Police warn about fake cell phones sold on Kijiji

In May and June of this year, the Edmonton Police Service received several complaints from the public that they had been sold fake Samsung cellphones through an online classifieds website.

The cellphones were advertised on Kijiji as brand new, boxed, Samsung S6 cellphones. The buyers met the seller in various public locations in Edmonton and purchased the cellphones for between $450 and $600, paying cash each time. The complainants discovered after purchase that the cellphones were not Samsung S6 phones, but counterfeits that did not function properly.

A Constable in Southwest Division investigated the complaints and found that dozens of these counterfeit cellphones had been advertised for sale on Kijiji in Edmonton within a four-week period. After a two-week investigation, a suspect was arrested and charged with fraud.

Investigations also revealed that the counterfeit cellphones were purchased online from overseas.

An 18-year-old male was charged with two counts of fraud under $5,000.

“If a deal is too good to be true, it most likely is,” says Const. Tyrone O’Dea of Southwest Division, who investigated the frauds. “A buyer should ask a lot of questions about the product, and ask the seller to produce a sales receipt.”

Big ticket event hands out over 2,600 violations

More than 2,600 traffic tickets were issued last week by Edmonton Police Service officers and City of Edmonton automated enforcement during the July 2015 Operation 24 Hours.

In the 24-hour period of the enforcement campaign, which took place on July 28, 2015, 2,229 speeding violations were issued. There were also 374 additional violations, including seatbelt infractions, impaired driving, distracted driving, traffic safety violations and Criminal Code violations.

“Although the summer weather is here for us to enjoy, drivers must not forget the posted speed limit is not just a recommendation,” says Staff Sgt. Randy Loxterkamp with the Edmonton Police Specialize Traffic Operation Section.  “Operations 24 Hours is a reminder to all drivers that road safety collision prevention is paramount.”

There were a total of 2,604 tickets issued for the July 2015 Operation 24 Hours, which is a slight decrease from the 2,808 tickets issued during the June 2015 enforcement initiative.

The Edmonton Police Service and the City of Edmonton Office of Traffic Safety coordinate many educational and enforcement initiatives such as Operation 24 Hours throughout the year to improve traffic safety on city streets.

Online buyers beware: Nine month ticket sale investigation leads to 109 fraud-related charges

The Edmonton Police Service has laid more than 100 fraud-related charges against an Edmonton man in connection to an alleged online ticket sale scam.

In November 2014, the Edmonton Police Service began an investigation into fraudulent ticket sales on Kijiji Canada. Multiple reports to police allege that online buyers were contacted after posting advertisements for wanted event tickets on the classifieds website.

The ticket seller would then allegedly ask the buyer for an electronic money transfer and after receiving payment, fail to provide the agreed upon product.

The investigation led to the arrest of Elias Batraki, a 30-year-old Edmonton resident. Police have laid 109 fraud and impersonation-related charges against the man.

Police believe Batraki was involved with more than 80 fraudulent online transactions from January to November 2014, targeting people across Canada who were looking to purchase concert and sporting event tickets. Investigation revealed Batraki was assisted by a female accomplice.

“We’ve identified 88 complainants and more than $12,000 lost to fraud in the investigation, but this is likely a small snapshot of the problem,” says Acting Det. Mike Walkom with EPS Downtown Division.

“Online fraud rarely occurs as a single incident. If you are a victim, please report it – this information identifies crime trends and can lead to an arrest, as in this case. There’s no need to feel embarrassed or simply write off the loss.”

Kijiji Canada worked closely with the Edmonton Police Service throughout the investigation and continues to assist the EPS with similar reported incidents of crime.

These investigations are part of the Online Fencing Project, an EPS initiative that focuses on stolen property and fraudulent services offered for sale online. The pilot project began in late 2013.

Through the Online Fencing Project, the EPS has charged close to 50 people with approximately 450 criminal offences in relation to trafficking stolen property and fraud. Police have recovered more than $200,000 in stolen property, including vehicles and ATVs, jewelry, sports equipment, tickets, appliances, passports and prohibited weapons.

“The public needs to be aware of the dangers associated with purchasing items online from unknown sellers,” adds Acting Det. Walkom. “The EPS has apprehended individuals for selling stolen property on Kijiji who were carrying weapons at the time of arrest or had firearms close by.”

“Be vigilant and protect yourself on the web. The Online Fencing Project has been successful and is still ongoing, but it has uncovered an extensive amount of criminal activity.”

Avoid becoming a victim of similar crime with the following tips:

  • Ask for a bill of sale and identification from the seller. Ensure the identification provided matches the seller.
  • Be wary of e-tickets that can be easily reproduced and distributed. When possible, meet at a location where tickets can be verified.
  • Conduct all transactions in person, in a public location with video surveillance when possible.
  • Check the Canadian Police Information Centre database to see if an item has been reported stolen: http://ift.tt/1d7wT0Q
  • Ask questions of the seller if an item is priced noticeably below market value: Why is the item discounted? Can the seller provide a purchase receipt?

CAT patrolling northeast Edmonton this week

The Edmonton Police Service will launch its latest Community Action Team (CAT) deployment in northeast Edmonton from July 22 to 25, 2015.

“Police are expecting increased pedestrians with festivals at Northlands Park this week,” says Acting Sgt. Keith Pitzel.  “The goal of this CAT deployment is to increase public safety with a higher police presence in hotspots around Northeast Division.”

Northeast Division invites all community members to a FREE barbeque from 5 p.m. – 8 p.m. in a parking lot at 64 Street and 118 Avenue. Bent Arrow Healing Society will be volunteering at the barbeque.

This week’s CAT Deployment will include the neighbourhoods of Montrose, Bellevue, Newton, Highlands, Beacon Heights, Beverly Heights, Abbottsfield and Rundle Heights, along with high traffic travel routes.

Historically, an increase in population through this area has resulted in an increase in criminal activity including illegal parking, aggressive panhandling, and vandalism to property and vehicles. There have also been reports of thefts from autos, assaults and personal robberies.

“The mission of this CAT deployment is to suppress, disrupt and prevent criminal activity in the area through increased visibility of uniformed EPS members actively patrolling the area on foot, on bicycle and in marked Patrol vehicles,” says Acting Sgt. Pitzel.

Civilian volunteer members of the Highlands Neighbourhood Patrol, will be also be operating in the area during each night of the deployment, in order to engage and empower members of the community.

The CAT deployments are highly visible and mobile, and have been successful in quickly addressing a wide range of criminal and social issues.

Tyler Gordan Strathdee, 26, of Edmonton was charged on Friday, July 10, 2015, with kidnapping, sexual assault with threats, uttering death threats, robbery and breach of recognizance.

“We received numerous tips from the public which ultimately helped us apprehend and charge the suspect,” said Det. The smallest tip can sometimes make the biggest difference in a case.”

Visiting a recreation centre? Police remind citizens to leave valuables at home

The Edmonton Police Service is asking citizens to leave valuables at home when visiting recreation centres, as officers continue to respond to reported locker thefts at facilities around the city.

Between April and mid-July 2015, the EPS investigated 23 reported locker thefts at recreation centres in Southwest Division. Unsecured property and unlocked lockers were targeted, along with lockers equipped with lower quality locks that are easily removed with tools.

Overall attendance at City recreation centres in south Edmonton during this period was approximately 600,000.

Property stolen from lockers typically includes mobile phones, wallets, credit cards and keys. Police believe theft in recreation centres usually occurs between 1 p.m. and 10:30 p.m.

Locker theft crimes are not specific to Edmonton’s southwest; officers from Southeast Division report similar trends.

“We’ve responded to 21 reports of locker theft at southeast recreation centres since May,” says Staff Sgt. Mark Cochlin. “It’s a crime of opportunity that occurs throughout the city. Citizens need to actively protect themselves.”

The City of Edmonton and the Edmonton Police Service continue to work together to counter the issue.

"The City is committed to providing safe and welcoming recreation centres and we take every instance of theft very seriously," said Evelyn Ehrman, a director with the City's Community and Recreation Facilities Branch. "Along with support from the Edmonton Police Service, we've taken steps to deter theft at our facilities, but customers still need to be aware of the risks and take care to lock their valuables, or leave them at home."

Recent measures taken to reduce incidents of theft at facilities include a Don’t Take the Bait locker alarm pilot, the implementation of a locker room concierge program, providing free valuables lockers that are within sight of front counter staff, and looking to employees to greet and engage with customers.

Reduce the chance of locker theft with these tips:

  • Do not bring unnecessary valuables, large sums of money or heirlooms to store in a locker.
  • Take advantage of facility “valuables lockers” located within sight of front desk staff.
  • Invest in a high quality lock and always fully engage the lock. Spin the dial of a combination lock after securing.
  • Do not share your lock combination. Store extra lock keys with you or in a safe location.
  • Do not record the combination on the lock or near the locker.
  • Avoid sharing a locker.
  • Contact police and alert recreation centre staff if you observe suspicious activity or are a victim of locker theft.

Stolen truck used in early morning hit and run

The Edmonton Police Service responded to numerous reports of a male being dragged by a pickup truck along 87 Avenue near 114 Street this morning.

The male is being treated for non-life threatening injuries and is expected to be released from hospital later today.

The 48-year-old male driver of the vehicle was declared deceased on scene.

Officers believe speed was a factor in the collision. The Major Collision Investigation Unit has taken over the ongoing investigation.

Citizens help address Edmonton’s most prolific crimes

The Edmonton Police Service, through the assistance of citizen volunteers, are taking a crime prevention message to the doorsteps across the city.

Since April 2015, the Edmonton Police Service has engaged citizen volunteers to assist with the public awareness of vehicle-related crimes; specifically the crime categories of theft from motor vehicle and theft of motor vehicle.

“The Edmonton Police Service submits more theft from auto and stolen auto police reports than any other crime type,” says Sgt. Steve Sharpe.

Regardless of the neighbourhood or the time of day, owners of motor vehicles are vulnerable to becoming victim of these crimes. This is a citywide issue.

Over the years, the Edmonton Police Service has produced numerous brochures, posters and public awareness campaigns to address these crimes.

“Educational material spreads awareness, however, it is hard to measure how the messaging itself resonates on a daily basis,” says Sgt. Sharpe. “Taking responsibility and implementing a few simple steps may make all the difference.”

This latest crime prevention effort includes a face-to-face conversation with citizens to encourage them to take action so they are not an easy target. This citizen-led approach also reinforces these crimes represent a shared community problem and police need your help to prevent this crime..

The April 2015 to July 2015 campaign included the following efforts:

  • 20 events citywide
  • 48 volunteers utilized
  • 597 total volunteer hours
  • 3,069 citizens spoken to
  • 6,676 homes visited

Inspiring Aboriginal youth to be leaders in their community

The Edmonton Police Service Aboriginal Relations Unit is hosting its second police academy for Aboriginal youth to help them build leadership skills and empower them to build safer communities.

‘Oskayak’ is the Cree word for ‘youth,’ and the Oskayak Police Academy is focused on providing a safe, culturally-inclusive space for Aboriginal youth and EPS officers to communicate, challenge stereotypes, and learn together.

“We want to build trusting relationships between youth and police that will carry on in the future,” says Andrea Levey, EPS Aboriginal Relations Coordinator.  “These positive relationships will help youth feel more connected to their community, reduce the potential for criminal or gang behaviour, and inspire a new generation of leaders.”

Approximately 37 youth, ages 14 to 18 years, will be participating in the Oskayak Police Academy from July 6 to 17, 2015.  Participants will undergo training in: leadership development and problem solving; attend educational sessions and traditional cultural activities with diverse speakers and Elders; assist with community outreach in the downtown core; and experience what it is like to be a police recruit.  Upon completion, participants will attend a graduation ceremony and dinner featuring special guests and speakers.

The Oskayak Police Academy was modelled after the highly-successful EPS Youth and Citizen Police Academies, and originally ran as a pilot project in 2014.  For 2015, youth participating in the Oskayak Academy will be able to earn credits towards their high school diploma through Metro Continuing Education.

The Academy is a community-led initiative developed in partnership with: Amiskwaciy Academy; the Bent Arrow Traditional Healing Society; the Ben Calf Robe Society; Métis Child and Family Services; the Boyle Street Education Centre; Edmonton Public Schools; Metro Continuing Education; and REACH Edmonton.

Edmonton has the second largest urban Aboriginal population in Canada, and approximately 50 per cent of this population is under 25 years of age.  For more information on the EPS Aboriginal Relations Unit, please visit http://ift.tt/1us9uoo.
