Kijiji deposit scam costs online shoppers thousands

The Edmonton Police Service is reminding online classifieds shoppers to be vigilant after a Kijiji scam was uncovered that allegedly defrauded at least seven people of more than $6,000.

In October 2017, the EPS Economic Crimes Section began investigating reports of Kijiji fraud. It was reported that buyers had paid a deposit for items advertised on Kijiji, only to have the original ad and the seller vanish once payment had been received. Items allegedly listed for sale included vehicles, RVs and cargo trailers.

The investigation revealed that between April 10 and May 30, 2017, Tracy Clark, 51, allegedly defrauded seven victims of approximately $6,600. She was arrested on January 19, 2018 and charged with seven counts of fraud.

“We want to remind online classified shoppers not to send money without having received the item, because there’s no protection for you,” says Staff Sergeant Sid Kingma with EPS Economic Crimes Section. “Online classifieds like Kijiji are great resources for buying and selling second-hand goods, but they require users to take some precautions to protect themselves and their money.”

Kijiji Canada worked closely with the Edmonton Police Service throughout the investigation and continues to assist the EPS with similar reported incidents of crime.

The Edmonton Police Service recommends the following tips for shoppers using online classified sites:

  • Never send money before you receive your items.

  • Conduct all transactions in person, in a public location with video surveillance. If you can, bring a friend or family member.

  • Ask for a bill of sale and identification from the seller. Ensure the identification provided matches the seller.

  • Check the Canadian Police Information Centre database to see if an item has been reported stolen.

  • Ask questions of the seller if an item is priced noticeably below market value: Why is the item discounted? Can the seller provide a purchase receipt?

Make waves this year – Join the 2018 Polar Plunge

The Edmonton Police Service encourages the daring citizens of Edmonton to raise money for an incredible charity in a unique way.

Join us and many other local enforcement agencies as we make waves in Lake Summerside for Special Olympics Alberta.

Every year, the EPS proudly participates in the Law Enforcement Torch Run’s Polar Plunge alongside our law enforcement partners, Special Olympic athletes, and the hundreds of brave citizens who enjoy a chill of a lifetime. Each year more Edmontonians step up to the challenge, so we hope to see over 300 adventurous plungers joining in with our own Deputy Chief, Brian Simpson.

“Jumping into freezing wintery water is nothing compared to the challenges many Special Olympics athletes face every day of their lives. Every plunger who endures a few moments of cold will help an Alberta Special Olympic athlete achieve their goals,” explains Constable Amanda Trenchard. “It’s a unique act to raise awareness and support for a great cause.”

Plungers are asked to raise a minimum donation of $75, which will help make a difference to more than 3,300 Special Olympic Alberta athletes. The Alberta-wide fundraiser hopes to break their attendance record and see 1000 plungers participating province-wide.

Interested participants can still register for the Plunge and walk-in plungers on Sunday are welcome.  If you’d rather show your support for the event by staying warm, you can donate to a “plunger” or the event itself.

The event is free to the public and we encourage fans, families and spectators to join us and watch the action and excitement. The Polar Plunge Edmonton will have skating, snowshoeing, marshmallow roasting and other family-fun events for free or with a donation.

Southwest Division patrol officers responded to a weapons complaint near 120 Street and 22 Avenue at approximately 3:55 p.m. today, Sunday, January 21, 2018.

It was reported to police that a male allegedly fired several shots at another male sitting in a white sedan that was parked nearby. Paramedics responded to that area, where they treated and transported a 25-year-old male to hospital with what appeared to be non-life-threatening gunshot wounds.

Police believe the suspect male fled the shooting scene on foot, before climbing into a mid-2000s white pick-up truck near 119A Street and driving away. Police investigating patio door B&E series

The Edmonton Police Service is reminding citizens to properly secure all sliding doors, on the heels of a month-long residential B&E series in several south-side neighbourhoods.

Investigators also released an image today, of a male suspect captured on video surveillance, breaking into one of the homes (see below).

Southwest Division officers began investigating the series beginning on Dec. 14, 2017, following three reported break-and-enters in the neighbourhood of Brookview. Homes in Eagle Ridge, Rhatigan, Wolf Willow and Richfield, the latter of which is in southeast Edmonton, have also since been targeted with the most recent incident occurring on Jan. 12, 2018.

In each incident, at least one male suspect is seen breaching the home’s rear sliding doors, before heading straight for the bedrooms. Investigators believe the suspect(s) are targeting jewellery, with one home owner reporting more than $16,000 in jewellery being stolen.

All of the events have taken place on weekdays with the suspect(s) targeting vacant homes with entry thru the rear glass patio doors.

Residents are asked to consider placing a piece of dowelling in the bottom track of their patio doors as an extra level of security.

If you are planning to be away on vacation, it is also recommended to notify a trusting neighbor to keep an eye on your property and to immediately report any suspicious activity to police.

Anyone with information about these break-and-enters or the suspect seen in the photo below are encouraged to contact the EPS at 780-423-4567 or #377 from a mobile phone. Anonymous information can also be submitted to Crime Stoppers at 1-800-222-8477 or online at http://ift.tt/1az8Eve.

2017 a busy year for EPS Human Trafficking & Exploitation Unit

Members of the EPS Human Trafficking and Exploitation Unit continue to vigorously enforce the laws surrounding the sex trade industry, arresting and charging 295 johns in our city in 2017, a dramatic increase over the previous year.

“That translates into a 184 per cent increase over our 2016 arrest numbers,” says HT&E Staff Sgt. Dale Johnson, referring to the 104 johns charged last year. “These individuals are directly contributing to the ongoing exploitation of girls and women, and that’s something we’re committed to enforcing the laws around.”

Of the 295 johns charged last year, 156 of those arrests were made as a result of online advertising, a trend Staff Sgt. Johnson anticipates will continue to grow.

“Street level sex trade workers still exist in our city, though to a smaller degree. Many things are sold online these days, and sexual services are no different. Sadly, it has become the playground for a lot of illegal activity; hence, that’s where many of our investigations take place.”

In 2017, HT&E investigators also continued to see escorts travel to Edmonton from Quebec, a trend first identified by detectives during the oil boom several years ago.

“In 2017, a majority of the 200 interactions our detectives had with escorts were from Quebec,” explained Johnson. “It’s a fly in, fly out market. While the slowdown of the oil industry may have temporarily impacted the economy, there is still a healthy level of disposable income here, which seemingly attracts sex trade workers to our area.”

Johnson noted, his detectives will continue to “aggressively investigate all forms of human trafficking and sexual exploitation in 2018 with a broader investigative approach that will include social media.

“Notwithstanding, if you’re an executive of a large company or someone that works in retail…if you’re involved in exploiting anyone for paid sex, you could  end up with a criminal record, lose your job and/or your family. It’s not worth the risk.”

Serious injury collision leaves one man in critical condition

EPS Major Collision Investigation Unit (MCIU) continues to investigate a collision that occurred around 1 a.m. on Saturday, Jan. 13, 2018.

Northwest Division patrol officers responded to a report of a collision at 97 Street and 132 Avenue, where a speeding vehicle collided into the back of another vehicle waiting at a red light.

A Mitsubishi Outlander was stopped in the southbound lanes of 97 Street, at 132 Avenue, when it was struck from behind by a Honda Pilot travelling southbound at an undetermined high rate of speed. The Mitsubishi ended up in the middle of the intersection from the impact while the Honda veered over the west curb of 97 Street onto the sidewalk crashing into a cement light standard, an advertisement trailer sign, a fire hydrant, and finally coming to a stop against another lamp standard.

The driver of the Honda Pilot, an 18-year-old male, was ejected from the vehicle during the course of the collision and sustained life-threatening injuries. He remains in hospital in critical condition. The two female passengers in the Honda, one 17 years old and the other 16 years old, suffered non-life threatening injuries and were released from hospital a couple hours later.

The male driver of the Mitsubishi and his female passenger were treated at the scene by paramedics for non-life threatening injuries and were not taken to hospital.

“MCIU investigators have determined that speed was a major factor in the collision. Alcohol has been ruled out but it is yet to be determined if drugs are a factor in this incident,” says MCIU Sgt. James McLeod.

Charges are pending against the driver of the Honda Pilot.

Investigators release surveillance video from Dec. 13 hit-and-run collision involving two pedestrians

Police continue to search for the driver of a white van responsible for leaving the scene of a collision on Dec. 13, 2017, which sent two pedestrians to hospital with multiple, serious injuries.

The Major Collision Investigations Unit released surveillance video today, which shows the suspect vehicle, a white van, colliding with the two pedestrians (see below).

Investigators are hopeful that someone in the community will recognize the van captured in the surveillance video and contact police or Crime Stoppers immediately.

“This video clearly shows the suspect vehicle striking the two pedestrians and leaving the scene of the collision just after 5 p.m. that evening, near a marked crosswalk at 96 Street and 71 Avenue,” says Const. Pauline Westman, of the EPS Major Collision Investigations Unit.

“The images are without a doubt disturbing, and also clearly reveal the lack of empathy displayed by the driver for leaving those pedestrians lying on the side of the road in critical condition. We need the public’s assistance in finding that van and its driver.”

Major Collision investigators are urging anyone with information about the driver, vehicle or collision to contact the EPS at the non-emergency number, 780-423-4567 or #377 from a mobile phone. Anonymous information can also be submitted to Crime Stoppers at 1-800-222-8477 or online at
http://ift.tt/1az8Eve.

Background:
The hit-and-run collision occurred just after 5 p.m. on Wednesday, Dec. 13, 2017 in a marked crosswalk at 96 Street and 71 Avenue.  A 49-year-old female and a 64-year-old male were crossing from west to east in the crosswalk when they were struck by a van travelling southbound.

The van initially slowed down after the collision then abruptly fled from the scene. Both pedestrians were treated by EMS and taken to hospital with multiple, serious injuries.

Police have not been able to locate the involved vehicle and the identity of the driver is not known.

Witnesses described the vehicle as an older model white van with a black roof rack. The van did not have any side windows and it had an Alberta license plate. The suspect vehicle will have some front end damage.

EPS Cyber Crimes Investigations Unit uncovers identity theft and online weapons trafficking operation

Two men and one woman are facing numerous charges in connection with stolen identity and credit card information used to buy and sell prohibited weapons online.

In October 2016, the Edmonton Police Service Cyber Crimes Investigations Unit received information from a concerned citizen that someone was selling a stun gun online in Edmonton. An investigation resulted in the February 2017 arrest of Jesse Clapp, 32 and Travis Tanasychuk, 34. The two men were allegedly purchasing stun guns from online vendors outside of Canada and selling them locally online and to individuals involved in the drug trade.

A subsequent investigation revealed that between August 2016 and February 2017, Kristine Palmer, 25, an employee at a Red Deer hotel, had allegedly stolen identity and credit card information from approximately 150 hotel guests and shared it with Clapp. It is alleged that Clapp and Tanasychuk were using the stolen information to purchase prohibited weapons, as well as for other fraudulent purposes. Police arrest over 40 people for impaired driving over holidays

The Edmonton Police Service coordinates Checkstop campaigns throughout the year, including a number of events across the city over the holiday season.

The EPS Checkstop program involves static lines and roving patrols across the city looking for impaired drivers. While it is aimed at detecting impaired drivers and removing them from the road, a large component is also aimed at educating the public of the dangers and consequences of drinking and driving.

The Checkstop campaign enhances other EPS impaired driving enforcement efforts such as Target All Drunk Drivers (TADD, which involves mobile enforcement near entertainment areas), as well as Curb the Danger (citizens reporting impaired drivers by calling 911), and helps to make Edmonton’s streets safer for all citizens.

9th Annual McCauley Cup tomorrow

Downtown Division police officers will be lacing up their skates for a friendly game of hockey at the McCauley ice rink tomorrow afternoon.

Tomorrow’s game (Thursday, Jan. 4, 2018) marks the 9th annual McCauley Cup. The hockey game was originally introduced by a Downtown Beat police officer who wanted to bridge the gap between police and the community. Since then, the game has grown in popularity and no matter the weather, youth from the neighbourhood are always ready to showcase their skills to the police officers and spectators.

“Every year there are more kids from the community that come out to play with the officers,” says McCauley Cup Coordinator and Downtown Beats Constable, Andrew Melney. “This annual event continues to strengthen the bond between the Edmonton Police Service and the neighbourhood.”

The puck drops at 1 p.m. at the McCauley outdoor skating rink, located at 96 Street and 108 Avenue. All media are invited to the game for photo/video opportunities.

Players and visitors will be able to enjoy a bonfire. Hot drinks and snacks will be provided. United Cycle has once again donated hockey jerseys to use during the game.

All spectators are encouraged to bring a non-perishable donation to the Edmonton Food Bank.
