Police request public’s help locating missing 81-year-old woman

The Edmonton Police Service is requesting the public’s assistance locating a missing 81-year-old woman who was last seen earlier this evening.

Arletta Robertson, 81, was last seen around 4:30 p.m. today, Wednesday, Nov. 30, 2016, in the area of 69 Avenue and 178 Street. Robertson was driving a red, 2016 Lexus NX 200t (SUV), Alberta license plate BSC 638 at the time of her disappearance.

Robertson is described as a Caucasian female with blue eyes, short grey hair and wears glasses. She is 5’5” tall with a stocky build and was last seen wearing a white sweater, pants (unknown colour) with white shoes.


Missing: Arletta Robertson, 81

 Robertson requires medication and as such, there are concerns for her well-being.

Investigators release surveillance video of suspect involved in distribution of hatred flyers

The Edmonton Police Service Hate Crimes Detail is releasing video surveillance today of an individual they believe may be responsible for the recent distribution of hatred flyers across the city.

Hate Crimes Detail is conducting an investigation into the Willful Promotion of Hatred, contrary to Sec. 319(2) CCC.

During the month of October and early November, hatred flyers were distributed and placed in residential mail boxes throughout Edmonton.

Multiple residents have observed the suspect, and provided a consistent description of a lone male, which has been corroborated by surveillance from a north-end residence in Evansdale on Oct. 22, 2016.

The consistent suspect description, as well as content of the flyers, leads investigators to believe that the same suspect is responsible for all of the incidents. The suspect is described as a (see image below):

  • Black Male.
  • Medium build.
  • Approx. 5’8” to 6’0” tall.
  • Dark, bold-framed glasses.
  • Dark, hooded sweatshirt.
  • Two tone, skateboard-styled shoes.
  • Backpack.

Police seek witnesses to assault on woman in shopping centre parking lot

The Edmonton Police Service is asking for the public’s assistance in locating a male suspect responsible for an alleged random assault on a woman that occurred Sunday in a southwest Edmonton parking lot.

Southwest Division patrol officers responded to a report of an assault on Sunday, Nov. 27, 2016, at approximately 4:45 p.m. It was reported to police that a woman was physically assaulted by a man in a Windermere shopping centre parking lot near 62 Avenue and Currents Drive. 

The incident occurred as the woman stepped from her vehicle, which was parked between the Shell gas station and Staples. A male suspect approached the woman, at which time it is alleged he slapped the woman in the face, while screaming obscenities at her.

The suspect is described as being a thin, Caucasian male, 50 to 55 years of age, between 6'0" and 6'3" tall with black hair and brown eyes.

The male suspect was last seen driving away in a full size, older model grey van believed to be a Ford E250. The vehicle included a bogus license plate on the front of the vehicle that contained the word “RIPPER”. The vehicle also had a sliding door on the passenger side.

Investigators believe there were numerous customers in the Windermere parking lot at the time of the assault.

Police ask for assistance to locate suspect wanted on over 50 warrants

The Edmonton Police Service is asking for the public’s assistance in locating a man who is wanted on over 50 warrants.

Ivan Cory Cardinal (also known as Ivan Dumais), 38, has outstanding warrants in Edmonton and Bonnyville for break and enter, possession of stolen property, disqualified driving, failing to attend court, possessing identity documents and firearms offences.   

Cardinal is known to frequent west Edmonton and south Edmonton. He may be in possession of stolen vehicles or a white GMC Jimmy.

Edmonton Drug and Gang Enforcement Unit takes more drugs off the street

The Edmonton Drug and Gang Enforcement (EDGE) Unit arrested a male and took drugs out of circulation that were headed to our city streets.

Police conducted a search warrant on Monday, Nov. 28, 2016 at a residence in the area of 119 Avenue and 85 Street in relation to an on-going investigation.

Police seized the following from the residence:  

  • More than $52,000 in Canadian currency.
  • 504.2 g Cocaine hydrochloride with a street value up to $50,402.
  • 89.2 g Cocaine Base with a street value up to $8,920.
  • 102.5 g of methamphetamine with a street value up to $10,250.
  • 195.4 g of MDMA with a street value up to $ 5,632.
  • 56 Fentanyl pills with a street value up to $2,260.
  • 36 Codeine pills with a street value up to $180.
  • 4 Xanax pills with a street value up to $20.
  • 2011 Mercedes Benz GLK350 was seized under civil forfeiture.
  • Three watches including a Rolex worth $25,000.

“Any amount of drugs off of our city streets means that a life was potentially saved,” says Acting Insp. Kevin Berge with EDGE Unit.

Recently, the EPS has responded to a number of sudden deaths that are suspected to be linked to Fentanyl. The Edmonton Medical Examiner’s Office is yet to confirm the cause of deaths, pending toxicology results.

The EPS wants to remind the public of the potent dangers of using drugs. This year, the EPS has responded to over 300 overdose-related calls for service.

“You can never know what you could be ingesting,” says Berge.

Innovative collision software increases EPS efficiency

The Edmonton Police Service is now able to create electronic collision reports on scene, thanks to a new mobile application called, eCruiser.

Designed specifically for computers in police vehicles, eCruiser was developed by Alberta Transportation in collaboration with the EPS. The purpose of the mobile software is to reduce extra paperwork and administrative duties, so officers can respond other calls-for-service.

Motorists will notice two changes related to their collision report: how they access their copy of the report, and the amount of personal information provided. Electronic reports are now easily available online (http://ift.tt/2gBIVsR), making them easier to access. In accordance with privacy laws, motorists will only be able to view their own personal information, not the contact information of other parties involved.

EPS is the second police agency in Canada (the first in Alberta) with the ability to create mobile electronic collision reports. The Calgary Police Service will be implementing the software by the end of the year. Alberta Transportation is making eCruiser available to all police agencies in the province.

Benefits of eCruiser:

  • Collision reports are more legible, with increased accuracy.
  • Reduced time to process a collision report.
  • An electronic map automatically plots the location of the collision.
  • Report approval time is more efficient.
  • Eliminates hard copy reports, everything is available online.

Fatal collision involving pedestrian and bus under investigation

The Edmonton Police Service is investigating a fatal collision that claimed the life of a 14-year-old female yesterday evening.

On Saturday, Nov. 26, 2016 at approximately 7:40 p.m., officers from Northeast Division responded to a report of a collision involving a pedestrian and an unknown vehicle in the area of 137 Avenue and 40 Street.   

It is reported a 14-year-old female pedestrian was crossing 137 Avenue southbound on 40 Street in a marked crosswalk. Through investigation by the EPS Major Collision Investigation Unit, it was determined the pedestrian was struck and dragged a short distance by an Edmonton Transit System bus making a left (eastbound) turn onto 137 Avenue from southbound on 40 Street.

Police believe the ETS bus unknowingly struck the pedestrian; the bus did not stop and wait at the scene following the collision. Emergency Medical Services attended the intersection and the pedestrian was declared deceased.

The ETS bus believed to be involved in the collision was located at Coliseum Station a few hours later.

The EPS Major Collision Investigation Unit continues to investigate. Charges have not been laid at this time. Speed and alcohol are not believed to be factors in the collision.

This is Edmonton’s 24th traffic fatality of the year.

Police investigating armed bank robbery in northeast Edmonton

The Edmonton Police Service is investigating an armed bank robbery that occurred Friday evening in northeast Edmonton.

At approximately 7:10 p.m. on Friday, Nov. 25, 2016, police received a report of a bank robbery in the area of 93 Street and 137 Avenue. It is reported two black males wearing black hoodies entered a bank and then fled on foot with an undisclosed amount of money. One suspect allegedly brandished a firearm during the robbery.

Police believe a third black male seen fleeing the scene may also be connected to the robbery.

Officers contained and searched two residences in northeast Edmonton in relation to the investigation. The suspects were not located.

Northeast Division officers and EPS Robbery Section continue to investigate.

Mother, newborn baby girl, in serious but stable condition following emergency surgery, after being struck by vehicle

A 25-year-old pregnant Edmonton woman struck by a vehicle Thursday evening remains in serious but stable condition in hospital, after undergoing various surgeries including an emergency C-Section to save her baby.

Thankfully, the woman gave birth to a healthy baby girl Thursday evening, and both remain in hospital and under the watchful eyes of medical staff today.

The woman, 36 weeks pregnant at the time, was treated on scene and rushed to hospital by paramedics, after being struck by a 2014 Toyota Highlander SUV in a marked crosswalk near 114 Street and Kingsway Avenue.

Northwest Division patrol officers initially responded to the collision scene at approximately 6 p.m. Thursday, Nov. 24, 2016, where upon arrival they found the female pedestrian lying in the eastbound lanes of Kingsway Avenue.

It was reported to police the female pedestrian was walking southbound across Kingsway Avenue when the vehicle allegedly struck her as she made her way across the three eastbound lanes.

Major Collision Investigation Unit has since taken over the case, and continues to investigate. No charges have been laid, at this time, against the 57-year-old female driver of the Toyota Highlander.

Although the investigation remains in its preliminary stages, neither speed nor alcohol are believed to be factors in the collision.

The family of the complainants has requested privacy, while the mother and baby recover in hospital.

EPS charge three suspects in relation to counterfeit money

With the holiday season quickly approaching, the EPS has received numerous complaints about counterfeit money.

On Saturday, Oct. 15, 2016, West Division received a complaint regarding counterfeit Canadian currency. During the investigation, police found many $100 bills with the same serial number.

On Saturday, Nov. 19, 2016 police conducted a search warrant in the area of Winterburn Road and West View Boulevard. Police found numerous identity documents, debit and a credit card reader, ID maker and counterfeit money. Two individuals were arrested on site.

A second search warrant was conducted in the area of 154 Street and 84 Avenue, where a third individual was arrested. Police seized scanners, printers, counterfeit bills and other supplies relating to counterfeiting at this location.

James Richards White, 31, was charged with possess counterfeit money, uttering counterfeit money (x4) counts, fraud (x4) and possess identity documents.

Amy Alana Actmishuk, 32, was charged with possess counterfeit money, breach of firearms prohibition, possess prohibited weapon, making counterfeit money, having instruments for counterfeit and breach of probation (x2).

Travis Kale Dergousoff, 28, was charged with making counterfeit money, uttering counterfeit money (x2), having instruments for counterfeit, and possess prohibited weapon.

Police continue to investigate and additional charges are pending.

“We believe there are still numerous counterfeit bills in circulation in the Edmonton area,” says Acting Staff Sgt. Scott Abbott with West Division. “If anyone comes across some suspicious money, they are asked to contact police.”

Police request public’s help locating missing 73-year-old man

The Edmonton Police Service is requesting the public’s assistance locating a missing 73-year-old man who was last seen yesterday evening.

John Nielsen, 73, was last seen in the area of 104 Avenue and 135 Street when he left a residence on foot at approximately 7 p.m. on Wednesday, Nov. 23, 2016.

Nielsen is described as a Caucasian male with hazel eyes and short, white/grey hair and beard. He is 6’1” tall, approximately 165 lbs. and was last seen wearing a dark blue/green sweatshirt, dark brown chino pants and black sandals with white socks.

Nielsen’s disappearance is considered out of character and as such, there are concerns for his well-being. He is known to frequent Laurier Park in west Edmonton.

Suspect apprehended in relation to string of arsons

The Edmonton Police Service has apprehended a male in his 20s in relation to a string of arsons over the last few days in southwest Edmonton.

On Sunday, Nov. 20, 2016 at approximately 7:45 a.m., southwest patrol officers were called to an alley north of 109 Street and 51 Avenue on the report of a fire. When officers arrived, they located remnants of a small structure fire.

The next day, on Monday, Nov. 21, 2016, at approximately 6 a.m., police were called to the same area where they located a jeep that had been set on fire.

Shortly thereafter, at approximately 7:30 a.m., officers located a motorhome engulfed in flames in the alley.

Today, Tuesday, Nov. 22, 2016, at approximately 3 a.m., police were once again called to the same alley where they located garbage and a fence that had been set on fire.

Later in the morning, around 8 a.m., southwest officers were proactively patrolling the area where the suspected arsons had taken place, when they spotted a pile of wood and shed on fire.

When officers approached the scene they witnessed a suspicious male leaving the area on foot. After further investigation, the male was apprehended without incident and taken into custody.

Charges are pending against the 23-year-old male, who is believed to be responsible for all five arsons in the area.

The EPS Arson Unit continues to investigate.

Former HSBC employee charged in $3-million bank fraud

An Edmonton man is facing multiple charges for allegedly defrauding a financial institution of more than $3 million.

The frauds are alleged to have occurred over a five-year period between 2004 and 2008 at an Edmonton branch of HSBC Bank Canada.

Economic Crimes Unit investigators believe Theodore (Ted)/Franklin Glade, 61, a former employee of HSBC Canada, engaged in a range of methods that saw the fraudulent diversion of millions of dollars into accounts that were controlled by Glade and his former life partner, Edmund Leonardo, 59.

“This was an individual that is alleged to have used his senior position and authority at a financial institution to defraud his employer of a significant amount of money,” said Staff Sgt. Sid Kingma, of the EPS Economic Crimes Unit.

Investigators arrested and charged Theodore (Ted) Franklin Glade on Nov. 2, 2016 with:

-       Fraud over $5,000.

-       Theft over $5,000.

-       Forgery.

-       Utter forged documents.

-       Launder proceeds of crime.

-       Theft over $5,000 (x3).

-       Personation to gain advantage.

A Canada-wide warrant has also been issued for Edmund Leonardo, for five fraud-related offences.

Leonardo is known to frequent the Greater Vancouver area and the Philippines, his birth country.

Edmonton man facing human trafficking charges involving teen girl

An Edmonton man is facing multiple human trafficking-related charges, including sexually exploiting a girl under the age of 18 for profit.

Vice Section detectives with the assistance of various EPS resources arrested Lexis Andrew Goyda, 24, of Edmonton, following a 10-week investigation into the accused’s alleged involvement in the sexual services industry.

Goyda is facing charges of:
- Procuring (x2)
- Material benefit from sexual service (x2)
- Advertise sexual services (x3)
- Procuring under 18 years of age
- Trafficking of a person under 18 years of age
- Material benefit from sexual services of a child
- Sexual exploitation
- Cause a child to be in need of protective services (CFE)
- Possession of a controlled substance (CDSA)

Investigators are releasing Goyda’s photo publicly, as they believe there may be other females, including girls under the age of 18, that have been exploited by the accused, both in Calgary and Edmonton.

Public information and warning: Violent Sexual Offender Released

In the interest of public safety, the Edmonton Police Service is issuing the following warning. Kenny Beaver is considered by police to be a violent sexual offender who poses a risk of significant harm to the community.

Beaver will be residing in the Edmonton area. The Edmonton Police Service is seeking a recognizance order on Beaver and he will be closely monitored by the Behavioural Assessment Unit of the Edmonton Police Service.

The Edmonton Police Service is issuing this information and warning after careful deliberation of all related issues, including privacy concerns, in the belief that it is clearly in the public interest to inform the members of the community.

Police seek assistance to identify suspect in sexual assaults

The Edmonton Police Service is asking the public to help identify a suspect in three reported sexual assaults that occurred on Nov. 8 and 9, 2016.

A female complainant reported that on Nov. 8, 2016, at approximately 6:20 p.m., while walking through a parking lot in the area of 146 Avenue and 25 Street, she was groped by a male.  

A second female complainant reported to police that she was walking from the Clareview LRT station to the Clareview Recreation Centre around 7:30 p.m. on Nov. 8, 2016 and a male approached her from behind and groped her.

A third female complainant reported to police that while running to catch a bus at 137 Avenue and 27 Street, around 9:40 a.m. on Nov. 9, 2016,  a male approached her from behind and groped her.

The suspect is described as a Caucasian male of slim build, with a light/fair complexion, between 5’7”- 5’8” in height, with dark eyes, short brown hair and a full beard/moustache. He is believed to be between 30 and 35 years old, and was wearing a black or dark toque in all three incidents, with either a brown Carhart-style jacket or a light-coloured jacket with layers.

Man dies in hospital, following vicious early-morning assault

Homicide detectives are investigating the death of a 42-year-old man who died in hospital Sunday afternoon, as a result of injuries sustained during a vicious assault earlier that morning.

Northwest Division patrol officers responded to a call for assistance near 97 Street and 119 Avenue on Sunday, Nov. 13, 2016, where upon arrival they found a male lying unconscious on the sidewalk.

It was reported to police that two males were walking down 97 Street at approximately 3:20 a.m., Sunday, Nov. 13, 2016, when they were approached by four male and two female suspects. It is alleged that the suspects - not known to the complainants - then attempted to start a fight with the two men, who ignored the suspects and continued to walk away.

The suspects then reportedly assaulted the men, repeatedly punching one of the men in the face, while pushing the other to the ground, before repeatedly kicking the 42-year-old male in the head.

The suspects are believed to have fled the scene on foot, leaving the one male complainant in an unconscious state on the ground and the second male complainant with minor injuries.

Paramedics arrived on scene and were able to revive the 42-year-old male, before transporting him to hospital, where he would later succumb to his injuries Sunday afternoon.

The Medical Examiner has since conducted an autopsy on the deceased, confirming that Leonardo Duran Ibarez, 42, of Colombia, died as a result of injuries consistent with severe head trauma.

This is Edmonton’s 40th homicide of 2016.

Police seek public’s assistance to ID armed robbery suspect

The Edmonton Police Service is asking for the public’s assistance to help identify a man allegedly involved in a number of personal armed robberies.

On Saturday, Oct. 22, 2016, at approximately 2:20 p.m., it was reported to police that an unknown male attended a sporting goods store in the area of 153 Avenue and 37 Street and allegedly stole a firearm.

Later that evening, around 11 p.m., a bystander was approached in the area of 162 Avenue and 134 Street by an unknown male suspect requesting a ride. Upon acknowledgement, the suspect presented a firearm and demanded money before fleeing the area on foot with an undisclosed amount of cash.

The next evening, on Oct. 23, 2016, at approximately 8:30 p.m., it was reported that a male taxi driver picked up an unknown male from the area of 38 Avenue and 91 Street and drove him to the area of 134 Street and 162 Avenue. Upon arrival, the suspect presented a firearm and demanded money before fleeing the area on foot with an undisclosed amount of cash.

The following morning, on Oct. 24, 2016, at around 9:30 a.m., it was reported that another male taxi driver picked up an unknown male suspect from a restaurant in the area of 128 Street and 161 Avenue and drove him to the area of 133 Street and 164 Avenue. Upon arrival, the suspect presented a firearm and demanded money before fleeing the area on foot with an undisclosed amount of cash.

The EPS is releasing the following photos of the suspect in hopes of identifying him. The same suspect is believed to be involved in all four incidents.

“If you know anything about this man, we would like to hear from you,” says Lee.  

The suspect is described as a black male, with short black hair and dark eyes, believed to be in his mid-20s.

This individual is considered to be armed and dangerous and should not be approached.

Graduation day for Edmonton Police Service Recruit Training Class #135

Edmonton Police Service Recruit Training Class #135 will be graduating at a prestigious ceremony filled with pride and tradition at City Hall on Thursday afternoon.

 

 

Police Chief Rod Knecht will be joined at the ceremony by Cathy Palmer, Chair of the Edmonton Police Commission, EPS senior management, and representatives from other law enforcement and emergency response agencies. 

 

The program will include a formal procession by the EPS Honour Guard, performances by the EPS Pipes and Drums and the EPS Chorus, colourful flag and marching drills, comments from EPS members and special guests, and diploma presentations.  Recruit class members will also receive recognition awards for demonstrating excellence in: problem solving, officer safety, academics, humanitarianism, fitness, and the trainers’ choice category. 

 

The 30 recruits (24 males, six females, and two police service dog teams) come from a variety of backgrounds from across Canada and abroad.  The recruits have completed a year of intense academic and field development training and assessment, and are now full-fledged police officers committed to making Edmonton the safest major city in Canada.

 

 

Members of the public and media are invited to join family and friends at the graduation ceremony and wish the new graduates well.

Police searching for missing 52-year-old man

The Edmonton Police Service is asking the public to help locate a missing 52-year-old man who walked away from his residence around 6:30 p.m. yesterday (Friday, Nov. 4, 2016).

He was last seen in the area of 33 Avenue and 68 Street. 

Darren Panaktalok, 51, functions at a cognitive level of a child and also requires medication, without which he may become epileptic. There is concern for his health and safety. 

 

Panaktalok is 5'5" tall and weighs about 130 lbs. He has short black hair with a buzz cut and scruffy facial hair. He was wearing a light-coloured T-shirt with a Canadian flag logo, dark sweatpants and a grey winter jacket. He may be travelling south towards Pigeon Lake.

Police investigate after pedestrian struck in marked crosswalk

The Edmonton Police Service is investigating a collision that occurred late Wednesday evening north of Whyte Avenue, which sent a female pedestrian to hospital with very serious injuries.

Southwest Division patrol members responded to a collision near 86 Avenue and 104 Street at approximately 10:30 p.m., Wednesday, Nov. 2, 2016, where they found a 34-year-old female pedestrian lying on the ground in a marked crosswalk.

Witnesses told police the 34-year-old complainant and a friend were walking eastbound across 104 Street at a marked crosswalk when the complainant was struck by a 2008 Jeep Liberty in the far west lane.

It was reported to police the Jeep Liberty had stopped to let the pedestrians cross 104 Street, when it was allegedly struck from behind by another vehicle, a 2016 White GMC Savanna, pushing it forward where it collided with the first pedestrian.

The female complainant was treated and transported to hospital by paramedics with very serious, but non-life threatening injuries. Neither driver was injured, though both vehicles sustained significant damage.

Officers from the EPS Major Collisions Investigation Unit have since taken over the investigation. Although the investigation is preliminary at this time, officers do not believe alcohol or drugs were factors in the collision.

Charges, however, are pending against the driver of the GMC Savanna.

Autopsy complete in latest suspicious death

The death of a man found unresponsive in a suite early Monday has been confirmed as a homicide.

At approximately 4:30 a.m. on Monday, Oct. 31, 2016, West Division Patrol officers responded to a residence in the area of 156 Street and 87 Avenue and located an unresponsive male in a suite.

An autopsy was completed on Tuesday (Nov. 1, 2016) and the Edmonton Medical Examiner confirmed that Kendall Dale Rowan, 26, died as a result of a stab wound.

The EPS Homicide Section does not have anyone in custody at this time.  The investigation continues.

This is Edmonton’s 39th homicide of 2016.

EPS conducts proactive traffic enforcement on major thoroughfares

The Edmonton Police Service Specialized Traffic Operation Section along with the RCMP, Alberta Sheriff Capitol Region Integrated Traffic Enforcement Unit conducted proactive traffic enforcement on major thoroughfares for 24-hours on Thursday, Oct. 27, 2016.

This traffic enforcement initiative took place city-wide. Major thoroughfares that were patrolled included Whitemud Drive, Anthony Henday Drive, Manning Drive, and Yellowhead Trail (Hwy 16) to target high risk activities of road users.

“We organized a safe driving campaign to address a number of complaints received by the EPS and the Office of Traffic Safety (OTS),” says Sgt. Kerry Bates, EPS Traffic Safety Coordinator. “In partnership with our regional law enforcement agencies, we educated drivers and addressed high risk driving activities.”

Some of the high risk driving activities addressed included:

  • Aggressive driving (speeding, racing and other moving violation charges)
  • Distracted driving (careless, fail to yield and driving with hand held devices)
  • Occupant restraints
  • Impaired driving and driving while prohibited
  • Other provincial traffic statutes

A total 288 speeding violations were issued, 58 other traffic violations, five warrants were executed, and four vehicles were seized within the 24-hour period.   

“The combined effort by all traffic enforcement members involved made this initiative a success,” says Sgt. Bates.

Crime Free Multi-Housing program celebrates 300th property certification

The Edmonton Police Service (EPS) has certified the 300th multi-family property in its Crime Free Multi-Housing (CFMH) program that helps keep illegal activity out and residents safe.

The milestone comes 15 years after the EPS launched the program in Edmonton, which became the first city in Alberta to participate in the accredited North American safety program.  The CFMH program is now coordinated in partnership with the City of Edmonton Landlord and Tenant Advisory Board (LTAB).    

 

“The program’s longevity and success are due in large part to the cooperation and support of the property managers and residents,” says EPS Acting Sgt. Amanda Trenchard.  “At one time, it was police going it alone and trying to control crime at problem properties, now it’s the reverse where landlords and tenants are taking ownership and not tolerating criminal behaviour.  Quite literally, we’re now able to get in on the ground floor and that's making all the difference.”

 

When illegitimate users or other destructive residents operate out of a multi-family property, landlords and tenants can pay a high price, and neighbourhoods can suffer as well.  Typically, there is an increase in property and violent crimes, along with increased fear and frustration.

 

The goal of the Crime Free Multi-Housing program is to introduce crime prevention techniques to multi-housing properties to reduce the likelihood of criminal activity.  This is achieved by training building managers to create crime-free buildings, conducting a security audit of the building, and offering residents a safety social event so they can learn ways to look out for one another and create a sense of community within their multi-family property. 

 

The CFMH program has fostered positive relationships between property managers, residents and police, empowered individuals to take action in their community, created safer environments, and reduced the number of crimes reported. 

 

 

The EPS did a comparison of the calls for service to two neighbouring multi-family rental properties in the area of 118 Avenue and 89 Street, where one property has participated in the CFMH program since 2010, and the other property has never participated.  Between September 2010 and June 2016, police were dispatched 60 times to the non-participating property, while police were only dispatched 10 times to the CFMH property.  More significantly, there were no reports of violence at the CFMH property.

 

One property manager who has participated in the program for over 10 years comments, “I find that residents feel more secure, and as a manager, I know that I will not be dealing with any individuals that are drug impaired or have gang connections.  Should a problem arise, I have the support of the Edmonton Police Service.”

 

The program also helps to identify civil processes under the Residential Tenancies Act that can be used to reduce crime or other nuisance activity.  These processes include applicant pre-screening, residential tenancy addendum agreements, mediation services, and offering training and educational resources. 

 

“The Crime Free Multi-Housing program has been of great benefit to all involved, and has helped to improve the relationship between landlords and tenants,” says Judy Downey, Supervisor of the Landlord and Tenant Advisory Board.  “It meets our mutual goals of having safe, appropriate and affordable housing in Edmonton, but more importantly, it provides peace of mind and quality of life.”
