Police seek public’s assistance in locating missing 31-year-old man

The Edmonton Police Service is asking for the public’s help in locating a missing man who was last seen around 4 p.m. on Wednesday, Aug. 24, 2016.

Wen Fu Guan, 31, is described as a Chinese male with glasses, dark brown eyes and black hair. He is approximately 5’6” tall and weighs approximately 120 lbs.

Guan was last seen leaving his residence, driving a white Mitsubishi Outlander (2003 model), Alberta license place BRL 4979. Officers are asking the public to report any sightings of this individual or vehicle to police.

Guan’s disappearance is out of character and there are concerns for his well-being.

Search warrant leads to prescription drug seizure, trafficking charges

Officers from Downtown Division seized more than $15,000 in prescription drugs and laid several trafficking charges during a Controlled Drugs and Substances Act search warrant executed earlier this week.

On Wednesday, Aug. 24, 2016 at approximately 6:30 p.m., officers from Downtown Beats and Tactical Section executed a search warrant on a residence in the area of 92 Street and 110A Avenue. Police seized 344 prescription pills from the house.

The drugs included lorazepam, oxycodone, dilaudid and hydromorph contin (total street value of $10,320), and an additional 37 full medication bottles of non-controlled pills.

Officers also located and seized a stolen laptop, body armour, a prohibited push-dagger and a knife, numerous empty pill bottles and drug trafficking score sheets.

The suspect connected to the investigation, Jules Bimazubute, 46, was arrested outside the residence earlier Wednesday afternoon after police observed him participating in a drug transaction. He was found in possession of 63 dilaudid pills (street value of $1,890). One hundred oxycodone pills ($3,000 street value) were also located during a related vehicle search.  

Bimazubute has been charged with possession for the purpose of trafficking (x4), possession of stolen property under $5,000, possession of an offensive weapon dangerous to the public, possession of body armour without valid permit and unauthorized possession of a prohibited device.

Officers have executed a number of investigations in downtown Edmonton over the summer to counter drug trafficking activity, resulting in positive feedback from citizens.

“We announced the results of this search warrant at a neighbourhood safety meeting earlier this week and community members cheered at the news,” says Acting Sgt. Chris Weir with Downtown Beats. “It’s great to get that kind of feedback. We’re committed to working with these communities and reducing crime in the downtown core.”

3,583 violations issued during Operation 24 Hours

Edmonton Police Service officers and City of Edmonton automated enforcement handed out 3,583 violations during Operation 24 Hours earlier this week.

Throughout the 24-hour campaign on Wednesday, Aug. 24, 2016, a total of 3,213 speeding tickets were issued by EPS officers and automated enforcement. Traffic Safety Act violations, such as equipment and seatbelt infractions, accounted for 301 of the total, along with 44 automated red light violations. Officers issued 25 charges for Criminal Code offences.

A traffic stop was conducted in west Edmonton after police identified a vehicle with a mismatched licence plate. The male driver of the vehicle provided a false name to officers. Further investigation revealed the man had 41 warrants for his arrest, and he was found in possession of multiple identity documents. He was arrested and is now facing more than 20 new charges.

Police stopped a number of excessive speeders during the enforcement blitz. The driver of a GMC Yukon travelling 56 km/h over the posted speed limit on Anthony Henday Drive near Manning Drive was issued a compulsory summons ticket. Another vehicle was stopped for travelling 114 km/h on the James MacDonald Bridge, a 60km/h zone.

The 3,583 violations issued on Aug. 24, 2016 is a 41 per cent increase from 2,534 violations issued during the August 2015 campaign.

The Edmonton Police Service and the City of Edmonton coordinate regular enforcement campaigns throughout the year, such as Operation 24 Hours, to improve traffic safety on Edmonton’s roadways.

Daycare owner charged with assault

A daycare owner has been charged after police received a complaint involving two young children.

Edmonton Police Child at Risk Response Team (CARRT) launched an investigation on Tuesday, July 19, 2016 when Child Care Licensing provided information that two young children (under the age of five) were allegedly assaulted while in care of Urban Kidz Child Care – a daycare in northeast Edmonton.

The children did not sustain any physical injuries. Police believe this was an isolated incident and there are no other complainants.

Uzma Nasim, 34, owner of Urban Kidz Child Care, was arrested and charged on Sunday, Aug. 14, 2016 with aggravated assault and assault.

ASIRT investigating EPS in-custody death

ASIRT is investigating an incident that occurred yesterday evening.

At approximately 9:45 p.m. on Thursday, Aug. 18, 2016, Southwest Division officers responded to a report of an aggressive male at a residence in the area of 106 Street and 47 Avenue.

When officers arrived, they found a male who was wanted on a Canada Wide Warrant for being unlawfully at large. He also appeared to be under the influence of either drugs or alcohol.

Police believe the male consumed a quantity of pills and threw the bottle from the balcony.

Shortly thereafter, the male appeared to be in medical distress and was placed in the recovery position. EMS treated and transported the male to hospital, where he died a short time later.

The EPS will not be providing further comment as the Alberta Serious Incident Response Team (ASIRT) has taken the lead in this investigation.

Police seek public’s assistance locating missing man

The Edmonton Police Service is asking for the public’s help locating a missing man who was last seen in Edmonton in the early hours of Saturday, August 13, 2016.

Mathew Allan Tomm, 40, is described as a Caucasian male with brown hair and hazel eyes. He is 6’0” tall and weighs approximately 160 lbs. He was driving a grey, 4-door Nissan Versa (2012 model), Alberta license plate BJR 0222

While there are no indications of foul play, there are concerns for Tomm’s well-being.

EPS shares new policing data with public

The Edmonton Police Service is launching an online dashboard this morning that provides detailed crime statistics and performance data for the public – a first of its kind for a Canadian policing agency.

The EPS dashboard will go live at 9:30 a.m. (Aug. 18, 2016) at http://ift.tt/2b3Jv2x and is compatible for viewing on any device such as a smartphone or tablet. The dashboard was created internally by EPS in collaboration with the City of Edmonton.

“We want to continue to be as transparent as we can by openly sharing crime data, statistics and performance measures with the public,” says Supt. Chad Tawfik, of EPS Office of Strategy Management.

The dashboard provides results for policing topic areas at a glance and users can click through to each area to learn more with measure descriptions, visualizations of historical data and supporting metrics, and links to additional information. Users can also access all underlying dashboard data on the City’s Open Data Portal (data.edmonton.ca) to share, download and comment on.

“We were very pleased to collaborate with EPS to help them host their dashboard,” says Wendy Gnenz, Branch Manager, Open City and Innovation. “It is partnerships like this that help grow the Open City Initiative by providing residents and businesses with access to information that is important to them.”

In addition to the public information available currently (such as response times and levels of crime and disorder), citizens can now also get information on: domestic violence occurrences, impaired driving incidents, traffic injury rate, number of persons with criminal warrants, and the police to population ratio through the dashboard.

“Beyond the broad scope of data being released, the best part of this platform is how easy it is for the public to now access our data, make comments, ask questions and put forward requests for other policing data they would like to see made available,” says Cal Schafer, Strategic Analyst with EPS.

This data complements the Neighbourhood Crime Mapping application (launched in 2009) which gives citizens daily updated maps and statistics for eight violent and property crime indicators. The crime maps can be found at http://ift.tt/10sPi1L

EPS investigating early morning fatal single vehicle collision

The EPS Major Collision Investigation Unit is investigating a traffic fatality involving a single vehicle that occurred this morning.

On Wednesday, Aug. 17, 2016, just before 1 a.m., the Edmonton Police Service responded to a single vehicle collision. A vehicle was travelling westbound on the Anthony Henday where it lost control just east of 91 Street, entered the centre median and rolled into the eastbound lanes.

Police found a 27-year-old female on the roadway that was ejected from a 2007 Chevrolet Cobalt. EMS treated and transported the female to hospital where she died.

Police continue to investigate and believe the driver was not wearing a seatbelt. Alcohol may be a factor in the collision.

This is the 17th traffic fatality in Edmonton this year.

Public information and warning

In the interest of public safety, the Edmonton Police Service is issuing a warning about Clifford Berard, 44, who was released yesterday evening (Aug. 15, 2016) from the Edmonton Remand Centre.

Berard has previous convictions for sexual and violent offenses and is known to have infectious diseases. The Edmonton Police Service considers Berard to be a violent sexual offender who poses a risk to the community.

Berard will be residing in the Edmonton area and the Edmonton Police Service is seeking a recognizance order on Berard who will be closely monitored by the EPS Behavioral Assessment Unit.

The Edmonton Police Service is issuing this information and warning after careful deliberation of all related issues, including privacy concerns, in the belief that it is clearly in the public interest to inform the members of the community.

Composite sketch and video still released of Saskatchewan Drive assault suspect

The Edmonton Police Service is releasing a composite sketch and video still of a suspect connected to an alleged assault on Saskatchewan Drive last week.

Officers from Southwest Division responded to the area of 116 Street and Saskatchewan Drive after an assault allegedly occurred at approximately 11:45 p.m. on Friday, Aug. 5, 2016.

It is reported a woman was walking along Saskatchewan Drive when she was grabbed, choked to unconsciousness and dragged into the bushes north of the walking path. Bystanders approached to assist the woman and the man allegedly fled the area on foot.

The woman was transported to hospital with serious injuries sustained during the assault. She has since been released from hospital.

The suspect has been described as a dark-skinned male, 23-35 years of age, approximately 5’7” to 5’11” tall with short, black hair, a thin, black beard and average to stocky build. He is pictured in the video still below, captured from a camera in the area.

Man found dead in apartment suite last week Edmonton’s 30th homicide

The death of a 31-year-old man who was found in an apartment suite last week has been declared Edmonton’s 30th homicide of 2016. Officers from EPS West Division were called to a report of a sudden death in an apartment suite in the area of 111 Avenue and 132 Street at approximately 12:05 a.m. on Thursday, Aug. 4, 2016. A 31-year-old man was located deceased in the residence.  The death was not considered suspicious at the time.

The Edmonton Medical Examiner conducted an autopsy later that day and identified the man as Mahamat Adam Hosky, 31. His cause of death will not be released at this time to protect the ongoing investigation. 

Investigation by the EPS Homicide Section has now determined the manner of death to be a homicide. Detectives are looking to speak with anyone who has information about the man’s death.

Edmonton man facing sexual assault charges; police seek additional complainants

The Edmonton Police Service has laid charges against a 29-year-old man in connection to three alleged sexual assaults and police believe there may be other complainants.

Matthew McKnight, 29, is charged with sexual assault causing bodily harm, sexual assault (x2) and unlawful confinement.

On Apr. 1, 2016, it was a reported that a 17-year-old female left a bar in the area of 107 Street and Jasper Avenue with friends to attend McKnight’s residence for an ‘after party,’ where she was allegedly sexually assaulted.   

Just over two weeks later on Apr. 16, a 22-year-old female also left a bar in the area of 107 Street and Jasper Avenue. The female then attended the residence of McKnight with friends, where she was allegedly sexually assaulted.

The third incident is believed to have occurred on July 6, 2016, when a 21-year-old female left a bar in the area of 106 Street and 82 Avenue and attended McKnight’s residence where she was allegedly sexually assaulted.

Detectives from the Edmonton Police Service’s Sexual Assault Section began investigating the alleged sexual assaults after a complainant reported an incident to police on Apr. 1, 2016.

Police looking to identify child’s bicycle and helmet

The Edmonton Police Service is requesting the public’s help identifying a child’s bicycle and helmet that were found in northwest Edmonton this afternoon.

The bicycle and helmet, pictured below, were located on the ground in the area of 142 Street and 167 Avenue at approximately 1:50 p.m. today (Wednesday, Aug. 10, 2016).

Man in stable condition following shooting

The Edmonton Police Service responded to a weapons complaint last night that sent one man to hospital with gunshot wounds.

A report of shots fired in the area of 112 Avenue and 94 Street was called in to police at approximately 9 p.m. on Tuesday, Aug. 9, 2016. Officers responded and located a male in the area of 111 Avenue, between 94 and 95 Street. He had sustained gunshot wounds. The man was treated and transported to hospital, where he remains in stable condition.  

Officers from Northwest Division, Tactical Section and Canine Unit responded to the area to search for suspects. No arrests have been made at this time, and police continue to investigate.

Police investigate alleged Saskatchewan Drive assault

The Edmonton Police Service is investigating an alleged assault on a woman that occurred late Friday night in southwest Edmonton.

Officers from Southwest Division responded to the area of 116 Street and Saskatchewan Drive after an assault allegedly occurred at approximately 11:45 p.m. on Friday, Aug. 5, 2016. It is reported a woman in her 20s was walking along Saskatchewan Drive when she was grabbed and assaulted by an unknown male. Bystanders approached to assist the woman and the man allegedly fled the area on foot.

The suspect has been described to police as a dark-skinned male, approximately 25-years-old and 5’11” tall with dark hair.

Police continue to investigate the assault; the suspect has not been identified and no arrests have been made at this time.

The woman was transported to hospital with injuries allegedly sustained during the assault. Further details regarding the injuries are not available at this time.

The Edmonton Police Service is asking for the public’s help locating a missing elderly man who was last seen near EPS Southeast Division this afternoon (Tuesday, Aug. 9, 2016).

James Darwith, 86, went missing from southeast Edmonton this morning. He was last seen near EPS Southeast Division (104 Youville Drive East) at approximately 12 p.m. today

Darwith is described as a Caucasian male with white hair. He was last seen wearing a red T-shirt and beige pants.

While there are no indications of foul play, there are concerns for Darwith’s well-being. He may be disoriented and/or confused.

Bringing police and youth together to communicate one-on-one

Edmonton Police Service officers are connecting directly with youth from Edmonton’s emerging communities this week through the Police and Youth Engagement Program (PYEP). The unique program gives youth and police officers a chance to communicate one-on-one, build positive relationships, and learn from each other.

“PYEP aims to bring police and youth together, remove misconceptions on both sides, build trust, and create a safe space where dialogue can occur,” says Timoro Mohamed, PYEP Coordinator.

PYEP allows youth to become ambassadors within their own respective communities and also expands police knowledge about certain ethno-cultural communities and the issues that affect them.  This is crucial for youth from war-torn countries such as Iraq and Syria who may have trouble connecting with community and police in Edmonton.

“It allows youth to foster positive relationships that can overcome previously held negative opinions about police and their role in the community,” says Mohamed. “As a previous participant, and a person from one of the ethno-cultural communities, my experience has given me a greater understanding of the importance of discourse and positive interactions between youth and the EPS.”

In its third year, PYEP has shown that cultivating positive relationships between youth and police is a successful tactic for keeping youth engaged and away from crime.

“We believe this relationship of trust will carry on in the future and inspire youth to build stronger and safer communities,” says Deputy Chief Brian Simpson.  “We want youth to be excited and empowered to make positive changes in their lives, their communities, and their futures.”

PYEP is a community-led initiative that is supported by the Edmonton Police Service, Edmonton Police Foundation, City of Edmonton, and is coordinated by REACH Edmonton.  The program is offered free of charge to youth leaders who have been selected by Tembo Edmonton from the local Syrian, Iraqi, Eritrean, Ethiopian, Sudanese, Oromo, and Somali communities.

Approximately 43 youths, ages 14 to 17 years, are participating in PYEP from Aug. 8 to 12, 2016.  Over the course of the five-day program, youth will examine community policing issues and be active in finding solutions, as well as receive leadership and police-related training.

UAV almost collides with police helicopter

Edmonton Police Service Air 1 pilots are asking users of Unmanned Aerial Vehicles (UAVs) to be mindful of flight regulations and potential risk to the police helicopter, after a recent near-miss.

On July 8, around 10 p.m. Air 1 was responding to a call in the downtown area when it had a near midair collision with a drone. The pilot of Air 1 was flying in a southeast direction at 1,500 feet and approximately 180-km per hour when he observed what looked like a white quadcopter-style drone with red lights. The UAV passed in the opposite direction of Air One within 50 feet.

“Had the UAV and helicopter collided, it certainly could have been catastrophic and potentially fatal for both crew members of Air 1,” says Const. Brian Griffith of the flight crew. “The Tactical Flight Officer was focused on a monitor in the cockpit yet still observed the drone in his peripheral vision which speaks to how close the UAV passed to the helicopter,” he adds.

Two other smaller UAVs were observed in the same area approximately 30 minutes later.

Transport Canada ‎has been made aware of the regulation infractions and a criminal investigation is ongoing as there are potential criminal charges, as well as charges under the Aeronautics Act.

Man’s death declared homicide; manslaughter charge laid against security guard

The Edmonton Police Service is investigating the death of a man over the weekend that has now been declared the city’s 29th homicide of the year. On Sunday, July 31, 2016 at approximately 4:45 p.m., police were called to the area of 107A Avenue and 96 Street after an injured male was discovered in an alley near a strip mall. Emergency Medical Services attended and the man was declared deceased at the scene. 

The man’s death did not appear suspicious at the time. An autopsy was conducted on Wednesday, Aug. 3, 2016 and the Edmonton Medical Examiner determined Donald Doucette, 51, died as a result of blunt abdominal trauma.

Detectives from the EPS Homicide Section believe Doucette was assaulted and robbed in the alley late Sunday afternoon by a man who was working as a private security guard in the area. 

The security guard, Sheldon Russell Bentley, 35, was arrested on Wednesday, Aug. 4, 2016 without incident. He was charged with manslaughter and robbery

Police are not searching for further suspects. The victim and the accused man were not known to each other.

The name of the company the security guard was working for will not be released.

Drugs, weapons and stolen property seized during search warrants

A man and a woman have been charged in relation to drug, weapon and stolen property offences after the Edmonton Police Service conducted two search warrants over the long weekend. During the evening of Saturday, July 30, 2016, Downtown Division officers and Tactical Section executed a search warrant on a residence in the area of 74 Street and 80 Avenue. Police seized 36 grams of methamphetamine, 96 various pills including oxycodone and morphine, drug scales, a money counter and drug bags from the house. 

A number of weapons were also seized during the search warrant, including three swords, replica firearms, a throwing star, shotgun ammunition and a crossbow. 

The investigation continued with a second search warrant executed on a residence near 153 Street and 44 Avenue during the early morning hours of Monday, Aug. 1, 2016. During the search, police located and seized 92 grams of methamphetamine, 1,356 various prescription pills, a small amount of crack cocaine, a sword, replica firearms, ammunition, approximately $5,200 cash and two stolen mountain bikes.

A man and a woman were taken into custody as they attempted to flee the residence during the second search warrant; they have been charged in connection to the investigation.  

Melanie Dolby, 45, is charged with possession for the purpose of trafficking (x12), careless use of firearm/weapon/ammunition, possession of an offensive weapon dangerous to the public (x2), possession of stolen property over $5,000 (proceeds of crime), possession of stolen property under $5,000 (x2) and possession of a prohibited firearm.

Christopher Jensen
, 43, is charged with the same offences, and breach of recognizance (x3).

The estimated total street value of the drugs, property and cash seized during the warrants is $72,000.

Edmonton Police lay first charge under Quanto’s Law

The Edmonton Police Service has laid its first charge under Quanto’s Law, in addition to numerous drug and firearm offenses after man evaded police last night.

On Tuesday, Aug. 2, 2016 just before 8:15 p.m. EPS Canine Unit observed a suspicious vehicle travelling at a high rate of speed in the area of 127 Avenue and 9 Street. Police attempted to conduct a traffic stop; however the vehicle fled from police heading southbound on Anthony Henday Drive.

Air-1 quickly tracked the suspicious minivan (Dodge Caravan) and observed the vehicle driving erratically in Edmonton, Beaumont and Strathcona County for over an hour. The suspect vehicle was speeding in excess of 120 km/h at times. As the vehicle drove back into city limits, patrol members deployed a spike belt downtown near police headquarters. The vehicle came to a stop in the old Remand Centre parking lot and Canine Unit blocked the suspicious vehicle from driving off again. The driver of the vehicle then fled on foot with 80 g of methamphetamines with a street value of $6,300 but was apprehended by a police service dog (PSD) shortly thereafter.

The driver of the vehicle allegedly assaulted PSD Jagger, resulting in non-life threatening injuries to the dog.

Police recovered a loaded handgun, ammunition, bear spray, a hatchet, and an undisclosed amount of cash from the vehicle.

Ryan James Prystay, 33, is charged with flight from peace officer, dangerous driving, injure or endanger a law enforcement animal, possession for the purpose of trafficking, unauthorized possession of a firearm in a vehicle, possession of a prohibited/restricted firearm, unauthorized possession of a prohibited or restricted weapon, possession of an offensive weapon dangerous to the public(x3), careless storage of firearm/weapon/ammunition (x2), possession of stolen property under $5,000.

The accused is known to police.

The arrest was possible by collaboration between the Edmonton Police Service Canine Unit, Air-1, Traffic Section, patrol units from Northeast Division, Southeast Division, Southwest Division, Downtown Division and the RCMP.
