 54-year-old male in relation to a fatal pedestrian collision that took place in December 2019.

Thomas Lewis, 54, is charged with careless driving and fail to yield to a pedestrian in a crosswalk. He is expected in court on Feb. 5, 2020.

Background

At approximately 7:30 a.m., Monday, Dec. 2, 2019, West Division officers responded to the report of a collision in the area of 107 Avenue and 130 Street.

It was reported to police that a male pedestrian was crossing from the south to the north side of 107 Avenue at 130 Street in a marked crosswalk when he was struck by a Jeep Wrangler travelling westbound on 107 Avenue.

EMS responded, treated and transported the 52-year-old male pedestrian to hospital; however, he succumbed to his injuries. The 54-year-old male driver of the Jeep did not report any injuries.

Officers closed 107 Avenue westbound at 127 Street for several hours to investigate.

Canine PSD member collars catalytic converter thief

The Edmonton Police Service continues to investigate catalytic converter thefts across the city, which have climbed to an estimated 500 reports since the beginning of October 2019.

Just this past week alone, another 55 new occurrences were reported to police. Early Thursday morning, (Jan. 2), West Division patrol officers responded to a theft of vehicle call in progress early Friday morning near 94 Avenue and 152 Street.

Police Service Dog “Bady” was subsequently deployed, and was able to establish a track to the rear of a nearby residence at 93 Avenue and 148 Street. Officers and PSD Bady located a male suspect coming out from under a motorhome. Arnold Boutin, 27, was taken into custody and charged with mischief (x2), possession of B&E tools, possession of a controlled substance.

Over the Christmas holidays, EPS members also arrested a trio of prolific property crime suspects following a pair of catalytic converter thefts on Dec. 29, 2019.

Kristopher Peter, 37, Vassilios Plougaris, 55, and Mark Johnston, 32, were followed to Leduc where they were witnessed cutting off the catalytic converter of a F-350 in a residential neighborhood. Another catalytic converter from a motor home was also located inside the suspect vehicle, during a vehicle stop upon their return to Edmonton.

The most common vehicles being targeted for catalytic converter thefts are SUVs –Honda & Hyundai, vans such as Ford E-Series, and Ford F-Series trucks. A total of 35 per cent of incidents occurred overnight involving vehicles parked predominantly in commercial parking lots, followed by residential (apartment) parking lots.

Police seek public's assistance locating missing female

The Edmonton Police Service is seeking the public’s assistance in locating a 62-year-old female.

Marcia Robinson, 62, left her residence in Southeast Edmonton at approximately 2 p.m. yesterday, January 2, 2020 in her vehicle.

She was last seen today, January 3, in the area of 102 Avenue and 186 Street just before 11 a.m.

Robinson is described as a black female, 5’3” tall, 189 lbs with brown eyes and black hair. She has a small dog with her, and is believed to be driving a 2008 grey Chevrolet Equinox with Alberta license plate BXV 6428.

Robinson is believed to have early-stage dementia, and has been known to drive aimlessly and may leave the city limits. She is not carrying a cell phone.

Ian Burmaster, 47, was last in touch with his family at approximately 1 p.m. yesterday, Thursday, Jan. 2, 2020.

 

Burmaster is described as a white male, approximately 5’10” tall, 200 pounds and bald. He has brown eyes and a goatee-style beard. He was last seen wearing a black t-shirt. He may be driving a dark blue 2015 Kia Soul with Alberta licence plate, WGC660.
